3 GENERAL Operations Manual This document supplements any Safety, Emergency and Spills Procedures outlined in the Waste Disposal Site Design (or Development) and Operation Plan. Site Attendant(s) must be familiar with this document and other Operations procedures outlined in the Design and Operation Plan. Currency Site attendant(s) and Township Public Works staff must be familiar with this document. This document should be posted at all operating Waste Disposal Sites / Waste Transfer Stations. This document (and all contact information herein) should be maintained and kept current by the Public Works Superintendent. Disallowed Wastes Accept only waste that is approved by the Certificate of Approval. In most cases, waste is limited to residential and commercial waste and common recyclables. Household Hazardous Waste must be directed to the Household Hazardous Waste Depot at the Middleville Waste Disposal Site. Do not accept biological, medical or radioactive wastes. Inclement Weather During severe weather (such as lightning, heavy snow, etc.) take shelter immediately. Keep in touch with the Township office. Consult the Public Works Superintendent (Glenn Kargus) if you deem it necessary to close the site early
4 SAFETY AND EMERGENCY PROCEDURES Operating Procedures and Safety and Emergency Procedures, as outlined below, shall be posted at all Waste Disposal Sites / Waste Transfer Stations Personnel Training and Responsibility All site personnel should be trained and familiar with the following: 1. First aid, including CPR. 2. The facility operation manual. 3. Emergency procedures (i.e. use and maintenance of fire equipment, etc.). 4. Chemical identification (WHMIS or equivalent) Emergency Telephone Numbers Fire Department Police Ambulance Glenn Kargus (pager) Glenn Kargus (cell) Tim Robillard (home) Tim Robillard (cell) Tim Simpson (home) Tim Simpson (cell) MOE Spills MOE District Poison Control - 24 hour service Local Medical Officer of Health Ministry of Labour Safety and Emergency Equipment The following equipment and supplies are available in or near the facility at all times: cell phone/radio First Aid Kit one large and one small fire extinguisher Authorized Personnel Only signs - 4 -
5 Personal Protective Equipment Each employee is provided with access to the following personal protective equipment: leather gloves traffic safety vests safety glasses Each employee is required to wear CSA approved safety shoes or boots (green triangle) at all times and the appropriate personal protective equipment depending on the work being done. Precautions Site personnel will observe the precautions outlined below at all times: 1. The facility will not be opened unless at least one site attendant is on duty with communications equipment (phone or 2-way radio) or two site attendants without communications equipment. 2. CSA approved safety shoes must be worn at all times. 3. Never handle wastes without gloves. 4. Practice good personal hygiene, thoroughly washing prior to meals. 5. Keep a safe distance from wildlife. Warn site users if wildlife is present. 6. Do not use heavy equipment without proper training
6 EMERGENCY RESPONSE PLAN AND PROCEDURES Any incident (employee or site user) will require the completion of an Incident Report found in the REPORTS section of this document. Accidents/Injuries 1. Stabilize injured party - Do not move party, keep party warm. 2. Use first aid kit for emergency treatment of minor injuries. 3. If injury is severe, call Notify Public Works Superintendent (Glenn Kargus). If unavailable, contact Township Office. 5. Complete an incident report. Fire Small Localized Fire: 1. Evacuate the immediate area. 2. Call if necessary. 3. Use fire extinguisher only if safe to do. Explosion or Large Fire 1. Evacuate the facility immediately. Move all vehicles outside the waste site boundary fence if it is safe to do so. 2. Call Call Public Works Superintendent (Glen Kargus) or Township CAO (Tim Simpson)
7 SPILL CONTINGENCY PLAN Household Hazardous Waste (including waste oil, chemicals, etc.) are not to be accepted at any Township Waste Disposal Sites / Waste Transfer Stations. However, in case of a spill Contact the Public Works Superintendent. If the spill cannot be contained with absorbent and/or the spill poses an environmental or health threat, call and the MOE Spill Hotline at and report: type of material spilled; quantity; and how the spill is being contained. Ensure the spilled material is contained. A cleanup procedure will be implemented with MOE s approval. This shall be done by a licensed firm competent to do so. If spill or leak is small, treat with appropriate absorbent to absorb chemical and use Spill Kit to clean up the absorbent with shovel and drum. The drum must be properly labelled with waste classification. Notify Glenn Kargus or T.J. Simpson and determine proper storage and disposal. Fill out Incident Report found in the REPORTS section of the Operations Manual
