1 Oyster Creek Mobile Home Park Condominium Association, Inc. REVISED RULES AND REGULATIONS, February 19, 2015 These Rules are published to protect life, property, privacy and a pleasant environment. Your consideration and courtesy to others, plus your cooperation in maintaining an attractive home, will help maintain the high standards of the park. I. GENERAL 1. All lots are restricted to one mobile home, recreational vehicle, park model or motor home. RV s must be self-contained, commercially manufactured and of good appearance. All RV s and mobile homes must be approved by the Board of Directors prior to placement on property site in accordance with the Declaration of Condominium. Tents, truck campers and foldout campers are prohibited. All lots, vacant or occupied, must have the lot number prominently displayed. 2. All mobile homes must be skirted and have a carport, shed, and screen room. 3. The Park setback requires at least a 15 foot setback from the street and 7 1/2 feet from the side boundary lines which exceeds the county requirements for front and side setbacks. The county and the park both require a 15 foot setback on the interior lots and a 25 foot setback on exterior (perimeter) lots. 4. All RV s must be skirted if on property site annually, motor homes excluded. 5. All additions and exterior alterations to the structure must be approved by the Board of Directors and meet all county requirements including building permits. 6. Storage buildings or sheds must be tied down securely and shall not exceed ten (10) feet by twelve (12) feet or one hundred twenty (120) square feet (current sheds shall be grandfathered). Location of shed on unit owner s property must be approved by Board of Directors. All washers located in owner s shed must be connected to central sewer system. 7. All lots must have a driveway of concrete, asphalt or stone. When existing shell driveways deteriorate same must be replaced by concrete, asphalt or stone. 8. Antennas can be no higher than 12 feet above existing building in accordance with federal law. Any antenna or equipment used must not interfere with neighbors TV reception. 9. All lots and park storage area shall be kept in a neat and sanitary condition and no 1 of 5
2 rubbish, refuse or garbage shall be allowed to accumulate or any fire or rodent hazard allowed to exist. This also means that when absent an owner must make arrangements to have property maintained to the standard established by other units in the park. If property is not maintained to the satisfaction of the Board of Directors, they will give notice to the owner and if it becomes necessary will hire the work done and bill the owner the total amount. If the bill is not paid, the Board will take whatever action necessary to enforce payment. 10. No commercial activity of any kind other than home office or computer office shall be conducted on or from any unit in the condominium. 11. All lot owners must supply the park management with a current address and phone number if they reside elsewhere and a current local phone number if they have one. 12. Applications for all sales and rentals shall be directed to the Park Management for Board approval. Lot owners must provide the Board of Directors with the buyer s name and purchase date and renter s name and rental dates regardless of lease term. (Present board policy is one week minimum rental). 13. Leases must provide that tenants agree in writing to comply with all of the rules and regulation of the Association and that failure to do so is a breach of the lease. 14. Every mobile home or RV must be connected to utilities in a safe and sanitary manner. 15. No signs of any kind shall be displayed without the written consent of the Board of Directors except the For Sale and For Rent signs. 16. Clotheslines may be umbrella type or retractable and must be placed behind units. Lines cannot be attached to trees. 17. Temporary clotheslines for bathing suits and towels may be strung under an awning or on the unit patio area only. No lines may be secured to trees or utility poles. 18. Patio lights, floodlights and security lights shall be reasonable in number and shall be arranged so as not to cause a nuisance to neighbors. 19. Fences can be used for beautification only. No fully enclosed yards allowed. All fences must be approved by the Board of Directors prior to installation. 20. Landscaping is left to the lot owners as long as it is compatible with the rest of the park appearance. Owners of units adjacent to the OCMHP owned white plastic fence are asked not to plant any vegetation which will grow into, on or over the fence. The park reserves the right to cut vegetation away from the fence to protect the appearance and structural integrity of the fence. 2 of 5
