4 1. Teaching and Examination Regulations Teaching and Examination Regulations for the bachelor s programme European Studies of the Faculty of Arts and Social Sciences. These regulations were adopted by the Faculty Board, after a recommendation was obtained from the programme committee and after consent was obtained from or after consultation with the Faculty Council and will take effect on 1 September 2013 for the academic year Paragraph 1. General terms Article 1 Applicability of the regulations These regulations are applicable to the curricula and assessment of the bachelor s programme in European Studies, referred to as the programme in the remainder of this document. The programme is offered by the Faculty of Arts and Social Sciences, referred to as the faculty in the remainder of this document. Article 2 Definitions In these regulations the following terms and definitions are used: a. the Act: Wet op Hoger Onderwijs en Wetenschappelijk Onderzoek (the Act on Higher Education and Scientific Research); b. student: he/she who is registered in the bachelor s programme for education and/or exams or assessments, and who, in accordance with article 7.34, section 1 sub b of the Act, is entitled to participate in the exams or assessments of the programme s/he is registered for; c. course year: year 1, year 2, or year 3 of the programme; d. academic year: the period of September 1 up to and including August 31 of the following calendar year, consisting of two semesters; e. semester: part of the course year, the first one starting on September 1 and ending by the end of January / beginning of February following, the second one starting immediately after the first one and ending on August 31; f. programme: the bachelor s programme as referred to in article 1 of these regulations, consisting of course years 1, 2 and 3; g. minor: a coherent unit of courses and skills trainings, the faculty minors represent a total amount of 30 credits; h. course: a programme component within the meaning of the Act; i. skills training: training as referred to in article 7.13, section 2 of the Act, including: - making writing assignments; - attending language training; - carrying out a research assignment; - carrying out an internship - attending another educational activity aimed at developing certain (research)skills; j. module: any educational unit of the programme (e.g. course, skills training) as listed in paragraph 2, 3 and 4 of these regulations; k. paper: an individually and independently written essay by a student as part of the programme; l. tutor-student assessment: an assessment by the tutor based upon the student s attendance, participation and contribution as regards content during the tutorial group meetings; m. examination/exam: part of the exam as referred to in article 7.10 of the Act; n. credit: unit expressed in ECTS where one credits represents a study load of 28 hours; o. overall assessment: the final exam for the bachelor s programme; p. examiner: the person appointed by the Board of Examiners who is in charge of examining students and determining the results of the examination; q. Board of Examiners: the Board of Examiners as referred to in article 7.12 of the Act; r. Board of Appeal for Examinations: the Board of Appeal as referred to in article 7.60 of the Act; 4 Bachelor European Studies

5 s. Faculty Board: the Board of the faculty as referred to in article 9.12 of the Act; t. UM: Maastricht University; u. study advice: the advice as referred to in article 7.8b of the Act to which a refusal is connected, the so-called negative binding study advice; v. rules and regulations: rules established by the Board of Examiners with regard to examination procedures, and regulations with regard to the assessment of examinations and the establishment of the result of examinations and exams as referred to in article 7.12 of the Act; w. a student always has two registrations: one for his bachelor s programme and one for the programme extra-curricular courses ; x. the Faculty Board, the Board of Examiners, the examiners may use internet and for communications relating to the programme and exams; y. communication with registered students takes place via the UM account. In case of written (paper) correspondence the UM correspondence address as listed in Studielink will be used, if that is not listed the standard address will be used. Any term not defined has the meaning ascribed in the Act. Article 3 Aim of the programme The international and interdisciplinary Bachelor s programme in European Studies is concerned with the analysis of cultural, economic, legal, political and social challenges, issues and problems related to Europe in its widest sense, including the European integration process. The programme prepares students for academic and professional careers in fields in which Europe and the European integration process have become an integral part of everyday life. They are offered courses and skills trainings that aim to familiarise them with some of the main issues and themes that are indispensable to be able to understand today s Europe. Contemporary issues tend to be of an international character and are often interdisciplinary in nature. They can no longer be understood in terms of traditional political and social categories. The Bachelor in European Studies is designed to teach knowledge, skills and insight in the field of European Studies. Students are educated to become critical analysts, capable of simultaneously framing complex, multifaceted European issues from several disciplinary perspectives and integrating these different perspectives into well balanced judgements and positions. The programme is fully taught in English and is taught based on Problem-Based Learning (PBL), a student-centred approach to teaching. This allows students to get acquainted with valuable generic academic and professional skills. Graduates of the Bachelor in European Studies have acquired basic academic