4 The staff organization for this sport is made up of a Competition Director and a Facility Director who will be in charge of the smooth execution of the competition, together with the competition managers of support teams. Competition Director: Mr COMPETITIONS, DATES AND VENUES 4.1. Competitions Beach Volley competitions of the 1st edition of the Mediterranean Beach Games will include a Men s competition and a Women s competition Dates and Venues Men s and Women s competitions will be held from 1 st to 5 th September 2015 at the Stadio del Mare in Pescara. 5. CONDITIONS UNDER WHICH COMPETITION WILL BE HELD AND CONFIRMATION The Beach Tennis Men s and Women s competitions will take place if at least eight (8) nations for men s and mixed events, and six (6) for women s events have registered, by the deadline set for numeric registration. Considering the minimum number of participants, the President of the Technical Commission of the International Committee of the Mediterranean Games (ICMG), assisted by one (1) or two (2) other members of the same Commission, appointed by the President of the ICMG and in the presence of the Sports Director of OCMBG 2015, will decide the interruption of the numerical registration. Depending on the numerical registrations submitted by 30 April, 2015 (h Italian time), the abovementioned Commission will decide on the actual carrying out of the events, or on the possible cancellation, by 06 May Then immediately the OCMBG 2015 will notify the National Olympic Committees (NOCs) involved, via fax or about the possible cancellation of one or more of events. Once confirmed, the events will be held and medals will be awarded, regardless of the actual number of participants. 6. COMPETITION RULES Beach Volley competitions will be held in accordance with the FIVB rules in force as of 1 st January 2015, special dispensations by the ICMG excepted. Any case not covered by the aforesaid rules will be decided as follows: General cases will be settled according to FIVB rules Technical questions will be decided according to FIVB rules. Any dispute arising before or during the competitions will be decided by the FIVB Technical Delegate in accordance with mentioned rules, except by ICMG 7. COMPETITION VENUES AND EQUIPMENT The Beach Volley competitions of the 1st edition of the Mediterranean Games will be held at the Stadio del Mare in Pescara that provides a central field and other side fields, depending on the number of teams in the tournaments. The field will be equipped with bleachers for a capacity of about 3000 seats. 4

5 Stadio del Mare is 6.5 km and 11 min for the Athlete s Village Competition area The competition area includes the court and the safety zone (located between the court and the bleachers) The area of tournament fields is made of a court of 26 m. X 18 m. including the free zone outside the perimeter of game that will be surrounded by billboards whose size is 3.5 m. X 1 m. The court will be 16 m. X 8m. according to FIVB rules. The Beach Volley competition will take place on a natural sand beach field in Pescara in according to FIVB depth rules Equipment The official balls to be used in the competition will be approved by FIVB. The net posts, post protections, nets and referee s chairs will be of the brands and models approved by FIVB. For the warm-up, organizers will provide each team with the balls of the same brand and model as those used in the competition. All sports and technical equipment used for the Beach Volleyball tournament and warm-up will comply with technical regulations as defined by the FIVB and in force as of 1 st January 2015, special dispensations by the ICMG excepted Changing rooms Four (4) changing rooms will be provided for the players, two (2) for men and two (2) for women, with facilities including showers and toilets Athletes lounge The Athletes lounge, located near the playing field, is for athletes only; during competition sessions, access will be allowed only by showing the accreditation pass. In this lounge, equipped with treated air, competing Athletes will provide with refreshments including cold beverages, water and fruits. A sport information desk will also provide information on competition Mixed Zone and Press Conference Room Accredited Media will be allowed to conduct short interviews with the Athletes in the Mixed Zone immediately after competitions. Athletes must go through this area to get out of the arrival area and they are requested to cooperate and to answer questions from the Press. Upon request by accredited Media, the person in charge of the Press of the OCMBG 2015 will escort the Athletes or their Coaches to the Press Conference Room in order to answer questions from the reporters. 8. TRAINING 8.1. Training Venues In addition to the courts available, two (2) more will be added prior to the start of competition, for team training. These facilities will be available for training from August 30, 2015 in accordance with the training program provided by the OCMBG When scheduling the daily timetables, the Competition Director, will take into account of technical meetings and official ceremonies, in order to allow every player to participate. 5