3 21. Shuffleboard, table tennis, billiards, games and the lending library are provided for the sole use of the residents and their guests. Children under the age of 16 using these facilities must be supervised by an adult at all times. 22. Quiet hours are to be observed between 11:00 pm and 8:00 am. 23. Only house pets are allowed. No animal is to be allowed to run loose or to be tied outside unattended. No outside doghouses are allowed. All dogs must be walked on a leash and all droppings are to be picked up by the owner. Nuisance barking will be reported to animal control. (County ordinance 98-70, Section 3-t-4) 24. Vehicles are not to exceed 15 miles per hour. 25. No long term parking (1 week) on the grass. No overnight parking is permitted on the roadway. Extra parking space is available at the recreation building or the storage lot. 26. No commercial vehicles allowed except for delivery. As of March 2, 1999, no vehicles with advertising allowed. Removable signs must be removed before entering the park. 27. Motorcycles, mini-bikes, mopeds and powered bicycles are allowed provided noise levels are acceptable 28. All units owned and rented are required to comply with the OCMHP Condominium Assn, Inc. Rules and Regulations 29. All units are to be kept neat and orderly. The exterior use and storage of refrigerators, freezers, LP gas bottles over 40 pounds, large tool chests or vehicle parts, boat parts and anything else not deemed compatible to the unit and surroundings is prohibited. 30. RVs left for a month or at the end of the season must have all water and sewer lines disconnected and connections turned off. Sewer connections which are completely under the unit may be left in place. Replace all sewer caps. Leave nothing stored under the unit. Any RV except motor homes left through the hurricane season must be tied down with approved anchors. II. STORAGE AREA AND BOAT DOCK 31. Only lot owners and residents of OCMHP may use or enter the storage area. 32. Any unit to be parked must be the personal property of lot owner/lessee or, subject to 3 of 5
4 Board approval, a guest of a lot owner/lessee. Every unit must have the owner/lessee lot number prominently displayed on it. 33. All spaces are assigned on a first come, first serve basis. If the situation arises where all spaces are in use, a list will be initiated and future assignments will be made in a descending order. 34. When lack of space dictates, park management with Board approval has the authority to move any vehicle to maximize the available space if the owner cannot be contacted or refuses to move same. 35. All boats, trailers, RV's and any other vehicle not used for daily transportation shall be parked in the storage area. EXCEPTION: Those times when cleaning and/or repairs to the above are necessary. When leaving the park for a period of time owner may put a boat on approved driveway but not on the lawn or common grounds. 36. The Storage area is only for the express use of boats, boats on trailers, trailers, RVs, cars, trucks, truck and slide-on campers which must be in condition for movement, if necessary. Any item that cannot be driven or towed will be considered to be in violation of this regulation and may be moved or removed by the OCMHP Condominium Association at the owner s expense if the owner cannot be contacted or refuses to move same. Any and all abandoned vehicles as defined by zoning regulations will be towed at the owners expense. 37. No trash or dumping is allowed within the storage area at any time. 38. Cases of extreme hardship regarding storage shall be reviewed by the Board of Directors. 39. OCMHP boat ramp and boat dock is to be used by lot owners and residents only. Guest must be accompanied by lot owner or OCMHP resident. 40. No children under the age of 16 years shall be permitted at the boat dock or boat ramp without adult supervision. 41. No boat shall be stored or left unattended day or night at the dock area. 42. All bait traps and crab traps are to be placed in a location so as not to interfere with boats which are leaving or approaching dock and ramp. 43. No swimming from dock or ramp is allowed. 44. Second RVs, campers, boats and trailers must be placed in the storage area. 4 of 5
5 45. The Board of Directors may request the termination of a lease for repeated violations of the park rules. The foregoing revised rules and regulations number one 1 through 45 inclusive were approved by the Board of Directors on January 7, 2015 and adopted by a majority vote of owners present at the annual meeting on February 19, For Your information: The mail is delivered to each unit mailbox. The boxes are located outside the screen room at the recreation building. There is also an outgoing mailbox. The trash pickup is currently on Tuesday and is to be out at the curb by 5:00 am.