qualifications that allow them to qualify for a Master s programme in the field of European studies, or in related fields such as European law and international relations. Article 3a Language of instruction The language of instruction and examination in the programme is English. Article 4 Structure of the programme The programme consists of three course years. The programme starts once a year in September and is a fulltime programme. Article 5 Study load The study load of the programme amounts to 180 credits, with one credit equalling 28 hours of study. The student registered for the programme is entitled to follow education and examinations of the programme (refer to article 2b). S/he may participate in the education and examinations after (s)he has registered for it in a timely manner through SLM. 1. Participation in extra modules on top of the regular study load is not allowed (besides the selected students following the honours or Marble programme). 2. In addition to the above students without any study delay who meet the criteria are allowed to follow one extra module on top of the regular study load in either the third, fourth or sixth semester. The criteria are: all previous examinations of the programme are passed without any re-examination; 5 Bachelor European Studies

6 un unrounded GPA of at least 7.5. Article 6 Exam During the programme the bachelor s exam can be taken as referred to in article 7.10 of the Act. Paragraph 2. Course year 1 Article 7 Composition Course year 1 has a nominal length of one year and comprises 60 credits. Course year 1 consists of the following units of study and study load: A. Courses - course 1.1 (period 1): The Idea of Europe. The European experience from a historical perspective (5 credits). Perspectives: history, philosophy, literature; - research course 1.1b (period 1): Research and Writing (5 credits); - course 1.2 (period 2): Bloody Diversity. A history of European state- and nationbuilding (9 credits). Perspectives: history, political philosophy, law; - course 1.3/4 (period 3): Faultlines. Contemporary debates on diversity, identity and inequality in Europe (5.0 credits). Perspectives: cultural history, cultural philosophy, cultural studies, political philosophy; - course 1.3 (period 3): Europe and Global Politics since World War II (4.5 credits). Perspectives: International Relations, EU history, Political Science; - course 1.4 (period 4): An Economist s Point of View. Perspectives: micro/macro economics, economic history (6 credits); - course 1.4 (period 4): Micro/Macro Economics (6 credits); - course 1.5 (period 5): EU Politics: theories, institutions and challenges. Perspectives: history, international relations, political science (9 credits). B. Skills trainings - skills training 1.1 (period 1): Academic Writing Skills: English Language (1.5 credits); - skills training 1.2 (period 2): Academic Writing and Presentation Skills: English Language (2 credits); - research training 1.3 (period 3): What is Good Science (2 credits); - research training 1.5 (period 5): Back to the Sources. An introduction to researching the history of European integration (4.5 credits) - throughout year 1 the student follows the Port-folio Coaching; this is the mentor programme, during which the student has regular meetings with his mentor and works on a portfolio (0 credits). C. Diagnostic Test: English Language During the first weeks of the programme all students have to take a diagnostic English test (0.5 ECTS), that will lead to an advice. All students that take the test will get a pass for this test and are granted the 0.5 ECTS. Students with the lowest results are required to have a conversation with the English language coordinator; in preparation for this conversation they are supposed to submit an abstract. Article 8 Examinations course year 1 Course year 1 comprises 60 credits and consists of passing the following examinations: - the eight course examinations and tutor-student assessments of the (research) courses as mentioned in article 7, section A (total credit value of 49.5); - the four skills and research trainings and the Port-folio Coaching, including tutorstudent assessments, as mentioned in article 7, section B (total credit value of 10); - the diagnostic test English language, if deemed necessary to be followed up by a conversation and preparing abstract (0.5 ECTS). 6 Bachelor European Studies

7 Paragraph 3. Course year 2 Article 9 Composition Course year 2 has a nominal length of one year and comprises 60 credits. Course year 2 consists of the following units of study and study load: A. Courses - course 2.1 (period 1): EU law I. Institutional Law of the EU (9 credits). Perspectives: law, public administration; - course 2.2 (period 2): Policy Domains. Analyzing the European policy process (8.5 credits). Perspectives: policy science, political sociology; - course 2.3 (period 3): International Relations: Contemporary Issues and Actors (4.5 credits). Perspectives: International Relations; OR - course 2.3 (period 3): Placing Europe: Cities, Regions, Borders (4.5 credits). Perspectives: (social and cultural) geography, cultural philosophy/sociology; - course 2.4 (period 4) Comparative Politics and Government (4.5 credits), Perspectives: Comparative politics, political science; AND - course 2.4 (period 4): Area Studies (4.5 credits). Perspectives: history, geography, public law, political science, cultural studies; - course 2.5 (period 5): Making a European Market. Perspectives: economics (6 credits); AND - course 2.5 (period 5): International Economics (6 credits). B. Skills trainings - skills training 2.1 (period 1): Negotiation Skills (3 credits); - research training 2.2a (period 2): Qualitative Research Skills I. Research Design and Research Methodology (2 credits); - research training 2.2b/2.3 (period 2): Quantitative Data Analysis. Survey Research (3 credits); - skills training 2.4a (period 4): Qualitative Research Skills II. Case