This note sets out the outcome of the franchise processes and what it means for West Yorkshire and York. The franchises are to be awarded as follows The winning bidder for the new Northern franchise starting in April 2016 is Arriva Trains North. The Northern franchise will run for nine years with a possible one year extension The winning bidder for the TransPennine franchise starting in April 2016 is First. The Northern franchise requires the train operator to convert at least 50% of trains to enable drivers to operate the passenger doors at station stops. The government will receive 400 million in premiums from First TransPennine Express Limited over the life of a previously subsidised franchise. The amount of annual subsidy for the Northern franchise will be reduced by 140 million by the end of the contract. 1
