1 ERASMUS + The new Erasmus + funding programme is now published and can be accessed here: We prepared a short summary for you, only mentioning the points important for youth organisations: Erasmus + consists of three different key actions : 1) Learning Mobility of Individuals, including: - Youth exchanges - European Voluntary Service - Training and Networking of youth workers 2) Cooperation for Innovation and the Exchange of good practices, including: - Strategic partnerships in the field of education, training and youth - Capacity-building in the field of youth (cooperation with partner countries from outside Europe) 3) Support for policy reform, meaning: - Structured Dialogue General Key features of the new programme: - Recognition (they talk a lot more about recognition and validation of learning in the new programme) - Dissemination - Internationalism - Multilingualism (new online linguistic support tool available for EVS volunteers) - Equality and Inclusion - Protection and safety General objectives: - Improving key competencies and skills and promoting participation, active citizenship, intercultural dialogue, social inclusion and solidarity - Fostering quality improvements in youth work - Complementing policy reforms, developing youth policy and recognition of nonformal learning - Enhancing the international dimension of youth activities and the role of youth workers and organisations as support structures for young people in complementarity with the EU s external action

2 General priorities: - Promoting young people s social inclusion and well-being, notably through projects tackling the issue of youth unemployment (as well as projects aimed at stimulating unemployed young people s participation in the programme) - Promoting healthy behaviours, in particular through the promotion of the practice of outdoor activities and grassroots sports - Raising awareness about EU citizenship or stimulating the active participation of young people in EU policy-making - Developing basic and transversal skills - Enhancing ICT uptake in youth work and nonformal learning - Transparency and recognition tools Learning Mobility of Individuals (programme guide p.67) Youth Exchanges - Mostly remains the same as in Youth in Action. - Age: Travel costs are now funded based on the travel distance per participant European Voluntary Service - Mostly remains the same as in Youth in Action - Only for organisations from programme countries and neighbouring countries - Minimum age: lowered to 17 - Travel costs are now funded based on the travel distance of the volunteers - Accreditation of EVS organisations: through new online forms, available end of January (current accreditations remain valid) - Volunteers can get online linguistic support (assessment and learning) from a European Commission online platform Training and Networking of youth workers - Mostly remains the same as in Youth in Action - Travel costs are now funded based on the travel distance of participants Applications - Before first application, organisations need to register in EC s Participant Portal - Online application to National Agencies - Deadlines: o 17 March for projects starting between 17 June and 31 December o 30 April for projects starting between 1 August and 28 February o 1 October for projects starting between 1 January and 30 September

3 Strategic partnerships in the field of education, training and youth (programme guide, page 95) This action is something new and seems to be very open and flexible in terms of project design. The projects can be very big, but apparently it can also be used for smaller initiatives. - Activities that strengthen the cooperation between organisations with a view to establishing exchanges of good practices - Activities that promote the development, testing and implementation of innovative practices - Transnational initiatives fostering entrepreneurial mindsets and skills to encourage active citizenship and entrepreneurship Expected results: Innovative approaches to addressing target groups More attractive programmes Use of participatory approaches and ICT Better recognition and validation of learning Greater effectiveness for local activities Practices to cater needs of disadvantaged target groups More modern, dynamic, committed and professional environment inside the organisations Integration of good practices in daily activities Partnerships with other sectors Strategic planning of professional development for staff Increased capacity and professionalism to work at EU/ international level Management competences Cooperation with partners from other countries and other sectors Increased allocation of Non-EU funds for international projects Increased quality in preparation, implementation and monitoring of international projects Possible activities: - Blended mobility combined with short-term physical mobility - Long-term mobility of youth workers (2-12 months) - Short-term joint staff training events - Production of resources They need to: - Address policy objectives, challenges and needs of a specific field - Foster the assessment of transversal skills and promote entrepreneurship - Promote the professional development of staff and youth workers in ICT methodologies and support the production and adaption of open-access educational resources - Facilitate the validation of non-formal and informal learning Partners: Minimum 2 partners from 2 different countries; Partner countries outside Europe can only be included if they have a significant added value