Study Research Design (2 credits); - skills training 2.4/2.5 (period 4): Second Language, year 2 (3 credits); - skills training 2.5 (period 5): Research Design: Developing Your Own Research Project (4 credits); - throughout year 2 the student follows the Port-folio Coaching; this is a continuation of the first-year mentor programme, this time based on collective sessions with the cohort (0 credits). Article 10 Examinations course year 2 Course year 2 comprises 60 credits and consists of passing the following examinations: - the six course examinations and tutor-student assessments of the courses in period 1, 2, 4 and 5, and of one of the two courses in period 3, as mentioned in article 9, section A (total credit value of 43); - the six skills and research trainings and the Port-folio Coaching, including tutorstudent assessments, as mentioned in article 9, section B (total credit value of 17); Paragraph 4. Course year 3 Article 11 Composition Course year 3 has a nominal length of 1 year and comprises 60 credits. Course year 3 consists of the following units of study and study load: A. Fifth semester: elective units of study. 7 Bachelor European Studies

8 1. In the first semester of the third course year each student compiles an individual programme (24 credits). The individual programme can consist of: a) a minor (except the ES minor) or interfaculty minor offered in the programme (refer to article 16); b) a minor of the UM that is not offered in the programme, or a minor by a faculty at another Dutch or foreign university; c) a programme to be compiled of elective units of study whether or not offered by the faculty (elective courses, tutorials, literature exams (see article 13), projects (see article 14)) and/or an internship (see article 15). 2. Elective units of study at another Dutch or foreign university as mentioned under 1b and 1c, with the exception of the study abroad via the faculty s International Relations Office, should be submitted to the Board of Examiners for prior approval. If the Board of Examiners should assess the content and/or level as insufficient or (partly) overlapping with other subjects of the programme, the Board of Examiners can decide that the credits will not (or only partly) be acknowledged within the requirements of the bachelor exam. A maximum of 3 credits for MUN conferences, Student Forums or any other simulation programme is acknowledged; any additional credits for participation in or preparation for these programmes will not be registered in SLM at all (also not as extra-curricular credits). 3. For language courses of the University Language Centre in preparation of the study abroad, or for language courses during the study abroad a maximum of 3 credits can be acknowledged in the fifth semester of the bachelor programme. In case more credits are earned for these language courses, these will be accepted as extra-curricular credits that cannot be used in the fifth semester of the programme. All other language courses are not accepted in the fifth semester of the programme. B. Courses in the second semester - course 3.4 (period 4): EU Law II. Substantive Law of the EU (9 credits); OR - course 3.4 (period 4):, Culture and Identity in a Global Europe (9 credits). Perspectives: Cultural studies; OR - course 3.4 (period 4): Lifting the Iron Curtain. Central and Eastern Europe in the New Europe (9 credits); OR - course 3.5 (period 5): External Relations of the European Union (9 credits). Perspectives: international relations, common foreign and security policy; - course 3.5 (period 5): After Babel. Language Policies in Europe (9 credits). Perspectives: linguistics, sociolinguistics, European literature, translation studies; OR - course 3.5 (period 5): A long and winding road: The process of EU enlargement (9 credits); OR - course 3.5 (period 5): Power and Democracy (9 credits). Perspectives: cultural philosophy and sociology, social theory, art and science. C. Skills trainings in the second semester - research training 3.4 (period 4): Quantitative Data Analysis II. Advanced Methods (3 credits); - skills training 3.4/3.5 (period 4): Second Language, year 3 (3 credits); - skills training 3.5 (period 5): Practicalities of Policy Making (3 credits). - throughout year 3 the student follows the Port-folio Coaching; this is a continuation of the mentor programme, this time based on collective sessions with the cohort (0 credits). C. Bachelor Paper - In the second semester of course year 3 students write their Bachelor Paper (period 3, 12 credits). Article 12 Examinations course year 3 Course year 3 comprises 60 credits and consists of passing the following examinations: - elective units of study as mentioned in article 11, section A (total credit value of at least 24); 8 Bachelor European Studies

9 - the course examination and tutor-assessment of one of the three courses in period 4 and of one of the four courses in period 5, as mentioned in article 11, section B (total credit value of 18); - two of the three skills and research trainings in period 4 and 5, including tutor-student assessments, as mentioned in article 11 section C (total credit value of 6); - the Bachelor Paper as mentioned in article 11, section D (credit value of 12). Article 13 Literature Exams Within the third course year of the Bachelor exam in European Studies the student can study a topic that is not part of the education offered in this programme. In that case the student, in consultation with the tutor, may compile a reading list consisting of books, texts and articles for the literature exam, in compliance with the relevant articles in the regulations (see Appendix V, Rules and Regulations). Article 14 Projects As an elective unit of study of the fifth semester each student can, after approval by the Board of Examiners, participate in a project (see Appendix IV Rules and Regulations). Article 15 Internship 1) An internship represents a minimum of 12 and a maximum of 24 credits. 