BACKGROUND The Swedish Armed Forces International Centre (SWEDINT) conducts several courses each year for personnel bound for Peace Support Operations (PSO). Categories include troops, staff officers, observers/monitors, civil servants and civilian police. The Nordic Centre for Gender in Military Operations (NCGM) at SWEDINT was in February 2013 appointed as the Department Head (DH) for all NATO gender related education and training in military operations. The Gender Advisor (GENAD) course has been developed from the previous Gender Field Advisor (GFA) course, which was accredited NATO Selected by NATO HQ SACT in June The GENAD course is developed by a Training Need Analyses (TNA) process to better meet NATO operational requirements. The depth of knowledge is on 300 level and is mandatory to NATO personnel deploying as a GENAD within NATO-led operations. The GENAD course arranged from 27 June to 08 July 2016 is a Pilot course. COURSE PURPOSE The GENAD is the commanders, or head of missions, strongest resource in the implementation of a gender perspective into planning, execution and evaluation of operations. The two week GENAD course prepares the participants for the work as a GENAD. By presenting the background of the UNSCR 1325 and related resolutions, the NATO BI-SC Directive 40-1, human rights and international humanitarian law, a platform is created where lessons learned, methods, experiences and research creates the foundation of the role and responsibilities of a GENAD. At the completion of the course participants will be able to apply and advice on the gender perspective at strategic, operational and tactical level throughout the complete operational planning process. 3. EXECUTION 3.1. Course purpose The GENAD course aims to enable personnel to perform successfully as a GENAD in a peacetime HQ as well as in crisis establishments at strategic, operational and tactical levels. The course provides the participants with a background of frameworks and guidelines regulating gender in military operations as well as the skills and competence required to act in an advisory role both in a national and international context Learning Objectives (LOs) After completion of the GENAD course participants will be able to: Provide advice to commanders and staff in integrating a gender perspective in planning, execution and evaluation for NATOs core tasks: peace enforcement, security force assistance, collective defence, crisis management and cooperative security. Provide advice on how to integrate international frameworks and guidelines concerning gender in military processes, procedures and products. Establish relationships and liaise with all elements of the staff as well as with relevant external actors. Analyse the different security risks of men and women in a Gender Analysis. Assess risks and occurrence of Conflict related sexual and gender based violence (CRSGBV) and recommend actions Student Criteria The GENAD course is aimed for military personnel requiring specific education and training and is predestined to deploy as a GENAD.

3 FM :1 Page 3 (9) To be eligible to attend the GENAD course, nominees must fulfil the following criteria: Officers/Civil servants with knowledge of work in multinational staff or knowledge and experience from a military/police/rescue/civil operations or missions. Participants must be in command of English as described in NATO standardization agreement (STANAG) : Listening: Professional (3), Speaking: Functional (2), Reading: Professional (3), Writing: Functional (2). Language testing to fulfil the requirements is a national responsibility. SWEDINT will not provide any additional training or translation to course participants. A good solid knowledge of the organisation in which the participant is predestined to work (security sector or humanitarian sector). Basic computer skills. It is desirable that participants have experience from staff work and basic knowledge of operational planning processes and procedures Security Clearance The content of this course is: UNCLASSIFIED Length of Course The course will be conducted during two weeks. The course starts Monday 27 June and ends Friday 08 July Expect the weekend to include work. 4. ADMINISTRATION 4.1. Student Application Participant application should be sent to SWEDINT NLT 25 April Nominations received later will however be considered, if space is available. The application form and CV are to be found at: The application form, authorised and signed by the national authority/poc, has to be sent together with the CV to SWEDINT via , mail or fax. It is important that the invitation itself reaches the participant since it contains information that he/she needs. An Internet connection is also required for the participant in order to access documents that SWEDINT provides on the home page before the course starts, such as precourse information, timetable, welcome letter, application form etc. 1 STANAG 6001 can be found at SWEDINT acknowledges that this standard may not apply to non-nato states. It is however a reasonably good way of describing language skills.

4 FM :1 Page 4 (9) 4.2. Point of Contact (POC) In the application form the participant should report a national point of contact (POC). The POC should be the Commander/ Branch that authorises him/her to attend the course Selection Participants aiming to apply as GENAD will have priority when selecting students. If a nation has more participants applying than slots available on the course, it is up to the applying nation to prioritize among its nominees. If this is not done SWEDINT will select the participant it deems most qualified. If the nation is interested in sending a participant to the course but do not initially have a name of the participant in question the nation can get a preliminary place at the course in order to get the selection process going Course fee The course fee is SEK 12,000 per participant. This includes board and lodging, and transfer from and to Stockholm Arlanda Airport (ARN) or Stockholm Bromma Airport (BMA), Sweden. Salaries, allowances and travel costs are to be paid by national authorities of the sending nation in accordance with national regulations. Information concerning payment and whether your nominee has been admitted to the course or not will be sent to you as soon as the procedure regarding applications is finalized, 5-6 weeks prior to the start of the course. NORDEFCO participants pay according to each nation s administrative regulations and according to the NORDEFCO agreement. Swedish Armed Forces participants pay according to the normal administrative regulations for domestic courses Subsidies Subsidised participants slots are available for nations upon special request by the nominating nations and decided on a case-by-case basis by the Swedish ministry of foreign affairs (MFA). It is important that the participant fill in if he/she is interested or not in subsidies. If no mark is found in the application form SWEDINT will assume that no subsidies are requested. The application should be sent to SWEDINT. Information about whether subsidy is granted or not will be given in the letter of admission that is sent out 5-6 weeks prior to the course start.

Accommodation Single room accommodation is arranged for all course participants through SWEDINT at the Life Guards student hotel which is situated within the garrison or equivalent facilitation. Laundry possibilities are available within the student s hotel Dress code Military participants have to bring their Service dress for Opening and Closing ceremony along with closing dinner. Working dress or Battle dress uniform (BDU) during lectures, clothes for PT, as well as civilian clothes for Swedish summer conditions. Civilian participants wear casual clothing during lectures and jacket & tie for the Opening and Closing ceremony along with closing dinner. 5. POINT OF CONTACT AND APPLICATION 5.1. When the application form and CV has been filled in, authorised and signed by the national authority/poc, it should be sent to SWEDINT (swedint@mil.se). The course admin office will reply that they have received the application. This reply does not mean that the student has a slot at the course, only that the admin office has received the application.

6 FM :1 Page 6 (9) The POC/Participant will be notified at the latest 5-6 weeks before the course starts whether or not the nominated participant is admitted to the course. If admitted to the course, the POC/Participant will receive a Letter of Admission, indicating further details of the course and how to retrieve the pre-course information for the specific course on the SWEDINT website.
