3 INTRODUCTION Himachal Road transport came into existence as a Govt. Transport in July, 1949 and continued to function as such till 1 st October, During the year 1958, a Corporation was floated jointly by the Govt. of Punjab, Himachal and Railways under the Road Transport Corporation Act, 1950 with a name and style as Mandi-Kullu road Transport Corporation basically to operate on the joint routes in the States of Punjab and Himachal. With the re-organization of Punjab State in 1966, few hilly areas of Punjab were merged in Himachal and operational areas of Mandi-Kullu Road Transport Corporation came entirely in the expanded State of Himachal. This Corporation also continued to function as such till On , Himachal govt. Transport was merged with Mandi- Kullu Road Transport Corporation and was renamed as Himachal Road Transport Corporation under the Road Transport Corporation Act, Since then it is functioning as such. After the formation of Himachal on 15 th July, 1948 the network of roads had received topmost priority of the Government as there were very limited roads in the State at that time. On the formation of present Corporation on , the total routes operated by HRTC were 379 which have grown to 2176 routes in and the fleet strength has grown from 673 to 1921 in As the road length increased and basic infrastructure for development also kept pace with it, this had direct relation on the growth of the HRTC. The strength of buses in was 673 and total sanctioned posts were 4967, which has now increased to 1921 and sanctioned posts have increased to
4 MISSION OF THE ORGANISATION Providing reliable and efficient mobility with choice, comfort, convenience, frequency, safety and minimal environmental effects. 1.0 TRAINING NEEDS OF TRANSPORT CORPORATION:- There is a need for training to staff of Transport Corporation not only at the time of induction in service but also at the regular intervals to improve the administrative effectiveness, capacity building and acquisition of requisite skills, knowledge and aptitude. This is also important to improve the service delivery mechanism in the corporation to charter and successful course towards good governance. The training programmes for the staff would focus on efficiency, public centricity, transparency, commitment, accountability, awareness and functional capability etc. Training Policy of the State Govt. envisaged that every employees of the Department is required to be trained for skill up gradation at the time of induction/promotion and at least once in three years. Training plays a vital role in the skill development and capacity building of employees of any organization. The Transport Corporation intends to update the skill and knowledge of the departmental staff by organizing orientation courses at reular intervals so that they remain well conversant with the latest develop0ments, technical know how in their respective fields and deliver better service to the general public 4
5 1.1 Training Objective:- Objective of the training to staff can best be described in terms of capacity-building and enhancement of human capital through an integrated framework of knowledge, skill and attitude. To contribute towards enrichment of knowledge, skill development and positive attitudinal orientation at all levels keeping in line with corporate requirements and business plans relating to overall vision of the Himachal Road Transport Corporation. To develop specialized cadres in various areas like Traffic, Technical, Administration, Marketing etc. To prepare employees for future by ensuring training and development inputs which are futuristic. Every employee to receive training once in three years. Every employee to be imparted operational and behaviour skills. It should be ensured that all categories of staff should get:- i) Induction training at the time of entry into Service. ii) In-service training at suitable intervals in their career at least, once in three years. iii) Training for all will be compulsory at two levels i.e. at the time of joining into the service and at the time of each promotion of at least once in three years. iv) Specific training to those who have not received any training till date. v) Exposure of major development issues or new techniques through short duration courses and seminars. 5
6 1.2 Monitoring:- To review the implementation of the H.R.T.C. Training manual, following empowered committee is constituted:- i) Managing Director Chairman ii) General Manager(Op.) Member iii) Divisional Manager(Admn.) Member Secretary The meeting of the committee under the chairmanship of the Managing Director will take place on annual basis and consider the following aspects apart from other that may need its consideration:- i) This committee will review and monitor the target and achievements in the field of training imparted to its staff during last year. ii) Explore and suggest the design and implementation of training courses and modules for its staff. iii) Annual action plan for the training of its staff for better delivery of public services. 1.3 Nodal Officer for Training:- Himachal Road Transport Corporation has nominated General Manager (Op.) as Nodal Officer (Training) to monitor and coordinate the human development issues. He will also act Training Manager to be responsible for organizing reviewing and monitoring of the training plan of the department. 6
7 1.4 Rationale of Training Programmes:- Training would be imparted to all the employees of corporation at the time of induction and on the promotion at least once in three years period. Training for class-iv and III employees shall focus on functional skills and attitudinal orientation resulting into efficient delivery of public services through training of the cutting edge officials. This training will have two phases:- i) Staff having a direct interface with the public in terms of delivering a service. ii) Staff dealing with general administrative matters and other functional tasks. 1.5 Training during : Himachal Road Transport Corporation will impart training to newly recruited staff and promoted staff of the department through orientation cum training courses during the year as per the guide lines of the state training policy Refresher courses will also be organized to technical personnel at various institutions with in and outside the State. 7
8 1.6 Training Methodology:- Training may be imparted by the department at training institution or at the work place or on decentralized bases at regional and Head Office level. Keeping in view this broad frame work it will be desirable to use the following training methods:- Lectures/ group discussion Experience sharing Presentation Case studies Presentation of individual assignments Panel discussion Model exercises Audio visual materials/printed materials Practical training on newly introduced technologies at Vehicle manufactures workshops On job training by attaching to senior & experienced workers 8