2) The maximum number of credits to be obtained with (an) internship(s) is 24. 3) The Board of Examiners lays down the requirements for an internship in the internship regulations (see Appendix III Rules and Regulations). Article 16 Minor The minors and the joint minors of the faculty s offering that are part of the elective units of study of course year 3 (semester 5) are included in the programme catalogue of the bachelor European Studies of the UM. The rules concerning the sequence of examinations (refer to paragraph 8, article 30) are fully applicable to the examinations of the minor. Deviation from this regulation is only possible in exceptional cases and with explicit permission of the Board of Examiners. Other UM minors are not offered in this programme catalogue; students that wish to take these minors in the elective units of study semester 5 have to submit a request. Article 17 Bachelor Paper The Board of Examiners establishes the requirements for the length of the Bachelor Paper as well as for the period within which, and the way in which the paper has to be handed in, and the allocation of the examiners. The Regulations on the Bachelor Paper are contained in the Rules and Regulations (article 6 and appendix II, Rules and Regulations). Article 19 Free bachelor exam 1) A student who is registered in the programme, who on a written request is granted permission by the Board of Examiners, may take a free bachelor exam. 2) Passing the following examinations (total credit value of 121.5) from the European Studies programme is compulsory: - all examinations of course year 1 (60 credits); - the following 4 courses of year 2: "EU Law I", "International Relations" or "Placing Europe", "Making a European Market" and International Economics (25.5 credits); - the following research training resp. skills trainings of year 2: Quantitative Data Analysis. Survey Research and Research Design: Developing Your Own Research Project (7 credits); - Bachelor paper (12 credits); - other examinations of course year 2 and 3 (as mentioned in article 9 and 11, section A, B and C) with a minimum credit value of 18; 3) The study load of the free bachelor exam amounts to 180 credits. The remaining 57.5 credits may composed of free electives of an academic bachelor (or at least equivalent) programme of the UM or another university. 9 Bachelor European Studies

10 4) A request for permission has to be submitted before the student starts the free fifth semester. A request has to consist of a letter of motivation as well as a detailed description of the content of the free electives (course descriptions, content of the internship). Paragraph 5. Examinations Article 20 Examiner and (re)examination 1) The Board of Examiners assigns the examiner of an examination of the modules. In general this will be the co-ordinator of the module in question. 2) A module examination applies to the themes that are dealt with during the module in question. 3) Examination and re-examination dates will be announced in the Calendar. The Calendar and further details on the examination (registration, location and time) are listed on FASoS Intranet. 4) Modification of (re-)examination dates does not take place shorter than eight weeks prior to the initial date. 5) If a student registers for a module (s)he is automatically registered for the first exam opportunity at the end of that module. In case (s)he doesn t want to take the exam, (s)he has to explicitly deregister for the exam in SLM. Registration for a module and/or examination leads to the registration of a result, even in case of nonparticipation. 6) If a student wants to take the re-examination or only take the exam without again registering for the education, (s)he has to register for this (re)examination before expiration of the deadlines as indicated in the Calendar (refer to FASoS Intranet). 7) Participation in an examination or re-examination is only allowed after the student passed the attendance criterion of the module (refer to article 24 and to article 4a of the Rules and Regulations) and is registered for the examination or re-examination of that module in SLM. Article 21 Form 1) Examinations are held in a way as referred to in article 20, 22, 23 and 24. At the request of a student the Board of Examiners may decide that an examination is held in a different way. 2) Students with disabilities are offered the opportunity to take examinations in a form as much as possible adapted to their particular needs. If necessary the Board of Examiners will obtain expert advice before deciding on a specific request. Article 22 Module examination 1) The student who passed the attendance criterion of a module can sit the module examinations twice a year at the date and time determined by the Board of Examiners: the first opportunity is during or immediately after the course period (the examination); the second is later in the academic year (the re-examination). 2) In special cases the Board of Examiners may decide that an examination is sat on a different date or time than that determined according to section 1. 3) In principle, the examinations are written. These also include computerised exams. If there are few candidates or depending on the course nature or content, the examiner may decide that an exam will be oral or will include one or more written essays, which may or may not have to be clarified orally. The examiner will announce any such decision no later than two weeks before the scheduled exam date. 4) All courses are evaluated by means of a grade (from 1 to 10 in the Dutch 10 point scale). All skills training courses are evaluated by means of an excellent/pass/fail score. Exceptions: the Diagnostic Test: English language (pass-fail); Portfolio- Coaching (pass-fail); the second- and third-year language training courses (grades). 