1 1. EVENTS The beach volleyball competition for men and women will be conducted from 26 July to 4 August 2013, a total of ten (10) days. 2. PARTICIPANTS 2.1. Age Eligibility The minimum age for a volleyball athlete is 14 years old, on the first day of the competition at the Deaflympics. The National Deaf Sports Federation shall obtain parental authorisation for all athletes aged 16 and under Number of Teams Each National Federation may enter up to two (2) men's teams and two (2) women's teams. 2.3 Qualified Teams The competition is conducted in an open and seeded format. Pre- Deaflympic qualifiers are not required to determine qualified teams. 2.4 Team Composition Each team consists of two (2) athletes. 2.5 Reserves or substitutes No reserves or substitutes are allowed Non- Starting A fine of USD $20 is levied on each non- starting athlete with the exception of those presenting a doctor's declaration that he/she should not be allowed to start. 3. REGISTRATION 3.1. Preliminary Registration The preliminary registration deadline with an indication of the probable number of athletes is 21 December Final Registration Final entries by name and event must be submitted for the Sofia 2013 Deaflympics on or before 24 May Replacements may be made until 24 June Changes to final entries made after the closing date for final entries will only be accepted at the discretion of ICSD and will incur a US$20 fee. 4. COMPETITION RULES AND REGULATIONS 4.1. 2 Protest Committee: The Championship Protest Committee shall consist of: John KNETZGER ICSD Beach Volleyball Technical Director Beach Volleyball Head Referee 1st Representative from FIVB 2nd Representative from FIVB Sports Liaison Officer (Organising Committee Representative) 4.3. Competition Rules The competition will be conducted in accordance with the Rules and Regulations of the FIVB (approved by 33 rd FIVB World Congress in 2012 with all For FIVB World and Official Competitions provisions reasonably enforced). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with in and below: Cases of a general nature will be resolved in accordance with the Deaflympics Regulations, General Technical Rules Summer Deaflympics and the technical regulations herein Technical questions related to competition rules shall be resolved according to the FIVB Rules and Regulations Only athletes who comply with the Deaflympics Regulations are entitled to take part in the competition Competition Equipment All equipment used during competition shall comply with the FIVB Rules and Regulations The ball brand is Mikasa VLS Competition Uniform Each team shall have two sets of uniforms in contrasting colours (one light and the other dark). Team colours and uniform numbers shall be identified on the Final Entry form (a) Athlete s Number ( 1 or 2 ): Each athlete shall wear the same uniform number (12 cm in height x 10 cm in width for men and 8 cm x 6 cm for women) on front (centered for men and upper right for women) and back (centered for both genders) of the top throughout the competition. The stripe forming the numbers shall be a minimum size of 1.5 cm wide in a colour that contrasts well with the colour of the top. (b) Country Code and Country Flag: The 3- letter international country code and country flag (8 cm x 10 cm total surface area) shall be placed on upper left front of the top. Only the country code must be placed below the flag. Country code's letters shall be a maximum size of 1 cm wide in a colour that contrasts well with the colour of the top. (c) Athlete s Name: If the athlete s surname (family) name is printed, then the recommended location is on the back of the top (Latin letters, 5-10 cm high, cm wide). No nicknames. (d) Sponsor s Logo(s): If present anywhere on uniform (top and bottom), then the maximum is 400 cm 2 total. (e) Manufacturer s Logo: If present on front of both top and/or bottom, then the maximum is 20 cm 2 per site Summer Deaflympics Technical Regulations Beach Volleyball 2 of 10

3 The two teams playing each other shall wear clearly contrasting colours. If both teams arrive at a match dressed in uniforms of the same colour, a toss shall be conducted to determine which team shall change Draw The draw for Beach Volleyball event will be conducted in accordance with FIVB Rules and Regulations. To establish the seeding of men's and women's teams in the Preliminary Round, a drawing of lots will be organized by the technical committee during the Preliminary Inquiry technical meeting. Please see Appendix A for the seeding system. To establish the seeding of men's and women's teams in the Round of 16 after the preliminary phase is completed, an additional drawing of lots will be organized by the technical committee during the Round of 16 technical meeting Competition Plan The competition plan consists of a preliminary round, round of 16, quarterfinals, semi- finals, and finals. Based on a 24- team plan, there will be a total of 36 (Pool Play) + 2 (Lucky Loser) + 8 (Round of 16) + 4 (QF) + 2 (SF) + 4 (5th- 8th) + 2 (Finals) = 58 matches for men and 58 matches for women. Classification matches to determine