TXU Communications Teleconi Services Company and Fort Bend Long Distance Company (collectively, TXU Communications ) are not directly affiliated with any CCN holder. TXU Communications is wholly owned by TXU Communications Ventures Company ( TXU Ventures ). TXU Ventures owns two additional companies that are CCN holders, Given this, it appears that the CCN holder companies and TXU Communications are therefore affiliated pursuant to Section (2)(D)(i) of PURA. In addition, it should be noted that Section of PURA pertains to holders of a certificate of operating authority ( COA ), not holders of a service provider certificate of operating authority ( SPCOA ). TXU Communications holds only a SPCOA. As such, it appears that Section does not apply to TXU Communications. However, TXU Communications provides the following information relating to the standards set forth in Section TXU Communications maintains a separate legal and structural existence from the affiliates holding a CCN. TXU Communications complies with the FCC rules and all federal laws governing affiliates and structural separation that pertains to TXU Communications and its affiliates that hold a CCN. Careful efforts are made by TXU Communications financial and accounting personnel to ensure that all cost allocation manual provisions promulgated by the FCC are followed. The company employs personnel to ensure that new developments relating to cost allocation among affiliates and structural separation requirements are followed. Section Four:, Optional Responses 14.
