Mezzatesta) Supersedes 111 FWI , 1 June 2009 Pages: 9 This instruction implements AFPD 33-3, Information Management and AFI , Commanders Guidance and Responsibilities. It establishes policies and procedures to manage the 111th Fighter Wing (111 FW) Knowledge Operations Management Training Program by ensuring individuals are trained to serve their organization s mission and are prepared, if mobilized, to fulfill readiness requirements. It applies to all units assigned and attached to the 111 FW. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with AFMAN , Management of Records, and disposed of in accordance with the Air Force Records Disposition Schedule (RDS) located at Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional s chain of command. This publication may be supplemented at any level, but all direct supplements must be routed to the OPR of this publication for coordination prior to certification and approval. SUMMARY OF CHANGES Major changes include removing the Client Support Administration (CSA) Training Program, replacing all occurrences of 3A0X1 with 3D0X1 and removing the requirement to hold a Knowledge Operations Management (KOM) Annual Forum. 1. General. A recurring proficiency-training program is required for 3D0X1, Knowledge Operations Manager (KOM) personnel in each unit. The requirement is to provide training for both military and civilian personnel who perform KOM duties, regardless of Air Force Specialty Code (AFSC) or skill level. 2. Responsibilities.

2 2 111FWI JANUARY Wing/Group Commanders Will support the KOM Training Program Ensure, through subordinate commanders, that all 3D0X1 personnel and other individuals performing KOM duties successfully complete training Group commanders will appoint, via , a Group 3D0X1 Functional Manager (FM) to assist the Wing 3D0X1 FM in the conduct of the KOM Training Program within their respective group. The 270th Engineering Installation Squadron Commander (270 EIS/CC) will appoint, via , the organization s 3D0X1 FM. The 201 st RED HORSE Detachment 1 Commander (201 RHS Det 1/CC) will appoint, via , the organization s 3D0X1 FM. The Group/270 EIS/201 RHS Det 1 FM should be the most senior full-time 3D0X1. When unusual circumstances exist, these appointments should be coordinated with the Wing 3D0X1 FM Unit Commanders Will support the KOM Training Program Will approve the release of 3D0X1 personnel for career broadening and training actions. They will approve attendance for all 3D0X1 personnel to the training provided by the 111th Communications Flight/KOM section (111 CF/SCXK) during Unit Training Assemblies (UTA) Ensure, through subordinate supervisors, that all 3D0X1 personnel and others performing knowledge operations management duties successfully complete training Report all problems, challenges, or issues regarding 3D0X1 training to the Wing 3D0X1 FM. If the issue cannot be resolved by the Wing 3D0X1 FM, a meeting between the unit commander and the 111 CF commander will be arranged for resolution Ensure the proper utilization and training of KOMs by aligning duties with their current Career Field Education and Training Program (CFETP) and any applicable Job Qualification Standards (JQS) Ensure personnel identified to fill mobility positions are not assigned duties that would keep them from fulfilling deployment responsibilities CF Commander/Communications and Information Systems Officer Will appoint, in writing, the Wing 3D0X1 FM who is the senior enlisted Knowledge Operations Manager assigned to the 111 CF/Plans and Resources Flight (SCX) Ensures a classroom location and necessary tools are available to conduct training Wing 3D0X1 Functional Manager.

3 111FWI JANUARY Develops and provides readiness, peacetime, and continuation training for all 3D0X1 personnel within the wing and its assigned and attached units Advises unit commanders on career field training issues Ensures all 3D0X1 personnel have a current copy of CFETP 3D0X1, AFSC 3D0X1 Knowledge Operations Management Utilizes Air Force and Air National Guard standardized training materials Develops local training material as needed Establishes an annual schedule of training for all 3D0X1 personnel. This training will normally be held Saturday of each UTA at 1300 hours in the 111 CF Computer Training Facility. Any changes to the schedule will be announced via to the 111 FW KOM Distribution List Maintains class attendance records. Notifies supervisors of training attendance by completing a journal entry in Training Business Area (TBA), outlining training given Offers training to geographically separated units Provides other applicable training to personnel based on individual duty position tasks and training requirements Is the focal point for all KOM career field enlisted issues Monitors 3D0X1 5 and 7-level Career Development Course (CDC) pass/fail rates for the KOM career field Recommends training waivers, when appropriate. National Guard Bureau (NGB) policy requires Wing 3D0X1 Functional Manager approval on all 3D0X1 waivers. Monitors status of training waivers for timeliness of approval through NGB Serves as the KOM advocate to the senior leadership and the ANG 3D0XX Career Field Functional Manager Administers a pre-test one month prior to any Knowledge Operations Manager reporting to Base Training for any 3D0X1 CDC testing. Individuals must receive a score of 85% or higher on each volume before the Wing FM will approve End-of-Course (EOC) testing at Base Training Assists supervisors with KOM training issues Ensures proper utilization of 3D0X1 personnel and addresses improper use.

