3 CD/09/14 1 RESOLUTION 14 Cde fr Gd Partnership f the Internatinal Red Crss and Red Crescent Mvement The Cuncil f Delegates, Recalling Reslutin 3 f the 2007 Cuncil f Delegates which welcmed the Cde fr Gd Partnership initiative and encuraged all cmpnents f the Mvement t further develp this Cde, welcming with appreciatin the adptin f the Cde fr Gd Partnership by the 2009 General Assembly f the Internatinal Federatin f Red Crss and Red Crescent Scieties, taking nte with appreciatin the cnsultatin with Natinal Scieties and wrk cnducted by the task frce members, in particular f the Clmbian Red Crss, Finnish Red Crss, Indnesian Red Crss, Mzambique Red Crss, Netherlands Red Crss, Swedish Red Crss, the Internatinal Federatin, and the ICRC t develp this Cde, reaffirming the imprtance f the Cde t cmplement already existing plicies, t imprve and strengthen the Mvement as a whle and each Mvement cmpnent individually, t set cmmitments and minimum standards f behaviur in wrking tgether mre efficiently and effectively. bearing in mind the need t cntinuusly prmte the Cde t ensure implementatin, accuntability and cmpliance twards the stated cmmitments, 1. urges the Natinal Scieties, the Internatinal Federatin and the ICRC t adpt the Cde fr Gd Partnership f the Internatinal Red Crss and Red Crescent Mvement, 2. urges Natinal Scieties, the Internatinal Federatin, and the ICRC t state their individual and cllective cmmitment t implement the Cde and t participate in the mnitring and cmpliance mechanism, 3. calls upn all cmpnents f the Mvement t reprt back and share experiences in cmplying with the Cde t the next Cuncil f Delegates, 4. invites the task frce members t cnsider any further cmments n the Cde t ensure its implementatin and cmpliance.

6 CD/09/14 4 CODE FOR GOOD PARTNERSHIP OF THE INTERNATIONAL RED CROSS AND RED CRESCENT MOVEMENT Original: English Versin 4: 07 Octber 2009 Preamble Respectful behaviur is key t successful partnerships which are needed t prevent and alleviate human suffering wherever it may be fund 1. This Cde fr Gd Partnership (the Cde) sets ut cmmitments and minimum standards f behaviur in partnerships. By adhering t this Cde, cmpnents f the Internatinal Red Crss and Red Crescent Mvement (the Mvement) cmmit t strengthen their partnerships, and wrk tgether mre efficiently and effectively. The Cde builds n the Fundamental Principles, the statutes f the Mvement and its plicy framewrk, taking int accunt the specific mandates and nature f the Red Crss and Red Crescent Natinal Scieties as auxiliaries t their public authrities in the humanitarian field and the mandates f the ICRC and f the Internatinal Federatin. In the spirit f mutual respect, Mvement cmpnents will apply this Cde t all their partnerships t realize a cmmn gal. The partners recgnize that mre can be achieved by cmbining their different capacities and having shared and individual respnsibilities. Institutinal partnerships are ultimately abut relatinships between peple. Successful implementatin requires that all staff and vlunteers understand and adhere t it. Leaders have a particular rle t act respnsibly by fllwing and prmting the Cde. The Cde is a practical and dynamic tl that facilitates cntinuus learning and develpment. Cmmitment t implement the Cde, includes participating in its mnitring and cmpliance mechanism, and sharing experiences. The Cde has been adpted by the Cuncil f Delegates. Each cmpnent f the Mvement will subsequently recrd its individual cmmitment t practical steps it will take t implement and further develp the Cde. 1 Preamble f the Statutes f the Internatinal Red Crss and Red Crescent Mvement, adpted by the 25th Internatinal Cnference f the Red Crss at Geneva in 1986, amended in 1995 and 2006.
