3 The following Urban Design Brief will present the design intentions of the new Northwest Public School in London, Ontario.. DESIGN GOALS AND OBJECTIVES The Thames Valley District School Board has approved the construction of a new elementary school to be located at 5 Buroak Drive. The project consists of four major deliverables:. The construction of a new elementary school to accommodate five hundred and thirty (50) full time students from kindergarten to grade eight. This 55,50 sq.ft, two storey, slab-on-grade structure will incorporate the following program spaces: Five (5) Kindergarten Classrooms Seventeen (7) Standard Classrooms for Grades -8 General Arts Classroom Learning Support Rooms Gymnasium with Activity Room Learning Commons Administration Area Related storage and service spaces. The construction of a new Child Care Centre that will accommodate children in a 7,000 sq.ft., single storey, slab-on-grade structure, incorporating the following program spaces: Infant Area consisting of a Play Area, Nap Area, Washroom, Coat Room, Storage Room and Stroller Storage Toddler Area consisting of two () Play Areas, Washroom, Coat Room and Storage Room Preschool Area consisting of two () Play Areas, Washroom, Coat Room and Storage Room Related administrative, support, storage and service spaces. The construction of a new,000 sf.ft., singly storey, slab-on-grade Family Centre, incorporating the following program spaces: Large Multi-purpose Room Small Multi-purpose Room with Servery Work Room Resource Room Office Related storage and service spaces. Exterior site work, which includes the following objectives: New parking lot consisting of one hundred (00) parking spaces including four () barrier free spaces. Bus loading zone for school buses and car pick-up/drop-off area. Designated exterior play areas, hard service playground and mini-pitch soccer fields. Pathway networks between on-site amenities and the surrounding community. The proposed design, as outlined in the following pages, has been developed with the above stated goals in mind through a collaborative process with key representatives of the Thames Valley District School Board, City of London Neighbourhood, Children and Fire Services, and the City of London Development Services. DESIGN RESPONSE TO CITY DOCUMENTS Official Plan Policies The new Northwest Public School has been designed in accordance with the City of London Official Plan, specifically, Chapter Regional & Community Facilities Designations and Chapter Urban Design Principles. Zoning The site is zoned as a Neighbourhood Facility Zone (NF), permitting the use of Elementary Schools. The proposal meets all of the City of London zoning requirements for this site. Urban Design Guidelines While no urban design guidelines have been issued for this site, we maintained the following objectives while developing the design: Siting Site the building and develop its massing to create a strong focal point from the roundabout at Buroak Drive and Denview Avenue Minimize the distance from the built form and the street edge to ensure it is physically and visually connected to the neighbourhood. The site design should have consideration to natural features, topography, site lines and vistas for pedestrian and vehicular access. Service, maintenance areas and parking should be screened from view by building elements or landscaping. Building Orientation & Character: Ensure the massing and architectural expression of the building serves its school use while remaining compatible with the character of adjacent residential development Use building massing to identify main pedestrian entrances and ensure they are visible from the street and connected to the public sidewalk through a landscaped forecourt Use a limited palette of complementary, low maintenance and durable building materials Other Guideline Documents Accessibility for Ontarians with Disabilities Act (AODA) Child Care and Early Years Act FEBRUARY 0 NEW NORTHWEST PUBLIC SCHOOL CORNERSTONE ARCHITECTURE 5
5 . SPATIAL ANALYSIS Regional Spatial Analysis Plan The site is located south of Sunningdale Road and west of Wonderland Road. The proposed development will serve as a focal point and anchor for the developing residential community. 6 Site Spatial Analysis Plan The selected site is located on Buroak Drive, just west of Denview Avenue. It is surrounded by single-family residential on the north, east and south sides, with agricultural land intended for future residential development to the west. 7 Site Photos With a prominent presence from the intersection of Buroak Drive and Denview Avenue, the new Northwest Public School will stand as a focal point within this growing residential neighbourhood. Bordered by residential lots and in close proximity to Foxfield District Park, it will be important for the proposed building to complement its residential context while being visually appealing from the street and entrance to Foxfield District Park. SITE DESIGN The Site Design enhances the public realm through implementation of the following objectives: Locate the building close to the m Buroak Drive setback, giving the north facade a strong presence along Buroak Drive. Locate the main building entrance in the north-west corner of the proposed school so that it addresses Buroak Drive and is accessible from the parking lot. Locate the Child Care and Family Centre entrance on the west facade in close proximity to the car pick-up / drop-off lane and with direct pedestrian access and visibility from Buroak Drive Locate the parking lot on the west side