4 Section B: Information to Bidders 1. Sealed tenders will be received at 636 St Lawrence St, Winchester Ont until 12:00:00 p.m., local time, on Wednesday, April 20, Tenders shall be enclosed in an envelope clearly marked Two Four wheel drive trucks and shall have company name noted on outside as well. 2. All addenda issued by the Township should be acknowledged on the Form of Tender above. 3. Tenders will be opened in public immediately following the 12:00:00 p.m. deadline. 4. The total tendered price shall be for the supply of two (2) four (4) wheel drive trucks with crew cab & chassis, as specified, delivered to County Road 43 Winchester Ont and shall include any and all associated costs (freight, service and preparatory charges) except H.S.T. which shall be paid as a separate item. 5. The unit shall be complete and operational at the time of delivery. The successful Bidder shall supply any equipment not specifically mentioned herein necessary for the successful operation of the equipment. 6. Tenders must be submitted on the forms provided. Bidders must complete all items as indicated. The Township may reject any tender as unacceptable if the submission is incomplete or altered in any manner or if any specification is less than that stipulated under SPECIFICATIONS. 7. The successful Bidder shall supply fully executed manufacturer s warranty and a copy of the operator s manual. 8. The trucks shall be new 2016 or 2017 models. 9. Payment in full will be made within 30 days of receipt and acceptance of the cab chassis. 11. 5 Section C: Crew Cab and Chassis Four (4) Wheel Drive Specifications Please provide pertinent specifics where requested. It is fully understood that all items listed are to be provided as stipulated. 1. General: When bidders are considering pricing of this unit, please be advised that the Township of North Dundas is part of the Provincial Broader Public Sector (BPS) and is therefore eligible to receive the competitive dollar discounts that have been contracted by the Ministry of Government Services with the vehicle manufacturers for the BPS. The vehicles must be supplied with suitable components to comply with the following specifications in all aspects. Please provide pertinent specifics where requested. It is fully understood that all items listed are to be provided as stipulated. Contact the Township PRIOR to tender close if you require clarification on any of the options / items listed below. If the vehicle supplier is unable to provide all the options / items listed below, the bid will be deemed to be invalid. 2. 6 Minimum GVWR shall be 19,500 lb, Specify: lbs. 5. Exterior: The exterior shall be an all steel body with a four door crew cab. Splash guards shall be supplied and mounted on the front fenders. Front bumper shall be standard painted black. Glass - all windows shall be solar-ray tinted. Standard grill shall be supplied. Mirrors shall be black extendable folding type with power remote and heat. Two (2) front tow hooks shall be supplied. Five (5) roof marker lamps shall be installed. 6. Interior: The sound insulation package shall be of high quality and installed throughout the cab interior. The upholstery shall be vinyl. The floor covering shall be black vinyl. Rubber floor mats shall be supplied. There shall be seating capacity for six people. The front seat shall be a split bench type suitable for three (3) passengers. The rear seat shall be manufacturer s standard for crew cabs. 7. Interior Accessories: The cab shall be supplied with an AM/FM stereo with seek/scan, digital clock, four speakers and hands free telephone Bluetooth connectivity. Dome light to be included. Standard high output or bi-level fresh air heater and defroster to be supplied. The cab shall include standard air conditioning. 7 Illuminated warnings shall be included for oil pressure, brake fluid, engine temperature and battery. Integrated electric trailer brake controller with trailer wiring harness to rear of truck shall be provided. There shall be a minimum of two (2) power points. Intermittent windshield wiper system w/demand- type washer to be supplied. 8. Transmission and Drive Train: Automatic with overdrive. Specify: Drive train shall be part time selectable four wheel drive with dual rear wheels. Transfer case shall be manual shift. Front axle shall be mono beam type. Rear axle shall be Dana 130 or approved equivalent. Transmission shall have provision for PTO. 9. Steering: Adjustable tilt steering wheel shall be provided. Steering shall be re-circulating ball type with hydraulic power assist. 10. Brakes: Chassis shall come with power brakes, heavy duty front and rear disc with 4-wheel anti-lock braking system (ABS). 8 11. Engine Equipment: Manual high engine idle selection capability and/or voltage monitoring auto idle up system shall be provided. The alternator output is to be a minimum of 175 amps. Dual maintenance free batteries with minimum 700 CCA shall be provided. The exhaust system tail pipe shall exit so as not to interfere with the installation of a fire/rescue type body. 12. Suspension: C.A. shall be 60 inches. Heavy duty shocks in the front and the rear and front and rear anti-roll bars shall be provided. Weight rating of front suspension: Specify Max. Jack and wheel wrench shall be provided. 14. Tires: Michelin XDS2 Front and rear. Tires shall be 225/70R19.5 (black side wall). 9 15. Fuel Tank: Fuel tank shall have a minimum capacity of 140 litre and shall be supplied with a filler neck extension to facilitate service body installation. The tank shall be located behind the rear axle and shall fill from the left hand side. Specify: L 16. Paint: Cab exterior shall be painted with Fire Truck Red or manufacturer s closest equivalent. Frame shall be painted gloss black. 17. Safety Features: The vehicle supplied shall meet the provisions of the Canada Motor Vehicle Act and the Regulations made there under, which are in effect on the manufacturer of the vehicle. 18. Warranty, Manuals, etc: Signed manufacturer s factory warranty on truck and engine shall be supplied. Where minimums are called for the vehicle they must meet or exceed the capacity, size or performance specified. This specification lists only the major details of a unit; therefore, it is the supplier s responsibility to deliver a fully equipped vehicle with compatible components to provide dependable, efficient service. Vehicles shall meet or surpass the mandatory requirements of the Canadian Motor Vehicle Safety Regulations (SOR ) amended and must bear the national safety mark, outlined in those regulations. The successful bidder shall supply a copy of the operator s manual. Dealer markings or transfers are not to be applied to these vehicles. 10 SAMPLE - TENDER ENVELOPE All TENDER envelopes must be clearly identified as such so that they are not inadvertently opened by staff. Further, it is also essential that all bidders clearly identify the tender as Two (2) Four Wheel Drive Trucks cab & chassis as well as the company submitting the bid.
