Transcription

1 Murder and non-negligent manslaughter are defined as the unlawful killing of another human being. Murder statistics tend to be the most reliable of all index crime statistics as most murders do not go unreported and the clearance rate for murder is the highest of all index crimes. Although murder consistently contributes the smallest numbers to overall violent crime, murder is often used as the primary subjective measure of violent crime. Reported Offenses During 2014, Pennsylvania reported 611 murders, the same number of murders reported in The number of murders in in 2014 was 23.8 percent lower than 1990 when there were 802 murders reported, but 6.1 percent higher than 2000 when there were 576 murders reported. In 2014, there were 4.8 persons murdered for every 100,000 Pennsylvanians. 2 Pennsylvania s 2014 reported murder rate of 4.8 murders per 100,000 population was greater than both the national rate of 4.5 and the Northeast Regional rate of 3.3. When comparing this to the Commonwealth s bordering states both Delaware and Maryland had a higher murder rate in During 2014 the Pennsylvania and national murder rate remained the same as 2013 while the Northeast region decreased. Overall, since 2000, the Northeast and national rates have been trending downward while Pennsylvania s rate remained stable. 3 In 2014, there were twenty-five counties that reported zero murder offenses. Of those counties reporting murders in 2014, rates ranged from 0.4 in Cumberland County to 15.9 in Philadelphia County. Ten counties had rates equal to or higher than the statewide rate of 4.8. 4 Arrests There were 405 arrests for murder in Pennsylvania in This is 17.3 percent less than in 2013, 18.2 percent less than in 2000, and 48.7 percent less than in The number of arrests for murder results in a rate of 3.2 arrests for every 100,000 Pennsylvanians. 7 Clearances One or more individuals may be responsible for committing a single offense. Additionally, one or more individuals may have committed numerous offenses. Therefore, the measure of clearances is a useful statistic. Clearances represent the percentage of actual reported offenses that have been solved, regardless of the number of offenders responsible for each offense. Murder has one of the highest clearance rates in Pennsylvania. For 2014, 31.4 percent of index offenses, 57.6 percent of violent offenses, and 27.3 percent of property offenses were cleared in Pennsylvania. 9 Victims and Offenders Victims of murder are most often male minorities, accounting for 56.2 percent of all murder victims in In addition, 23.1 percent of murder victims were white males. Only 12.8 percent of victims were white females and 7.9 percent were minority females. Nearly half of the victims (48.8 percent) were over the age of 30. In 2014, 47.8 percent of offenders were minority males, and 39.4 percent were white males. Females only accounted for 12.8 percent of all offenders. Nearly a quarter of all offenders were age 20 to 24, with 54.9 percent of offenders being under age 30. 10 Weapons and Circumstances Firearms are the weapon most commonly used to commit murder. During 2014, 74.1 percent of murders resulted from the use of firearms, and more specifically, 57.3 percent of murders were attributed to handguns. The percentage of murders committed by firearms in Pennsylvania has risen significantly since the early 1990s. 11 In 2014, victims murdered by strangers only accounted for 3.1 percent of all murder victims, while 9.2 percent were killed by family members. In addition another 26.5 percent were murdered by persons known to them, but who were not family members, such as friends and neighbors. Therefore, 35.7 percent of murders were committed by someone known by the murder victim. Data indicates that for a large percentage (64.3 percent), the offender s relationship to the victim has not been determined or is unknown. Murders are often committed in conjunction with another felony or an argument. During 2014, 48.1 percent of the victims were murdered within circumstances associated with other felonies. The most common felony circumstances were robberies and drug abuse violations.
