The Sustainable Landscapes Partnership Conservation International (CI), in its role as Facility Administrator for The Sustainable Landscapes Partnership (SLP) in Indonesia is now inviting grant applications from civil society and private sector organizations. The SLP is working to identify, develop, and test new solutions aimed at avoiding deforestation and degradation and other associated GHG emissions. It will do so through the development of publicprivate partnerships, with the aim of a substantial reduction in potential emissions due to specific landuse change investments over the next five years. Emissions from land use change are usually the result of a complex series of location-specific drivers and actors. A diversity of investments and innovative approaches are required to effectively reduce pressure on remaining forests while providing for economic opportunities, livelihoods and income generation for local people in a sustainable manner. The SLP s vision of a Sustainable Landscape is one which includes the following attributes: Emissions from deforestation, degradation, peat and agricultural systems reduced; Natural capital, including biodiversity, maintained. Local livelihoods and income enhanced; Benefits shared equitably; The SLP is initially launching investments in two regencies in Indonesia with on-the-ground interventions. These two regencies include Kabupaten Madailing Natal (Madina) and Kabupaten Tapanuli Selatan (Tapsel). As the implementation partner CI has signed memorandums of understanding (MoU) with the Kabupaten governments of Madina and Tapsel to provide technical assistance and support sustainable development work in their regencies. Conservation International is implementing the Sustainable Landscapes Partnership in North Sumatra, Indonesia, a five-year partnership with USAID and the Walton Family Foundation. The goal of the program is to address global climate change and contribute to Indonesia s economic growth, while protecting its critically threatened habitats through public and private philanthropic funding into an innovative facility (SLP). CI has targeted this work to three regencies of North Sumatra: Mandailing Natal, Tapanuli Selatan and Tapanuli Utara. In the Spatial plan of North Sumatra Province, District Mandailing Natal have a position in the strategic development of the two districts in which it has an extensive protected areas and environmental benefits of high-value services. Mandailing Natal district is dominated by Rain Forest and locations Batang Gadis National Park (TNBG). TNBG is a major regional source of water for two major watersheds ie DAS Batang Gadis and DAS Batang Natal. As one of the strategies to protect and sustainable use of forest areas in this district is developing the agreement Community for Conservation of Natural Capital in the village or in the English term is a Community Conservation Agreement (CCA).

3 The agreement Village Community for Conservation of Nature (KMKAD/CCA)is a written agreement village community to protect, preserve and utilize natural resources with sustainable. CCA or KMKAD consists of a narrative written agreement and maps / pictures / other supporting data and approved by the village community, in term of the capital for the conservation of nature. CCA or KMKAD aims to enhance the role and participation of communities to conserve forests and other important resources for the welfare of the community. CCA or KMKAD can also be used for planning of village development and village development policies. In developing this CCA or KMKAD, CI Indonesia-SLP Project will work with local NGOs that are well known to the public and through the facilitation of the field that is participatory, democratic and transparent. II. Scope of Work This work is at the village level in accordance names of the village below in the locations of activities. NGOs were selected to facilitate the preparation of CCA or KMKAD with communities through participatory processes, and supported open field data. Recording of meetings, field trips, discuss with the stakeholders must be performed by the selected NGOs. The periodically, implementing the chosen field of NGO conduct bi-weekly reports to the Team SLP CI Indonesia. This activity should fit the work period specified in order to follow-up process KMKAD can have time to be implemented. CI Indonesia SLP team will conduct regular supervision of the work of the NGOs and provide input for improvement of field activities. III. Objectives: The villages that have high conservation value and environmental services in the district of Madina can compose for the Community Conservation Agreement (CCA) of Natural Capital Conservation Village for sustainable of village development and nature conservation. One of the purposes of the CCA is to enable the participating villages to access the services of SLP to help develop and enhance the livelihoods of the communities through the delivery of technical assistance, training, and access to better markets programs. The tradeoff is for improved clarity and enforcement of conservation of areas of importance in within and adjacent to village boundary areas particularly for buffer zones and protected areas. IV. Target: Together with local NGOs, CI will facilitate the selected villages in Mandailing Natal in developing participatory, democratic and transparent CCA or KMKAD. V. Activities /Deliverables CCA or KMKAD process, there are 3 main outputs are expected:

