2 Green Jobs in Asia Project Objective To deepen ILO constituents understanding and commitments for the promotion of gender sensitive green jobs opportunities and a just transition for workers and employers towards a low-carbon, climate resilient, environmentally friendly development Target Countries: Bangladesh, Indonesia, Nepal, Philippines and Sri Lanka Budget: AUD 3 Million Donor Agency: Government of Australia Duration: 2 years (September 2010 June 2012)
3 Project Strategy Green Jobs in Asia Project 1. Increased access to reliable sources of data and information on green jobs and training, including on the employment impacts of environment-related policies, good practices and skills needs 2. Green jobs mainstreamed in national labour and social policy of participating countries 3. Green Jobs demonstration programs which respond to the different needs of women and men, implemented in specific sectors selected based on consultations with ILO constituents
4 Main Activities Green Jobs in Asia 1. Convene a national green jobs conference 2. Econometrics study on the environment-employmenteconomy linkages 3. Training/information program addressing the particular needs of the social partners 4. Setting-up a tripartite task force on green jobs 5. Demonstration project/support to national programs for the creation of green jobs and decent work

Convene a national green jobs conference a) ILO constituents primary target b) Wide audience (government, private sector, NGOs, academia) c) Address specific opportunities and challenges linked to green jobs d) Sharing of experience with other countries, national stakeholders, in various sectors e) Employment, decent work, green business, skills, etc. f) Sharing of specific activities at country level g) Launch a national inclusive process on Green Jobs h) Road map for the Green Job in Asia project at country level

Econometrics study on the environmentemployment-economy linkages in Indonesia a) Assessing of employment-environment linkages through modeling b) Quantify number of green jobs, gaps in decent work c) Close collaboration with national government d) Launch of process of consultations on the concept of green jobs e) Identify opportunities for employment, smart climate policies that can create jobs f) To present results to the tripartite task-force for policy making

Training/information program addressing the particular needs of the social partners a) Specific program for trade unions & employers (and government) based on needs assessment b) Enhance understanding on climate change policies and employment implications c) Enhance technical and / or organizational capacities for effective social dialogue for the promotion of green jobs and just transition d) Mapping of opportunities /constraints & best practices e) Development of guidelines / position paper f) Case studies link to technical project

Set-up tripartite task force on green jobs (or other mechanism) a) To be proposed to ILO constituents b) To support, guide policy and technical activities on green jobs and national level, with support from ILO c) Enhance mainstreaming of green jobs under the labour/social agenda at the national level d) Enhance synergies with climate policies, by including employment and livelihood among criteria for decision making under environmental policies

Demonstration project/support to national programs for the creation of green jobs and decent work a) sector based study to review challenges and opportunities for green jobs b) policy paper on green jobs in this sector c) pilot technical program at provincial level through the development of green products and services d) training of social partners e) skills development, entrepreneurship, for green jobs and youth program Options include: sustainable tourism, waste management, social green housing, renewable energy, etc