of the site to provide direct access from the parking lot to the School, Child Care Centre, Family Centre, playgrounds and soccer fields, while keeping the site entrance away from the Buroak Drive and Denview Avenue roundabout to avoid further increasing traffic congestion. Provide a bus loading zone for school buses on the west and south sides of the proposed parking lot with a continuous sidewalk to enable safe drop-off and pick-up for students. Provide a vehicle lay-by on the east side of the parking lot for convenient drop-off and pick-up of children to the Child Care Centre. Locate the Child Care Centre and school playgrounds along the south edge of the building to separate them from vehicular traffic. Locate the hard and soft surface playing fields to the south west and maintain a swath of existing trees in order to frame the playgrounds and provide a buffer between the site and adjacent residential properties. 10 Landscape Plan BUROAK DRIVE The landscaping around the school has been designed to achieve the following objectives: Provide planting along the north facade to enhance the streetscape and define the entrance to the school. Integrate the building sign into the landscaping along the north lot line, allowing it to be highly visible from Buroak Drive. Family Centre New Northwest Public School Create a hard surface forecourt with landscaped islands to provide a gathering space at the entrance to the school, family centre and child care centre. Child Care Centre Place trees and vegetation along the north edge of the parking lot to visually screen the parking lot from the street. Keep existing trees along the east and south lot line to serve as a buffer between the soccer fields and the adjacent residential properties. BUILDING DESIGN The proposed floor plan for the school responds to the functional building program outlined by the Thames Valley District School Board, Child Care and Early Years Act and the City of London. The plan has been organized to achieve the following objectives: Organize communal programming around a double height entrance/atrium space including the Main Office, Staff Room, Learning Commons, Activity Room and Gymnasium. The Learning Commons has been located on the Buroak Drive Elevation to create visual interest along the street. Organize the Family Centre and Child Care Centre around a shared secondary entrance to provide a separately controlled access point from the school. Staff and students will enter the school through a vestibule into the main atrium space with the doors orientated to face Buroak Drive. Locate the Main Office in visual range of the building entrance to allow for continuous surveillance of entrance doors. Locate the Child Care Centre and Kindergarten Classrooms along the south edge of the building so they have easy access to the designated exterior play areas. Locate each classroom on an exterior facade around the centrally located gymnasium and activity room to allow natural light into all learning spaces. Conceptual Ground Floor Plan Provide controlled internal access between the School, Family Centre and Child Care Centre for collaborative opportunities. 14 Massing and Articulation The massing of the School, Child Care Centre and Family Centre responds to the program areas of the interior while addressing the building s exposure to Buroak Drive as well as adjacent parking and drop-off zones. The building massing maintains the following objectives: A two-storey solid masonry volume punctuated by glass volumes to identify the common areas, including building entrances, atrium, and the Learning Commons. The glass volumes address the street, providing visual interest to the streetscape, and are enhanced by entrance canopies which frame and provide shelter to the physical entry points. The main school entrance and separate Child Care / Family Centre entrance are both served by a landscaped forecourt which connects to the public right-of-way. The remaining school masonry volume incorporates a fenestration pattern that relates to the repetition of the classrooms in plan. The ground and second floor windows are connected vertically by metal panel to provide a repeating rhythm within the masonry volume. The one-storey Child Care and Family Centre volume incorporates a more playful fenestration pattern to provide it with its own identity and reflect the playfulness of the activities it plays host to. Architectural Treatment The architectural treatment of the School, Child Care Centre and Family Centre uses a simple and durable palette of building materials, including brick, architectural concrete block, aluminum composite panel, aluminum curtain wall system and windows. The material application maintains the following objectives: The brick creates a durable, low maintenance base in keeping with the use of masonry in neighbouring buildings. The architectural concrete block serves as a base to the glazed volumes, grounding them in the landscape and providing ease of maintenance for school staff. The aluminum composite panel is applied to highlight the building entrance points and vertically group the classroom windows The glazing is applied strategically to provide key views in and out of the building and to visually separate the program volumes. Cap extensions are applied vertically to the glass volumes where they are higher than a single storey to provide a veil effect and aiding in daylight control. 15 Sustainability Techniques The proposed School, Child Care and Family Centre will be designed to meet current sustainable design principles.