4 1. The existence of a written agreement KMKAD in each target village through the facilitation process that is participatory, transparent and democratic. 2. Data / maps / pictures supporting of the field and participatory mapping that will be the basis of biophysical regions protected by each village community. 3. Action Plan which will be carried out by the villagers VI. Locations Locations villages targeted for development of CCA or KMKAD in Madina are the villages that have high conservation value and environmental services and will be determined and discussion with SLP CI Indonesia technical team. VII. Time Period The expected level of effort to complete this task is up to 2 months, from 15 April 2014 to 15 June IX. Budget For the budget limit, we do not give a certain limit on the amount, but will be looking to review and consider how submissions represent the best value of money while meeting the objectives of the TOR. Please feel welcome to make a budget in accordance with the proposed methodology and activities to address the objectives TOR. The budget proposed is inclusive of all expenses including wages, transportation, meals, accommodation, field activities & survey costs. Please see the attached budget template (Annex A) for reference. X. Eligibility The Applicant must be a legally registered entity authorized to work in Indonesia, International NGO, National NGO, Local NGO, Consortium NGO or has links with partner organizations on the ground that have experience doing similar work. XI. Proposal Submission and Format Instructions Applicants may be submitted in English or Bahasa. The bidding participant is expected to send a comprehensive proposal that covers the following items: o Strategy to address the objective that includes the reasoning, logical framework, and time-frame. o Methodology of the implementation process.

5 o o o o Budget detail for each activity including Salary & Benefit Cost, Workshop/Meeting cost, Transport cost and Program Activities Cost. Previous examples of relevant work including information related to targeted villages and working experience in the targeted villages. Pre-Submission Inquiries All inquiries regarding the submission of a proposal must be made in writing and submitted by to: slpprocurement@conservation.or.id Inquiries should be received no later than 5 calendar days prior to the Closing Date of this RFP to allow sufficient response time. Otherwise, a response cannot be guaranteed. IV. Application Processing When the deadline for the proposal submission has arrived, the Evaluation Team or Panel will review the proposals. The Panel may request proposal clarifications from the applicants, when the proposal evaluation is complete; the Panel will identify finalist(s) and may invite them to do presentations. Negotiations with one or more finalists are also appropriate at this time, as part of the presentations or following the presentations. Applicants considered for awarding will be required to complete CI s Financial Risk Questionnaire and submit organizational and financial documents about their organization.

6 Successful applicants that do not have a DUNS number will be required to obtain one. A DUNS number is a unique nine-character number that identifies your organization and is required for every recipient of US government funding. A DUNS number can be requested free of charge online. You can apply for a DUNS number if you wish to establish your company as a federal government contractor (USAID fund), using this link: Applicants will be notified via within 2-3 weeks of their submission if they have been selected for consideration of a Grants award. Successful applicants will be expected to develop a detailed work plan and project schedule prior to award, in consultation with SLP staff. The timeframe for processing the award is approximately 1 month from the date of submission. V. Contact Information Successful applicants will receive written notice informing the applicant that the SLP Project intends to engage the applicant in further negotiations with respect to a potential award, during which details of the award will be discussed including a review of budget and development of detailed work plans. Negotiations conducted after the receipt of a Proposal do not constitute an obligation on the part of the SLP Project to award. Unsuccessful applicants will be notified in writing by the SLP Grants Manager. Any resultant contract will be subject to the terms and conditions of the Prime Contract for the USAID s Business Enabling Project. 10 FULL APPLICATION FORM INSTRUCTION TO APPLICANTS: Proposals should be typed, no hand written proposals will be accepted. Proposals should be about 5-7 pages in length and must include the information below. PART I: DESCRIPTION 1.1 Project Title: 1.2 Location: Provide a map and details of the location of the proposed project in Mandailing Natal if known. If not yet known, describe how the areas for project activities will be identified upon receiving funding. 1.3 Executive Summary: Provide an executive summary of the project. Include an overview of the objectives of the project, proposed activities, targeted beneficiaries, and the expected results. 1.4 History and Mission: Briefly describe your organization s history and mission including experience relevant to the proposed project. 1.5 Objectives: Describe the objectives of the project. 1.6 Project Rationale: Describe the conservation and/or socio-economic issues (key threats and/or important opportunities) your project aims to address. Your answer should include specific references to the strategic priorities defined in the Call for Proposals announcement. 1.7 Project Approach: Describe the proposed strategy and project activities that will be implemented to accomplish the project objectives. Describe how the project will be managed and identify any potential risks or challenges you face in implementing the project. Include information on the existence of partnerships or alliances with whom you intent to work, and their respective roles.

11 1.8 Project Schedule: Include an estimated timeline for project development and implementation activities during the grant period. 1.9 Link to SLP Objectives: Describe how this project fulfills the SLP s program objectives. These are: To demonstrate low emissions development models that contribute to improved livelihoods and the preservation of natural capital including biodiversity; To increase private sector engagement and catalyze investment into low emissions development in target landscapes; To increase awareness and support among key stakeholders for Sustainable Landscapes Project Results: What results are you committed to achieving during the grant period? The narrative should include all assumptions, qualifications, and unit costs necessary to clearly convey the cost of the project.