11 Article 23 Oral examination 1) During an oral examination not more than one person at a time will be tested; 2) At the well-reasoned request of the examiner of the examination in question and/or the student to be tested the Board of Examiners can decide to deviate from what is determined in section 1). Article 24 Paper In separate regulations the Board of Examiners lays down the requirements for the length of a paper, as well as the date on and the way in which the paper has to be submitted, and the allocation of an examiner. Article 25 Attendance and participation in tutorial-group meetings A sufficient attendance in the educational activities preparing for the examinations of the programme is required in order to be allowed to participate in the module examination; based on article 7.13 sub b of the Act students not meeting the attendance criteria of a module are not entitled to participate in the examination of that module (see art. 4a Rules and Regulations ). Students who passed the attendance criteria will be assessed on their participation in the educational activities preparing for the examinations of the programme, according to the assessment criteria to be established by the Board of Examiners (see art. 4b Rules and Regulations ); that assessment is part of the assessment of the final grade of the module. Article 26 Fraud 1) Fraud, including plagiarism, is understood as a student s act or failure to act that makes it partially or fully impossible to correctly assess hi(s)her knowledge, insight and skills. 2) Plagiarism is understood as the presentation of one s own or other people s ideas or words without adequate reference to the source. 3) If the Board of Examiners establishes that a student has committed fraud in an examination it may impose suitable measures. 4) In serious cases of fraud, the Board of Examiners can propose to UM s Executive Board that the student(s) concerned be permanently deregistered from the programme. 5) The Rules and Regulations (RR) further detail what is understood as fraud and what measures can be imposed by the Board of Examiners. Paragraph 6. Examination results Article 27 Period of validity 1) The passing examination results of modules remain valid for a period of six years. 2) At the request of a student the Board of Examiners can extend the period of validity with a term to be established by the Board. In derogation of this, the Board of Examiners may require an additional or replacement exam or exam component for an exam which was taken more than six years ago. 3) Partial results of a module remain valid during the academic year in which they are obtained (t) and the year after (t+1). If a student after two years has not succeeded in passing the module examination these partial results will no longer be valid. Article 28 Assessment and publication 1) Within fifteen workdays after the examination date the result will be established by the examiner and published by the Office of Student Affairs, and the student will be informed of the right of inspection as referred to in article 28a and the right of appeal as referred to in article 42. 2) In case of an oral examination the examiners will decide on the result on the very same day and notify the student in writing. 11 Bachelor European Studies

12 Article 28a Right of inspection 1) Within 10 weekdays (weekdays being Mo-Fr) (at most) of the announcement of the results of a written (including computer-based) exam, the student will have the right to request inspection of the assessed work. 2) Within the period mentioned in section 1, any interested party will have the right to request inspection of the exam questions and assignments, and the standards used to assess them. 3) When the result of a written exam is announced, the manner in which the exam result may be inspected is indicated as well. Paragraph 7. Exemption Article 29 Exemption from examinations The Board of Examiners may, at a student s request, grant the student an exemption from sitting an exam if (s)he demonstrates in writing to the Board of Examiners satisfaction that (s)he: 1) either has passed a similar examination with regard to content, level and credits at a university or higher vocational training; 2) or proves to have sufficient knowledge and skills with regard to the examination in question on the basis of professional experience. 3) The Board of Examiners will not grant any exemption based on examinations passed by a student outside the programme during the period in which the student was barred from taking examinations for the programme by the Board of Examiners because of fraud. Paragraph 8. Sequence Article 30 Sequence 1) If the student has received a Positive Binding Study Advice i.e. after having obtained at least 42 credits of course year 1 at the end of course year 1 - (s)he is allowed to take the examinations of course year 2 and 3. 2) Contrary to what is mentioned in section 1) students who wish to study abroad during their fifth semester are only allowed to start the exchange programme if they have completed course year 1 (60 credits). Paragraph 9. Exam Article 31 Results 1) The Board of Examiners establishes the result of the exam as soon as the student passed the examinations of the programme. 2) Contrary to what is mentioned in section 1) the Board of Examiners can, before establishing the result of the exam, make an inquiry into the knowledge and/or skills of the student with regard to one or more parts of the programme, if and insofar as the results of the examinations in question give cause to do so (as referred to in article 7.10 sub 1 of the Act). 3) The student who wants to postpone his graduation has to submit this request to the Board of Examiners before taking the last examinations (refer to article 32, sub 4). Article 32 Degree; certificate 1) The student who has successfully completed the overall assessment is awarded the degree Bachelor of Arts. 12 Bachelor European Studies