10 1.7 Field where Training is required: Following are the fields where the training to staff is required :- 1) Office procedure 2) Financial administration 3) Enforcement Act/Rules of department 4) Computer Training 5) Technical Training 6) Personality development and time management 7) Vidhan Sabha Business 1) Office procedure i) About duties and responsibilities while working on different posts in the ministerial staff. ii) Procedure for dealing with receipt and maintenance of files. iii) Maintenance of data/information statistics and record. iv) Training of handling court cases and litigation. v) Training on building accountability in the organization. vi) Provisions of CCS/CCA Rules, disciplinary proceedings. vii) Knowledge of relevant Rules and procedure. viii) Protection of consumer/ Human Rights. ix) Training in matters relating to RTI. 2) Financial Administration. i) Training on H.P. Financial Rules. ii) To familiarize the official about Rules and Regulations. iii) To improve the knowledge of revenue accounts. 10
11 iv) To familiarize with GPF Rules, pension Rules, TA Rules and Leave Rules etc. v) Maintenance of Stores, Audits & physical verification. vi) Maintenance of service book. vii) Preparation of bills, booking of expenditure & reconciliation. viii) To Acquaint the participant with the implementation of various Acts relating to tax administration. ix) To impart basic knowledge of transport related and other allied taxes. x) Handling of cash and maintenance of cash book. xi) Duties & responsibilities of DDO s. xii) Preparation of Budget, distribution. xiii) Classification of Expenditure. xiv) Reconciliation of receipt and expenditure with Accountant General. xv) Pay fixation & combination of appointment. xvi) Preparation of monthly returns. 3) Enforcing Acts and Rules: 1. To acquaint the participant with implementation of various Acts/Rules relating to the corporation such as Motor Transport Worker Act, Industrial dispute Act, Factory Act, Workmen compensation Act, Minimum wages Act, CCS(Conductor) Rules, CCS&CCA) Rules, Pension Rules etc. 2. Detailed interaction on selected topics of Motor Vehicles Act and Rules. 3. Latest provisions of road tax. 4. Transport Policy. 5. Citizen Charter. 4) Computer Training: i). ii). Awareness/ operation knowledge of the Departmental Software. Awareness/ operation knowledge of Common software prepared for all offices. 11
12 iii) Awareness/ operation knowledge of software in common use viz M.S. word, Excel, tally, window etc. iv) Knowledge with regard to plug the cables and open and close the systems/ printer, faxes, Telephone instrument, Photostat etc. v) Knowledge regarding operation/ use of internet & s etc. vi) Knowledge about cyber crimes/ laws. vii) Knowledge of all auto-mation devices. viii) How to operate computer devices viz CD writing, Data Storage in pen-drive or other components. ix) Basic Training of computer. x) Preparation of presentation of data. xi) Managing data through computer to develop it as a meaningful M.I.S. and use the same as a proper Decision support system by taking action on exceptional performances. 5) Technical Training: Topics for the training program of technical/store staff shall be as under:- i) Senstisation to new to new technologies and practical training to maintain the vehicle by using proper tool and procedure. ii) Sensttisation on the use of electronics in our buses and various precautions to be taken to get optimum life from various components. iii) Pollution check norms and their implementation. iv) Violation of provisions of MV Act/Rules- punitive measures. v) Adulteration in fuel checking procedure, checking of under ground HSD tanks and control on receipt and consumption of fuel. vi) Vehicular disaster management- preparedness to mitigate accidental damages. vii) Importance of adhering to preventive maintenance schedule and getting optimum life from various components/ sub-assemblies. 12
13 viii) Effective provisioning of spare parts & Inventory control. 6) Personality development and time management: a) To manage self with reference to time. b) Basic concept of time management. c) Identify the Symptoms of excessive stress. d) Strategies to cope with stress and prepare an action plan to improve the stress bearing capability own and work group. e) Use art of living in day to day affairs. f) To make decision more rational and acceptable. g) To look at the obstacles that come in way of solving organizational/ problems. 7) Vidhan Sabha Busines: 1. 14 1.8 Training Coverage: The training of employees of H.R.T.C. shall cover training of both technical and Non technical staff posted at Head Office, Divisional & Regional level. Besides this, it will include training to staff posted in various Central Booking Agencies within and outside the State. 1.9 Number of Employees to be Trained during : All the staff of the corporation shall be trained during the next three years in a systematic manner as per requirement of the State Training Policy 2009 of the Government of Himachal Pradesh. There is a total sanctioned strength of employees of various categories of staff in the Corporation, out of which 8635 are filled. It is proposed to provide training to 2900 employees approximately i.e. Administration staff-220, Store staff-74, Workshop statt-492, other staff-92, Checking staff-57 and operational staff-1942 of various categories of employees during the year Total Staff Position. 15 1.10 How to make Training Effective: Action on following lines needs to be initiated to make training practices effective. 1. Training Budget: Ensure that the management commits itself to allocate major resources and adequate time to training. As per the State Policy a specific earmarking up to 1% of salaries head of annual budget of the department is to be earmarked under Training head, which shall not be diverted elsewhere. 2. Monitoring : Ensure that a comprehensive and systematic approach to training exists, training and retraining are done at all levels on a continuous and ongoing basis. 3. Linkage: Ensure that there is proper linkage among organizational, Operational and individual training needs. 4. Evaluation: A system is to be created to evaluate the effectiveness of training. For this a committee under the chairmanship of the Managing Director will be reviewing and monitoring the training programmes on quarterly basis Himachal Road Transport Corporation is providing specialized services in the field of Transportation to the people of State and outside. The services required special skills the training for which is not imparted by any Institute to provide specialized training in the field of transportation covering all the aspects in house training schedule has been prepared for the year and the Officers and Officials of the organization will impart training to the officials feeling deficiency in the particular fields. The aims and objectives, duration and course syllabus has been made to impart training to the employees of organization. The proposed training programmes is as under:- 15