6 8.2. Procedures for the scheduling of training sessions. Training sessions will be assigned by the OCMBG 2015 Competition Director and FIVB Technical Delegate for all participating teams. Sessions will be confirmed before 5:00 pm of the day before the start of competition or the same session will be assigned to other participating team. As a general rule, all submitted requests will be taken into account by the Competition Director and sessions will be assigned by following a turnover criterion. 9. TECHNICAL ORGANIZATION The FIPAV, together with the FIVB Technical Delegate, is responsible for the technical organization and management of the Beach Volley Tournament of the 1st edition of the Mediterranean Beach Games 2015 in Pescara Special Provisions for the holding of Competitions. Any dispute occurring before or during the Tournament will be settled by the Competition Director according to ICMG and FIVB regulations in force as of 1 st January 2015, special dispensations by the ICMG excepted. The time schedule of the Beach Volley competitions will depend on the number of participating countries and shall be confirmed during the Technical Meeting Composition of team rounds During the Technical Meeting the group of the preliminary phase will be defined to determine the teams classified for the finals. Teams will be divided into rounds, with four (4) teams per round, according to the number of teams participating The order or ranking of the seeded teams will be determined by considering the FIVB (FIVB World Technical Ranking) ranking elaborated during the week of competition, with reference to the date of the Technical Meeting. In case of a tie between two or more teams will run a draw. The n 1 team of the host nation will be seeded n 1. Every other team from the host country will not be included in the same group: therefore, will be placed in a different group following the list of seeded (downward) up to meet the thesis. Each team will play with all teams of according to the round robin system. The first two / three teams (depend on the number of rounds compounds) in each group will qualify for the final phase in single elimination. In the final phase the transition to the next round will be with a direct elimination Scores Scores for the preliminary round (group round) will be assigned in accordance with FIVB rules: Won match: 2 points Lost match: 1 point 9.4. Classification System The rankings of the first phase will be calculated according to the FIVB technical regulations. The teams with the highest scores will be classified for the final phase. In the event of a tie between two or more teams, rankings will be calculated in accordance with FIVB technical regulations. 6

7 After the first round, until the semi-finals, the winners of the matches will qualify for the next rounds. The winners of the semifinals will play the final for 1st and 2nd place, while the losers of the semifinals will play the final for 3rd and 4th place. There will be also the finals from the 5th to 8th place. 10. ELIGIBILITY All NOCs of the ICMG member countries whose Federations are also FIVB members can take part in the Beach Volley Tournament of the 1st Edition of the Mediterranean Beach Games 2015 in Pescara. Athletes must be nationals of the country they represent and must comply with and follow ICMG and FIVB conditions and rules. Each country may register only two (2) teams for male and two (2) for female tournaments. Every team will be composed by two (2) players. 11. ENTRIES The entries system of the Delegation is linked to the General Accreditation System. The OCMBG 2015 registration system is based upon a document downloadable from the website: Each Delegation will receive a code and a password to access the document available in three languages: Italian, French and English. The document for online accreditation allows the registration of sports entries which must also be faxed or ed to the OCMBG 2015 before the deadlines hereafter indicated Preliminary Entries by Number The Preliminary Entries by Number form issued by the NOC of each participating country must be submitted to the OCMBG 2015 by: 30 th March 2015 (24:00 CET) Entries by Number The Entries by Number form issued by the NOC of each participating country must be submitted to the OCMBG 2015 by: 30 th April 2015 (24:00 CET) Entries by Name (Long List) The Entries by Name (Long List) must be entered into the system by the NOC of each participating country and must be submitted to the OCMBG 2015 by: 30 th June 2015 (24:00 CET) Final Entries by Name (Short List) The final nominative list of participating Athletes issued by the NOC of each participating country must be submitted to the OCMBG 2015 by: 30 th July 2015 (24:00 CET) Entries Confirmation Confirmation of registration of the participant Athletes will be announced at the Information Technology Center at the competition venue or to 'Sport Information Point at the Athletes' Village before the technical meeting. The Team Leader of each Country will be duly sent the specific forms for registration confirmation. 7