4 4 111FWI JANUARY Ensures Knowledge Operations Managers are placed in positions authorized by the UMD Ensures Knowledge Operations Managers are assigned to positions commensurate with their grade and skill level Recommends appointment of Group 3D FM to each group commander Ensures each Knowledge Operations Manager, in conjunction with the supervisor and Group 3D FM, is assigned, in writing, a qualified trainer Maintains an network to reach all Knowledge Operations Managers to provide career field updates, current training opportunities, and other related information. The address for this distribution list is 111fw.kom@ang.af.mil Ensures all Knowledge Operations Managers are familiar with current KOM information repositories such as CoPs, Air Force Portal and SharePoint sites Ensures all deployed Knowledge Operations Managers complete an AF Form 209, Communications and Information Management After-Action Report within 30 days after return from deployment. Reports will be forwarded to the NGB 3D0XX FM IAW AFI Group 3D0X1 Functional Managers Support the KOM Training Program Assist with the conduct of the KOM Training Program within their group Assist 3D0X1 supervisors within their group with the appointment of the most appropriate, qualified 3D0X1 trainer Assume the position of 3D0X1 trainer as needed for individuals across the wing to ensure all wing 3D0X1 trainers needs are met Assist supervisors with 3D0X1 training issues Work with supervisors and 3D0X1 personnel to satisfy training requirements due to missed training Supervisors Support the KOM Training Program Meet with the Wing 3D0X1 FM upon initial assignment of 3D0X1 personnel for initial interview or review of 3D0X1 training record.

5 111FWI JANUARY Appoint a trainer for any 3D0X1 personnel based on the Wing 3D0X1 Assignment Chart and in coordination with the Wing 3D0X1 FM and Group 3D0X1 FM Furnish an or memorandum of appointment to the Wing 3D0X1 FM indicating by rank, name and AFSC a trainer for all 3D0X1 personnel assigned to them Ensure their 3D0X1 personnel are attending training Ensure the proper utilization and training of Knowledge Operations Managers by aligning duties with the current CFETP 3D0X1 and any applicable Air Force JQS Keep physical custody of the 3D0X1 personnel unless otherwise coordinated with the Wing 3D FM Ensure 3D0X1 personnel are placed in positions authorized by the UMD Ensure 3D0X1 personnel are assigned to positions commensurate with their grade and skill level Approve the release of 3D0X1 personnel for career broadening and training actions. Approve attendance for all 3D0X1 personnel to the training provided by 111 CF/SCXK during UTAs or during the full-time workweek as applicable Ensure that all 3D0X1 personnel and others performing KOM duties successfully complete training FSS FSS/FSM will provide an automated personnel roster to the Wing 3D0X1 FM monthly, showing a status on all 3D0X1 personnel to include grade, name, unit, duty AFSC, control AFSC, training status and training status date FSS/FSMPM will provide a listing showing all vacant and projected vacant 3D0X1 positions throughout the wing, 270 EIS and 201 RHS DET FSS/FSD Base Training will monitor 3D0X1 testing and will ensure that all 3D0X1 personnel have a signed statement from the Wing 3D0X1 FM indicating a review has been administered before testing is permitted on 3D0X1 CDCs. Base Training will also notify the Wing 3D0X1 FM of any CDC failures Base Training and Unit Training Managers, when conducting Staff Assistance Visits on any 3D0X1 training records, will contact the Wing 3D0X1 Functional Manager for any clarifications and copy any write-ups or corrective actions to the Wing 3D0X1 Functional Manager.