13 2) As proof that the assessment was successfully completed, the Board of Examiners issues a certificate, after it has been stated by or on behalf of UM s Executive Board that the procedural requirements for receiving the certificate have been met. The certificate is based on the model that UM s Executive Board has adopted. One certificate will be issued for each programme. 3) The certificate that the assessment has been successfully completed also indicates: - the name of the institution; - the name of the programme; - the list of exam subjects (examinations of the exam); - the degree awarded; - the date on which the programme was most recently accredited or was subjected to the new programme test. 4) Students who are entitled to a certificate may, stating reasons, ask the Board of Examiners not to issue this yet. 5) The certificate is signed by the Chair of the Board of Examiners and the Dean of the faculty. 6) The certificate is awarded in public unless the Board of Examiners decides otherwise in special cases. 7) The certificate includes a list of exam components. 8) The Board of Examiners includes a diploma supplement as referred to in Article 7.11 paragraph 4 of the Act with the certificate. This diploma supplement is based on the model adopted by UM s Executive Board, which is in compliance with the agreed European standard format. 9) The Board of Examiners may award the cum laude designation in accordance with the provisions in the Rules and Regulations. Article 32a Admission to continuing master s programme The holder of the certificate for UM s European Studies bachelor s programme is deemed to possess the knowledge, understanding and skills necessary for admission to the European Studies master s programme, and will accordingly be admitted to this master s programme. With respect to admission to other master s programmes, see the Education and Examination Regulations for the specific master s programme. Paragraph 10. Honours programme and Based Bachelor Learning Project Article 33 Honours programme The faculty will offer a honours programme for a select group of students who will be selected on the basis of their study performance and their motivation. This programme will be offered in the fourth and sixth semester and offers students the possibility to study some of the central themes of the faculty more into depth. This honours programme is followed in addition to the normal study load as referred to in article 5. Article 33a Certificate honours programme If the honours programme as referred to in article 33 is completed successfully, the student will be presented a separate certificate of the honours programme. This certificate is based on the model the Executive Board of the UM has established. Article 34 Research Based Learning Project (Marble) 1. At the end of course year 2 a select group of second-year students are offered to participate in the project Borders and Memories of the Second World War. This programme focuses on the application of several research techniques. This project comprises 6 credits and will run after the end of period 5, so after conclusion of the education of the second-year programme. It is meant to prepare students for the undergraduate research in the third-year programme. Successful completion of this module allows automatic entrance to the selective part of the third-year Research Based Learning Project, as described in section 2. Admission to this second-year module is 13 Bachelor European Studies

14 granted based on an application, where motivation and study progress are major criteria. Credits for this second-year Marble project can be acknowledged in the elective units of study of semester In year 3 a select group of students will have the opportunity to participate in a Research Based Learning Project. This project comprises 15 credits and can be selected instead of the elective courses in period 5 of the 6 th semester (9 credits) and the two skills trainings of the 6 th semester (6 credits). Credits for the project are part of the study load of 180 credits of the bachelor programme as indicated in article 5 of these regulations. Eligible for admission for the project are students belonging to the best 25% of their cohort, based on the GPA of year 1 and 2, who are, in the opinion of the faculty based on their letter and the admission interview, sufficiently motivated. Places will depend on the availability of projects. Content and deliverables will depend on the offered projects, information on which will be provided in due time. In case Bachelor students are granted more ECTS for the third-year Marble project (B-ES student can only use 15 ECTS where the Marble projects represent 18 ECTS), or if Bachelor students are granted credits for the second-year Marble project, these additional credits can be acknowledged in the elective units of study of semester 5. Paragraph 11. Application deadlines and Admission requirements with respect to language Article 35a Application deadlines 1 April Non-EU applicants who need to apply for a visa or those whose diploma is not on the list of diploma s equal to a Dutch VWO diploma should start their application process no later than 1 April in order to meet the deadline. Applying for a visa and the diploma evaluation may take several months. EU as well as Non-EU applicants also need to complete the Matching trajectory (i.e. Matching questionnaire and, if applicable, a study choice consultation meeting) before 1 August. 1 May Applicants (EU as well as non-eu) who apply before 1 May and who meet the admission requirements and complete the Matching trajectory (i.e. Matching questionnaire and, if applicable, a study choice consultation meeting) before 1 August, will be admitted to the programme. The outcome of the Matching trajectory does not bear any influence on the admittance. Even if an applicant receives a negative advice, he/she is free to enrol in the bachelor programme. 