4 Duration: 6 months 2 years Funding - Up to 150,000 - For both large-scale and smaller projects: o Costs for project management and implementation: 500 / month for coordinating organisation; 250 /month for other partners o Costs for transnational meetings: 575 or 760 per meeting per participant (depending on travel distance) - For large-scale projects only also funding for these categories: o Intellectual outputs o Multiplier events o Exceptional costs for subcontracting o Subsistence costs for participants o Linguistic support Application - Online to National Agency - Deadlines: o 30 April for projects starting between 1 September and 28 February o 1 February for projects starting between 1 February and 30 September Capacity-Building in the youth field (programme guide, p.129) This action is for global cooperation projects. It can also include global youth exchanges, training and European Voluntary Service if they bring added value to the project. Aims: - Foster cooperation and exchanges in the field of youth between programme and partner countries - Improve the quality and recognition of youth work, non-formal education and volunteering in partner countries and enhance their synergies with other educational systems, the labour market and society - Foster the development, testing and launching of schemes and programmes of nonformal learning mobility at regional level - Promote transnational nonformal learning mobility between programme and partner countries, notably targeting young people with fewer opportunities, with a view to improving participants levels of competencies and fostering their active participation in society - Pursuing specific priorities in the youth field Activities: - Promoting strategic cooperation between youth organisations and public authorities in partner countries - Promoting the cooperation between youth organisations and organisations in education, training, business and labour market - Raising the capacities of youth councils and youth platforms and authorities dealing with youth - Enhancing the management, governance, innovation capacity and internationalization of youth organisations in partner countries

5 - Launching, testing and implementing youth work practices such as tools and methods for the socio-professional development of youth workers and trainers and nonformal learning methods, especially those promoting the acquisition and improvement of competencies, including media literacy skills - New forms of practical training schemes and simulation of real life cases in society, new forms of youth work such as open and flexible learning, virtual mobility etc. - Cooperation, networking and peer learning activities fostering efficient management, internationalization and leadership of youth organisations Policy dialogue, cooperation, networking and exchange of practices through seminars, conferences, workshops and meetings Large-scale youth events Information and awareness campaigns Development of information, communication and media tools Development of youth work methods, tools and materials Creation of new forms of delivering youth work and providing training and support (open and flexible learning material) If bringing added value to the realizing of project objectives, then also: Youth exchanges European Voluntary Service Mobility of youth workers (seminars, training courses...) Partners: Minimum 3 organisations from 3 different countries (at least one programme and at least one partner country) Duration: 9 months 2 years Funding: - Max 150,000 - The grant covers maximum 80% of total project costs - Eligible costs: o ICT o Transnational project meetings o Intellectual outputs and dissemination of project results o Linguistic, intercultural task-related preparation of participants o Permanent staff costs: can t be funded by EU grant and can only make up 30% of total external co-financing o Indirect costs: 7% flatrate for organisations not receiving operational grants of the EC o For EVS, youth exchanges and training the funding rules stay the same. Application Online to Executive Agency (EACEA) Deadlines: o 3 April for projects starting between 1 October and 28 February o 2 September for projects starting between 1 March and 31 July

6 Structured Dialogue: Meetings between young people and decisionmakers in the field of youth (programme guide p.143) Aim: - Promotes active participation of young people in democratic life and fosters debate around topics centered on the themes and priorities set by the Structured Dialogue and the renewed political framework in the youth field. Name for discussions between young people and youth policy-makers in order to obtain results which are useful for policy-making. Results: - Formulation of positions, proposals and recommendations on how youth policies should be shaped and implemented in Europe Activities: - National meetings and transnational seminars that offer space for information, debate and active participation of young people in dialogue with decisionmakers on issues which are relevant to Structured Dialogue or to the EU Youth Strategies - National meetings and transnational seminars that prepare the ground for the official Youth Conferences organised during each semester by the Member State holding the turn of Presidency of the EU - Events that promote debates and information on youth policy themes linked to the activities organised during the European Youth Week - Consultations of young people, with a view to find out their needs on matters relating to participation in democratic life - Meetings and seminars, information events or debates between young people and decision-makers/ youth experts around the theme of participation in democratic life - Events simulating the functioning of the democratic institutions and the roles of decision-makers within these institutions Age: Minimum 30 participants Funding - Travel costs (based on distance) - Organisational support (unit per day per participant) - Special needs support Exceptional costs (visa and costs connected to online consultations and opinion polls) Application To the National Agency Deadlines: o 30 April for projects starting between 1 August and 28 February o 1 October for projects starting between 1 January and 30 September
