DISTINGUISHING CHARACTERISTICS Assistant Planner - This is the entry level class in the professional planning series. This class is distinguished from the Associate Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of current or advance planning which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. Associate Planner This is the journey level class in the professional planning series. Employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned which require the application of professional knowledge and skills to various municipal planning, zoning and environmental problems and the preparation of specific reports and plans with opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of the Assistant Planner class by the greater complexity of the assignments received including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner, or, when filled from the outside, require prior professional planning work experience.
2 Page 2 SUPERVISION RECEIVED AND EXERCISED Assistant Planner Receives general supervision from a Senior Planner. Receives direction from a Senior Planner. Associate Planner May exercise technical and functional supervision over lower level staff as assigned. EXAMPLES OF DUTIES Depending upon assignment, duties may include, but are not limited to, the following: Manage and coordinate the Central Parking and Improvement District; participate in budget development; evaluate business license requests as to code compliance, assessment report and roll preparation; maintain assessment and business establishment records. Prepare zoning code and general plan amendment studies; research, analyze, compile and interpret social, economic, population and land use data and trends; prepare written reports on various planning matters, special reports and elements of the General Plan. Prepare staff reports and make presentations to the Development Review Board, Planning Commission, City Council, various committees and advisory boards as directed. Review commercial, industrial and residential development plans for code compliance; process permit applications. Research and draft ordinances for review. Confer with and advise architects, builders, attorneys, contractors, engineers and the general public regarding City development policies and standards; respond to and resolve citizen inquiries and complaints regarding the City's planning function. Prepare initial studies; coordinate the preparation or review of environmental impact reports; participate in coordinating City planning activities with outside departments. Review development proposals and work with developers to reach agreement on acceptable project
3 Page 3 design; review building plans, parcel maps, and subdivision proposals for compliance with appropriate regulations; prepare reports of recommendations. Collect, record and summarize statistical and demographic information; establish and maintain a comprehensive database. QUALIFICATIONS Knowledge of: Assistant Planner Modern principles and practices of zoning and urban planning. Site planning and architectural design. Principles and practices of environmental impact assessment. Current literature, information sources, and research techniques in the field of urban planning. General building and engineering practices as they relate to planning review. Ability to: Learn laws underlying general plans, zoning and land divisions. Learn applicable environmental laws and regulations, and methods of assessment. Analyze and compile technical and statistical information and prepare reports. Learn computer system in relation to planning functions. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and
4 Page 4 abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: One year of responsible experience in a public or private planning organization. Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in planning, architecture, economics, geography, public administration or a related field. Associate Planner In addition to the qualifications for Assistant Planner: Knowledge of: Laws underlying general plans, zoning and land divisions. Applicable environmental laws and regulations. Principles of supervision and training. Computer systems in relation to planning functions. Ability to: Interpret planning and zoning programs to the general public. Perform complex professional planning work with a minimum of supervision. Supervise and train lower level staff. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of professional planning experience comparable to that of an Assistant Planner in the