1 May-1 July Applicants (EU as well as non-eu) who apply between 1 May and 1 July may still submit their application to the programme. However, for applicants who register from 1 May 2014 onwards the outcome of the Matching procedure will be binding. This means that, should the Programme Director and/or the Student Advisor after the intake interview judge that the applicant s expectations and skills do not match with the programme s content, its teaching philosophy and the required skills, the applicant will not be admitted to the Bachelor in European Studies. Article 35b Requirements English language test for holders of foreign diplomas Students who finished their secondary education in a non EU/EEA country and are not a native English speaker, must present sufficient proof of proficiency in the English language: the official results of an IELTS score of at least 6.0, a TOEFL score of at least 550 (paperbased), 213 (computer-based) and 80 (internet-based). The test must be passed before the student is enrolled. Native English speakers from non-eu/eea countries (e.g. USA, Australia) are exempted from this English proficiency proof. If you finished your secondary education in an EU/EEA country you will not have to do an English language test. 14 Bachelor European Studies

15 Paragraph 12. Colloquium Doctum Article 36 Colloquium Doctum 1) The requirements for the entrance examination as referred to in article 7.29 of the Act, are laid down in the Colloquium Doctum regulations. 2) The entrance examination is held by a Colloquium Doctum Committee to be appointed by the Faculty Board. Paragraph 13. Academic advising/bsa Article 37 Student s progress records 1) The Faculty Board is responsible for the registration of examination results in such a way that students can be provided with a notification of their results. Students have access to their progress records via SLM. 2) Each final assessment is listed in the student s progress records, together with the date of the final assessment, the credits obtained and the name and credit value of the relevant module. Article 38 Academic Advising The Faculty Board undertakes the introduction and is responsible for academic advising to students enrolled in the programme, also with regard to their orientation on possible study paths within and outside the programme. Article 39 Binding study advice 1) At the end of the first year of registration for the bachelor s programme, study advice is issued by or on behalf of the Faculty Board to each student regarding continuation or not of the programme. 2) At the end of the first year of registration for the bachelor s programme, the student must have earned at least 42 credits of course year 1 of the programme; that student will receive a positive binding study advice. 3) Subject to the provisions in section 1, the Faculty Board may issue the advice to the student as long as the student has not passed the examinations related to the moduels of course year 1. Article 39a Negative Binding Study Advice 1) If the advice referred to in article 39 is negative, the advice also entails a rejection for the bachelor s programme 2) This rejection is binding and means that the student cannot register for the bachelor s programme for the next 6 academic years. 3) A negative binding study advice is issued to a student who registered for the programme was at any moment during the first academic year and has earned less than 42 credits of course year 1 at the end of the academic year concerned. 4) Before the negative study advice is issued, the student will be given the opportunity to be heard by the Board of Examiners, on behalf of the Dean of the FASoS. A Student Advisor can be present as observer during the hearing. Article 40 Procedure 1) Every student in his first year of enrolment in the programme will receive several warnings on the binding study advice. 2) During the faculty introduction and in November the Board of Examiners informs its firstyear students of the existence of the binding study advice and the related procedures. 3) In March the Board of Examiners will give a status report of the student s study results and a written letter that may include a warning. 15 Bachelor European Studies

16 4) At the latest in August the Faculty Board will give a binding study advice to the student as referred to in section a of this article. If at the end of May or beginning of June it may already be clear that a student meets the norms of the Binding Study Advice, the Dean will give a written positive binding study advice which means the student can continue his programme. If at the end of May or beginning of June it may already be clear that a student can no longer meet the criterion of 42 credits in course year 1 before the end of that academic year, the Board of Examiners will inform the student that (s)he is meriting a negative binding study advice. All other students will receive their written positive binding study advice, or the letter concerning meriting a negative binding study advice at the end of course year 1 (in August). 5) Before a negative binding study advice is issued, the student will be given the opportunity to be heard. The student will be informed of this in the letter as referred to in section 6 and 7 of this article. 6) The student advisor is informed which students merit negative binding study advice. The student advisor, on request or otherwise, make a recommendation to the Faculty Board. 7) After the student has been heard the Faculty Board will determine whether to issue the student the negative binding study advice. 8) The student receives written notice of the decision concerning the negative binding study advice by 31 August of the first year of enrolment. 9) An appeal against a negative binding study advice may be filed with the Examinations Appeal Board within six weeks of the date on which the decision is announced. Article 41 Personal circumstances 1) In issuing the study advice, the Faculty Board takes into account the personal circumstances referred to in paragraph 2 of this article. 