places 9-24 will not be held Preliminary Round Six (6) pools of up to four (4) teams will be formed in the Preliminary Round to determine sixteen (16) teams advancing to the Round of 16. The format is single round robin, where every team will play with the other teams in its pool. The ranking between the six third- place teams is determined by the highest number of match points, followed by set ratio and then point ratio. If a tie remains, a coin toss will decide. The two (2) Lucky Loser teams are defined as the winners of the following two matches held in the morning prior to the Round of 16: 1. Between the 3rd best ranked third- place team and the last ranked third place team. 2. Between the 4th best ranked third- place team and the 5th best ranked third place team Pool Ranking (a) Match Points: The match points earned by each team in each pool shall be a sum of two (2) points for each match won and one (1) point for each match lost Summer Deaflympics Technical Regulations Beach Volleyball 3 of 10

4 In case of an injury forfeit of a team (team is at the court on time for the start of their match, however cannot start the match due to injury), the winning team with be awarded 2 points for the win, a set score of 2:0, and little points of 0:0, 0:0. The losing team will be awarded 1 match point, a set score of 0:2, and little points of 0:21, 0:21. The score sheet however will reflect a score of 2:0 (0:0, 0:0). (This will offer the worst scenario possible to players who decide not to play a match before entering the Single Elimination round.) In case of an injury forfeit or an eventual disqualification of a team after the start of the match (as an example BRA is leading AUS 6:4 in the first set and AUS is injured at this point and cannot continue the match), the winning team with be awarded 2 points for the win, a set score of 2:0, and little points of 6:4, 0:0. The losing team will be awarded 1 match point, a set score of 0:2, and little points of 4:21, 0:21. The score sheet however will reflect a score of 2:0 (6:4, 0:0). In case of a forfeit due to no show of the team before the start of their match, the winning team with be awarded 2 points for the win, a set score of 2:0, and little points of 0:0, 0:0. The losing team will be awarded 0 match points, a set score of 0:2, and little points of 0:21, 0:21. The score sheet however will reflect a score of 2:0 (0:0, 0:0). The forfeiting team will also be subject to a sanction. (b) Tiebreaker Rules: In case of a tie in the Pools, during the Preliminary Round, the following rules will apply: Between two teams: o If teams have played against each other, the winner of the head to head match is ranked higher. o If teams concerned have not played against each other, their ranking is determined by the points ratio between all teams in the pool. o If a tie still exists by points ratio then the teams have the same position in ranking. Between three teams: o If three teams have a tie in the main points, then the top ranked team is determined by the points ratios in the matches between the three tied teams. o If a tie still exists then the teams have the same position in the ranking. Between four teams: o The ranking is determined by the points ratio between all teams in the pool. o If a tie still exists then the teams have the same position in the ranking. In case of a tie in the Pools, at the end of Preliminary Round, the following rules will apply: Between two teams: o The winner of the head to head match is ranked higher. Between three teams: o The top ranked team is determined by the points ratios in the matches between the three tied teams. o If a tie still exists then the top ranked team is determined by the points ratio between all teams in the pool. o If a tie still exists then the top ranked team is determined by the tournament seeding (the highest seed of the tied teams is the top ranked teams). o The second ranked team is determined by the head- to- head match result between the two remaining teams Summer Deaflympics Technical Regulations Beach Volleyball 4 of 10

5 Round of 16 Seeding of the teams after the Preliminary Round will be in accordance with the FIVB regulations as follows: #1 (1st Place Pool A) vs. #16 (Draw between Lucky Loser Match Winners - Not A3) #9 (A2, B2, C2, D2, E2, F2) vs. #8 (A2, B2, C2, D2, E2, F2) #5 (1st Place Pool E) vs. #12 (A2, B2, C2, D2, F2) #13 (Draw between top two 3rd ranked teams in pools - Not D3) vs. #4 (1st Place Pool D) #3 (1st Place Pool C) vs. #14 (Draw between top two 3rd ranked teams in pools - Not C3) #11 (A2, B2, C2, D2, E2) vs. #6 (1st Place Pool F) #7 (A2, B2, C2, D2, E2, F2) vs. #10 (A2, B2, C2, D2, E2, F2) #15 (Draw between Lucky Loser Match Winners - Not B3) vs. #2 (1st Place Pool B) The Round of 16 will be played in a single elimination format in order to qualify eight (8) winning teams for the quarterfinals. Teams from the same pool cannot meet in the Round of 16. Please see Appendix B for the Round of 16 bracket diagram Quarter- finals The eight (8) winners of the Round of 16 will then advance to the quarterfinals Semi- finals The four (4) winners of the quarterfinals will then advance to the semi- finals. SF1: SF2: Winner of QF1 v Winner of QF2 Winner of QF3 v Winner of QF4 The four (4) losers of the quarterfinals will then advance to the consolation bracket. LF1: LF2: Loser of QF1 v Loser of QF2 Loser of QF3 v Loser of QF Finals The two (2) losers of the semi- finals shall compete for 3rd (bronze medal) and 4th places. Loser of SF1 v Loser of SF2 The two (2) winners of the semi- finals shall compete for 1st (gold medal) and 2nd (silver medal). 