1 GOING GREEN : THE IMPLICATIONS OF PORT OPERATIONS ON THE PORT ENVIRONMENT PRESENTATION BY: EGON KUIAH OPERATIONS ANALYST, NPA
2 WHAT IS AN ENVIRONMENT? The physical and biological factors along with their chemical interactions that affect an organism or the surroundings of a physical system that may interact with the system by exchanging mass, energy or other properties.
3 BRIEF ABOUT NPA The National Port Authority was established by law and created to plan, design, construct and shall engage in the development of maintenance and operation of all public ports within Liberia. Liberia has four Ports under the authority of the NPA. Major operational activities at NPA includes: Monrovia Port : Containers, general cargoes, dry and liquid bulk Buchannan/Greenville & Harper Ports : mainly logging, iron ore activities. NPA in one its bids to improve the economy have launched the costal transportation services involving two vessels sailing from Monrovia through Greenville and Harper.

7 TYPES OF PORTS & ACTIVITIES PUBLIC SERVICE PORT The Port owner (the authority) provides all services (pilotage, terminal services, etc) Set prices for all services
8 TYPES OF PORTS & ACTIVITIES OPERATIONAL PORT The Port owner is responsible for terminal facilities, handling, receiving and delivery, warehousing, etc. Private stevedore operators compete on vessel loading
9 TYPES OF PORTS & ACTIVITIES LANDLORD PORT The Port authority leases out terminal facilities to private operator. Where the Port authority acts like a facilitator and regulatory body.
10 TYPES OF PORTS & ACTIVITIES PRIVATE PORT Same as Public Service Port except it is a private monopoly
11 IMPLICATIONS OF NPA OPERATIONS ON THE ENVIRONMENT Understanding the consequences for not maintaining infrastructure Maintenance of Land based infrastructure Maintenance of berth and channel infrastructure Cargo handling activities Bulk impact (i.e. cement, rice etc) Marine oil pollution Personnel (i.e. proper attire) Labor- (nose mask) Air polution (i.e. vessel smoke channel) Port (i.e. warehouses) Construction activities Dredging
12 SHIP ENVIRONMENTAL CHALLENGES Ballast water management Bilge waste management Ship boilers Cargo handling equipment Cargo loading & off-loading
13 TAKING RESPONSIBILITY Ports have realized that it is essential to make sure the costs of those activites reflected in the decision to persue mitigation projects. Some best management practices to address or mitigate the environmental impacts mentioned earlier include: 1.! Regular inspection of fixed and mobile tanks, transfer equipment and piping for drip masks, tanks discoloration, puddles of leaked liduid, puddles of water with a sheen(indicating petroleum products), corrosion, localized dead vegetation and stains on the ground, seepage from valves and seals, deformities (eg. Bulges, cracks, bends) in pipes and tanks. 2.! Periodically conducting integrity testing of above groung storage tanks and leal testing of valves and piping. 3.! Inspect and record inspection results of storm water released from any drainage system in the bulk tank storage area directly to waterways. 4.! Regularly inspect and test liquid level sensing devices and audible alarms on each storage tank to insure proper operation. 5.! Prepare spill prevention and emergency response plans for the facility and all storage/transfer operations and submit to environmental regulatory authority for approval. 6.! Locate spill clean up materials and equipment in known and convenient locations. 7.! Ensure all transfer (loading/off-loading) operations of liquid bulk are done efficiently. 8.! It is important to inspect loading/off-loading connections of pipelines to ensure that its securely capped or blank flanged when not in use.
14 TAKING RESPONSIBILITY 9.! Use physical barriers, warning signs, wheel clocks or vehicle brake interlock systems to prevent tank cars/trucks from departing before complete disconnection of transfer lines 10.! Inspect drains and outlets on tanks cars/trucks prior to filing and departure and tighten, adjust or replace as necessary 11.! Employees handling chemical products are well trained and ensure that labels, placards and other identifications affixed to containers are not removed or defected.
15 THE WAY FORWARD In summary, means of avoiding, minimizing and addressing the potential impacts of ports operations should include: Environmental policy, reviews and management systems Information and codes of conduct Ensuring safety Emergency response procedures Provision of information on SACs Zoning activities Re-routing via alternative navigation channels Protection of intertidal features using breakwaters and other structures Compliance with regulations covering carge operations and promotion of good practice by those working within the port confines. This should focus on efforts to minimize nuisance and environmental impacts caused by their operations, with particular reference to dust, pollution, soil contamination and noise.