8 12. TECHNICAL MEETING The Technical Meeting will be held on 31 st August 2015 at the Athletes' Village. The time fixed for the Meeting will be announced at a later date. The Meeting will be organized following FIVB rules and under the supervision of the FIVB Technical Delegate. The meeting will be attended by: FIVB Technical Delegate; Team Leader (one of each team); Athletes OCMBG 2015 Representative FIPAV Representative. A member of the ICMG Technical Commission will take part in the meeting. The mass media could attend the Technical Meeting. 13. MEDICAL SERVICES Medical Services will be available in the Athletes' Village and at the Training and the Competition venues for all Accredited. a. Athletes' Village The Athletes' Village clinic will provide assistance to residents with the following medical services: Sports medicine; Physiotherapy; First aid; 24-hour emergency service; Ambulance Service. A Medical Guide will be published with a detailed list of medical services that will be given to the Mediterranean Family during the Games. b. Training and Competition venues Service of sports medicine and physiotherapy with massage beds will be provided to Athletes and support staff at the training and competition venues. An ambulance with paramedics will be present during all days of competition Anti-Doping Tests Anti-doping test will be conducted during, and sometimes prior to, the competition, under the responsibility of the Medical Committee of the ICMG in collaboration with the Anti-Doping Commission of the OCMBG 2015 and in accordance with ICMG and FIVB rules. Players will be selected, by drawing, to perform the doping control at the end of the matches. The procedure for collecting of samples to be analyzed in accordance with set rules and the time limits will then start. Any athlete who refuses to undergo anti-doping control or who tests positive will be excluded from the competition and will be sanctioned along with his team according to the ICMG rules. 14. REFEREE The Referee delegation for the Beach Volley Tournament will be composed as follows: One (1) Referee Delegate 8

9 Two (2) Referees appointed by the FIVB One (1) International Referee for each participating country; International Referees appointed by FIPAV according to the needs of the competition. Technical officials (scores and line judges) will be appointed by FIPAV. 15. CLAIMS AND APPEALS Complaints will follow the international regulations of FIVB. The FIVB referee delegate shall resolve on the court eventual protests presented during the matches. Any complaint shall be reported on the official match report and shall be submitted, in writing, in Italian, French or English by and no later than 30 minutes after the end of the match, by a cash deposit of 1000 USD, in accordance with FIVB rules. The Beach Volleyball Tournament Commission composed of the FIVB Technical Delegate and the OCMBG Director of Beach Volleyball Tournament will decide on complaints. In the case of a complaint, the members of the Commission shall not be of the same nationality of the country or countries filing the complaint. To solve this case, during the Technical Meeting, the Technical Delegate will appoint two (2) members, selected from a list of six (6) qualified persons and chosen from a list of the representatives of the participating countries. If the complaint is accepted, the deposit will be refunded otherwise it will be acquired by the OCMBG SPORTS UNIFORMS Players uniforms Players participating in the Beach Volley tournament of the first edition of the Mediterranean Beach Games must wear uniforms complying with FIVB standards. Each team shall have three (3) sets of uniform of different color (light and dark) available. At the time of game opposite teams have to wear uniforms of contrasting color. Should the uniforms be of the same color, a random draw will determine the team that changes uniform, except for the host country which will always be given the opportunity to choose the color of its uniform. Players must wear uniforms numbered #1 and #2. Player s numbers, written in the Team registration form, shall match the ones printed on the uniforms. Players must use the same number during the competition. No advertising logos may appear on uniforms, accessories or on clothing and equipment worn or used by players, except for the manufacturer's labels, under the condition that the latter are not displayed for advertising purposes, in accordance with the rules defined by the ICMG and FIVB. These rules also apply to the award ceremonies Competition Officers and staff Uniforms The Officials, scorers, line judges, the field staff and volunteers must wear the uniform provided by the OCMBG 2015 for the entire duration of the tournament. 17. AWARDS Award ceremonies will be held at the end of each competition. In accordance with ICMG rules, the following prizes will be awarded: First prize A gold medal and a diploma for each player belonging to the first-ranked team; Second prize 9

10 A silver medal and a diploma for each player belonging to the second-ranked team; Third prize A bronze medal and a diploma for each player belonging to the third ranked team; Fourth to Eighth place Each player belonging to the team ranked fourth to eighth place will receive a diploma. 18. TECHNICAL OFFICES FOR THE COMPETITION Two offices will provide specific information on the Beach Volley Tournament: the first located in the Technical Office of Beach Volley at the competition venue and the second at the Sport Information Centre in the Athletes' Village. These two Offices will provide information on competition times, training sessions, transportation, list of players and results. The two offices will also provide technical information communicated by FIVB and the OCMBG APPROVAL OF THE REGULATION In case of disagreement on the interpretation of this Regulation, the French version shall prevail. This Regulation was approved by the ICMG on 10