6 5. VENUES 6. SCHEDULE 2013 Summer Deaflympics Classifications The two (2) winners of the consolation bracket shall compete for 5th and 6th places. The two (2) losers of the consolation bracket shall compete for 7th and 8th places. The eight (8) losers of the Round of 16 will be classified as joint- ninth. The teams not advancing to the Round of 16 will be classified as joint- 17th Plan Flexibility The ICSD and Organizing Committee reserve the right to modify any aspect of the Competition Plan if the total number of final team entries does not match the total number of preliminary registrations Officiating Crew Allocation of the referees to conduct the matches shall be made by the technical committee. Where possible, referees shall be in possession of an FIVB international referee license valid for However, referees with national accreditation may be used. An appropriate number of scorers, line judges, ball retrievers, sand levellers, etc. shall be appointed by the Organising Committee Withdrawal If a team withdraws after the Deaflympics have begun or is disqualified during the pool matches, the pool must continue without this team or a replacement. The matches played by the team concerned will not be taken into consideration Competition Venues The competition will be conducted at the main National Sports Academy Vassil Levski complex in Sofia, Bulgaria Courts There will be two (2) competition courts Surface The competition court surface is beach- quality sand Training Venues The training venue is the same as the competition venue Competition Schedule Refer to competition schedule on the official Deaflympics website: Training Schedule Refer to training schedule on the official Deaflympics website: NOTE: All teams must bring their own volleyballs for training Technical Meeting Date and Location (a) Preliminary Inquiry Technical Meeting DD July 2013 at HH:MM at (name of location) Each National Federation shall bring two (2) sets of uniforms to the meeting for the ICSD technical director s inspection and approval. (c) Final Technical Meeting DD August 2013 at HH:MM at (name of location) Summer Deaflympics Attendance Each participating National Association may be represented by two officials, of whom at least one must be deaf and, if necessary, an interpreter. 7. CONTROL AND SANCTIONS 8. PROTESTS 7.1 Hearing Devices The use of any hearing aid(s)/amplification or external cochlear implant parts is strictly forbidden from the restricted zone area Restricted Zone Area The restricted zone area is in effect from the time athletes enter on the beach volleyball court during the warm- up and competition period Violation and Penalty When this rule is violated, the offending player s team is declared in default and forfeits the match with the result 0-2 for the match and 0-21 for each set (FIVB Rule 6.4) and refer to Audiogram Regulations, Article 8: VIOLATIONS and PENALTIES. 7.2 Medical Control Refer to General Technical Rules - Summer Deaflympics, Article 4 - CONTROL AND SANCTIONS Procedure for lodging a protest All sport related protests will be resolved in accordance to the FIVB Rules and Regulations and will be managed by the Protest Committee. Any official protest must be submitted in writing in English on the Official Deaflympics Protest Form. The form must be given to the ICSD Technical Director with USD $50 within 60 minutes after official posted results The ICSD Technical Director will decide whether the protest is sporting related or eligibility related. The Protest Committee will review all sport related protests, and the ICSD Representative will review all eligibility protests. The deposit of USD $50 will be returned to the appellant only if the protest is considered valid. 8.2 Procedures for reviewing a protest The Protest Committee will meet in the Technical Director s office at (name of venue) at a time decided upon by the ICSD Technical Director. The ICSD Technical Director will be the chairperson of the Protest Committee. The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters. The Sports Liaison Officer (SLO) will contact all members of the Protest Committee to inform them of the meeting time and location. The ICSD Technical Director will be responsible for liaising with the State Sports Association's Competition Manager. The Sports Liaison Officer (SLO) will be responsible for informing Deaflympics Headquarters and the ICSD Technical Director will be responsible for informing ICSD Executive Committee about the protest and also the outcome of the protest Summer Deaflympics Technical Regulations Beach Volleyball 7 of 10