2) Personal circumstances which may be recognized include: - illness on the part of the student concerned; - physical, sensory or other impairments which the student concerned has; - pregnancy on the part of the student concerned; - special family circumstances; - administrative activities as referred to in Article 2.1 paragraph 1 under (e), (f) and (g) of the Implementation Decree for the Act Paragraph 14. Appeal Article 42 Right of appeal 1) Within two weeks after the inspection term has expired students can lodge objections against the result with the Board of Examiners. 2) When a decision by the examiner and the Board of Examiners is announced to a student (this also includes the publication of the examination result), the student will also be notified of the right to file an appeal with the Office for Student Legal Protection within six weeks after the decision is announced. Paragraph 15. Transition and final rules Article 43 Transition rules for students who started the programme in or before the academic year The transition rules for students who started the Bachelor programme European Studies in or before the academic year are contained in appendix VI of the Rules and Regulations. 16 Bachelor European Studies

17 Article 44 Amendment 1) Changes to these regulations can be made by a decision of the Faculty Board, after a recommendation from the programme committee and after permission is obtained from or after consultation with the Faculty Council. 2) No changes in these regulations will be implemented for the academic year in progress unless the interests of the students will not reasonably be harmed as a result. 3) In addition, changes may not affect, to a student s detriment, a decision regarding the student which has been taken by the Board of Examiners pursuant to these regulations. Article 45 Announcement 1. The Faculty Board ensures that proper notice is given of these regulations, the rules and regulations adopted by the Board of Examiners, and any changes to these documents, by, for example, placing such notice on FASoS Intranet. 2. Any interested party may obtain a copy of the documents referred to in the first section from the Faculty Office. Article 46 Unforeseen cases 1) In cases not covered or not clearly covered by these regulations, decisions are taken by or on behalf of the Faculty Board, after it has consulted with the Board of Examiners. 2) In individual cases in which application of the Education and Examination Regulations, with the exception of the study advice rules, would lead to manifestly unreasonable results, the Board of Examiners can deviate in the student s favour from the stated regulations. Article 47 Commencement These regulations will come into force on 1 September 2013 and will apply to the 2013/14 academic year. 17 Bachelor European Studies

18 2. Rules and Regulations Rules and regulations as referred to in article of the Act, and established by the Board of Examiners of the bachelor programme European Studies for the academic year 2013/14. Article 1 Exam The Board of Examiners is the board responsible for holding the bachelor exam. Article 2 Bachelor exam The study load of the bachelor exam amounts to 180 credits. For passing the bachelor exam the student needs to meet the following requirements: the requirements of course year 1 with a study load of 60 credits: - passing the eight course examinations, including tutor-student assessments (49.5 credits) and - passing the four skills and research trainings and the Port-folio Coaching, including tutor-student assessment (10 credits); - passing the diagnostic test English language (0.5 ECTS) and the requirements of course year 2 with a study load of 60 credits: - passing the six course examinations, including tutor-student assessments (43 credits) and - passing the six skills and research trainings and the Port-folio Coaching, including tutor-student assessment (17 credits); and the requirements of course year 3 with a study load of 60 credits: - passing the two course examinations of period 4 and 5 including tutor-student assessments (18 credits) and - passing two of the skills and research trainings of period 4 and 5 including tutorstudent assessment (6 credits) and - completing the Bachelor Paper with a sufficient result (12 credits) and - passing all elective units of study (a minimum of 24 credits); or, in case of the free bachelor exam, the requirements of the approved free bachelor exam with a study load of 180 credits. Article 3 Form and assessment 1. An exam reflects the teaching goals with respect to content and form. 2. The questions and assignments are spread over the subject matter as evenly as possible. 3. The duration of written examinations is such that, according to reasonable standards, the student has sufficient time to complete the examination. 4. Written examinations that are handed in to the Board of Examiners should state the student s ID number. 5. In case of a numerical assessment the examinations are graded with full and half marks; the mark six or higher is a pass. 6. Credits will be awarded if all requirements for passing the examination have been met. Article 4a Attendance 1. The attendance rules in the following sections of this article apply to all meetings in a course, unless stated otherwise in the course manuals. Lectures are in most courses excluded from the attendance rules; some meetings (e.g. presentation) may be marked as compulsory and for skills courses other attendance criteria may apply. This will all be indicated in the course information on EleUM. 2. Students are expected to attend 100% in the tutorial-group meetings. In case certain (personal) circumstances should prevent students from complying with this rule they are not allowed to miss more than 2 meetings in an 8 weeks course, or 1 meeting in a 4 weeks course. 3. A module coordinator can with approval of the Board of Examiners, deviate from the above and require a higher attendance. In such case the attendance criteria have to be 18 Bachelor European Studies