6 6 111FWI JANUARY FSS/FPIR. The 111 FW Recruiting Office will coordinate an avenue of communication with the Wing 3D0X1 FM to ensure the best utilization of new 3D0X1 personnel. 111 FW recruiters will consult with the Wing 3D0X1 FM for accession recommendation FSS/FSMPD. Coordinate within-wing transfers with the Wing KOM FM for advice and analysis on appropriate placement of 3D0X1 personnel transferring within organizations in the Wing. 3. 3D0X1 Training Records Creation and Maintenance. It is understood that the Wing 3D0X1 FM is not the supervisor of 3D0X1 personnel outside of the Communications Flight, therefore the requirements and documentation are the supervisor s responsibility. However, training the 3D0X1 career field is the responsibility of the Wing 3D0X1 FM, therefore the Wing 3D0X1 FM will work with the supervisor to ensure that 3D0X1 training records are properly created and maintained IAW AFI , Air Force Training Program. As with all communications and information career training records, 3D0X1 training records must be maintained using TBA as directed by HQ USAF. All 3D0X1 personnel will be loaded into the 111CF/SCXK KNOWLEDGE OPERATIONS Plans and Resources work center within TBA. 4. Knowledge Operations Management Training Requirements All 3D0X1 personnel must be trained in each of the following functional areas, regardless of rank or skill level: KOM Career Field, to include force development, communications and information organizational structure, functional management, Operational Risk Management (ORM), expeditionary/contingency planning, and training C4I Security and Basic Computer Fundamentals Information Management, to include electronic communications, management, Air Force Portal, records management, publications and forms, Freedom of Information Act (FOIA), Privacy Act (PA), For Official Use Only (FOUO), computer applications, official mail management and correspondence management Knowledge Management Enterprise Information Management (EIM) to include collaborative tools such as Communities of Practice (CoPs), Defense Connect Online (DCO), Office Communicator Services (OCS) and SharePoint All 3D0X1 personnel must complete the most current versions of the KOM 3D Training Track CBT courses as presented on the IT E-learning portion of the Air Force Portal, regardless of rank or skill level The Wing 3D0X1 Functional Manager may add additional topics as required locally.

7 111FWI JANUARY All other personnel who perform KOM duties are encouraged to attend training Commanders will be notified of those individuals who do not attend training after the last class of the month is held. Courtesy copies will be sent to group commanders Training is advertised in the current fiscal year Annual Training Plan monthly activities SharePoint calendar and via broadcast to the 111 FW KOM Distribution List. The training announcement will cover all tasks/topics, times, and locations for training. Contact the Wing 3D0X1 FM at x8668 or at 111fw.im@ang.af.mil if you wish to become a member of the distribution list Newly assigned 3D0X1 personnel are sent a welcome letter notifying them which classes are still available for them to attend Training Times With the exception of UTAs designated for Operational Readiness Exercise (ORE)/Operational Readiness Inspection (ORI) preparation or participation, a minimum of one 3D0X1 training class is scheduled each UTA. Classes are held in the 111 CF Computer Training Facility, Room 227, Bldg. 320 starting at 1300 on Saturday of each UTA unless otherwise indicated Classes for full-time personnel may be held during the week, normally on the Thursday or Friday preceding the UTA, unless otherwise posted All personnel are notified promptly via of any changes to the yearly schedule Due to the number of core tasks in CFETP 3D0X1, along with the number of 3D0X1 personnel to be trained, the training schedule is not very flexible. Missed training issues should be addressed by the supervisor to the Group 3D0X1 FM. All class presentations and handouts are available immediately following training by visiting the ANG Knowledge Operations Management Training One-Stop Shop Community of Practice (CoP) located at Training Certification. 3D0X1 personnel in upgrade training requiring training certification must take a multiple question pre-test or perform core task elements listed in the CFETP on the required item. If a score of at least 85% is not achieved, the individual will be required to restudy course material and retake the test in 30 days Methods of Training. Training is achieved through a combination of in-residence courses, supervised hands-on training; Air Force provided interactive CBTs, and locally provided training. When possible, training booklets, handouts, quizzes, and presentations will be utilized.

8 8 111FWI JANUARY On-the-Job Training (OJT). The responsibility for 3D0X1 personnel OJT is delegated to assigned Group 3D0X1 FM. Units with 7-level and 5-level 3D0X1 personnel will serve as trainers for subordinate skill level 3D0X1 personnel. In units that are either one-deep or no 5- or 7-level 3D0X1 personnel exist to train others in upgrade or qualification training, the supervisor will coordinate the training requirements with the Group 3D0X1 FM All SSgt and above 5 and 7-level 3D0X1 personnel must complete the Air Force Trainer Course in order to be appointed as trainers for 3D0X1 personnel. 5. 3D0X1 Temporary Duty Assignments (TDYs) and Opportunities. The Wing 3D0X1 FM will all announcements for deployments, postal augmentation, special assistance, etc. to the KOM Distribution List. All TDYs will be addressed on a case-by-case basis Knowledge Operations Managers are required to notify the Wing 3D FM of their intent to volunteer for a TDY assignment and subsequently, if selected, notify the Wing 3D FM of their selection D0X1 personnel are required to have minimum of a 5-skill level for any 3D0X1 TDYs When requesting a postal augmentation tour, 3D0X1 personnel must rotate through the Official Mail Center (OMC) for training D0X1 personnel must complete an AF Form 209 and provide it to the Wing 3D0X1 FM within 30 days of return from deployment.