7 CD/09/14 5 Cmmitment ne: Respect and empwer vulnerable peple Indicatrs Respecting the needs and dignity f vulnerable peple in all ur activities. Vulnerable peple are recgnized and empwered as stakehlders, and their needs and capacities are key t priritising ur activities The active participatin f vulnerable peple is sught in all stages f prgramme planning and implementatin. Natinal and lcal netwrks are strengthened t supprt the peple and cmmunities. Indicatrs Cmmitment tw: Practice diversity and cultural sensitivity Diversity, cultural awareness and sensitivity are key t making partnership wrk. Behaviur in partnerships values diversity, cultural awareness and sensitivity respecting Fundamental Principles. Differences in rganizatinal cultures are recgnized and respected as far as they are cmpatible with the Fundamental Principles. Cmmitment three: Ensure integrity Integrity enables gd partnership and effective prgramming. Indicatrs Partners cmply with Mvement reslutins and their wn declared bjectives, plicies, rules and regulatins in full accrdance with the fundamental principles. Partners ensure legal cmpliance, effective gvernance, respnsible fundraising and strng financial versight. Openness and transparency are demnstrated regarding strategies, financial and human resurces management, cmmunicatins, and service delivery. Accuntability twards beneficiaries, affected ppulatins, the public and dnrs is actively prmted.
8 CD/09/14 6 Cmmitment fur: Wrk tgether as partners within the Mvement Wrking in partnership is a cllective and individual respnsibility strengthening all cmpnents f the Mvement. Indicatrs The different mandates f the Mvement cmpnents and the rle f each Natinal Sciety in its wn cuntry are respected and mutually supprted. Partners wrk within a cmmn Mvement plicy framewrk and implement the statutry and peratinal decisins. Partners establish and actively participate in crdinatin and cmmunicatin mechanisms at different levels. Partners capacities are mutually strengthened, imprving the capacity f the Mvement. Cmmitment five: Cperate with actrs utside the Mvement Cperatin with actrs utside the Mvement is sught when it imprves the lives f vulnerable peple and is in cmpliance with the fundamental principles f the Mvement. Indicatrs Partners dialgue and crdinate with actrs utside the Mvement, in particular, with the respective States, taking int accunt the specific nature f the Red Crss and Red Crescent Natinal Scieties as auxiliaries t the public authrities in the humanitarian field. Partners engage with actrs utside the Mvement t influence decisin-makers and the public n the basis f the Fundamental Principles. Partners build relatins utside the Mvement t mbilize resurces t imprve the life f vulnerable peple.
9 CD/09/14 7 Implementing the Cde The implementatin prcess, which includes the fllwing elements, cnsists f a cntinuus cycle: Cmmitment Each Mvement cmpnent expresses its plitical will t adhere t this Cde and t allcate resurces t enable the applicatin, mnitring, reprting and learning. Mvement cmpnents that endrse this Cde are recgnized as being cmmitted t the Cde fr Gd Partnership. Applicatin In applying the Cde, each Mvement cmpnent cnsiders the fllwing steps at rganizatinal level: The Cde is reflected in rganizatinal strategies, plicies, prgrammes and services. The Cde becmes an integral part f human resurce management, including staff and vlunteers regulatins, jb descriptins, briefing and training t all staff and vlunteers. Fr each partnership arrangement, partners apply the Cde cntext specific. In ding s, the fllwing actins, amng thers, are taken: The Cde is applied in all Mvement dialgue and negtiatins. used t recgnize the different capacities f partners. used t strengthen the skills and capacities t wrk in partnership. integrated in any Mvement cperatin and crdinatin mechanism. explicitly incrprated in all agreements between Mvement partners. integrated int all meetings and initiatives taken by Mvement partners. prmted in cperatin with external partners.
10 CD/09/14 8 Mnitring and cmpliance mechanisms The Cde serves as a framewrk fr this prcess and prvides indicatrs t analyse and review the partnership. Impact assessment is based upn regular and systematic mnitring f partnership perfrmance against this Cde. Partners define mnitring and cmpliance mechanisms and adapt them t different cntexts and needs f their partnerships. Mnitring is a vluntary prcess t ensure cntinuus imprvement and rganizatinal learning thrugh review f achievements against bjectives as set in agreements. Mnitring entails self-mnitring, dialgue, peer review and ther frms f review. Prblems related t lack f cmpliance f the Cde shuld be reslved amng the partners, and advice may be sught frm peers. Reprting, learning and develpment The partners carry ut reprting as stated in their partnership agreement. The purpse f reprting is t share gd practices amng the Mvement, including thrugh a website. Cmmitted partners cnstitute a task frce at a glbal level t supprt the implementatin f the Cde by advancing cntinuus learning and develpment. The task frce, amng thers, prmtes the Cde, cllects gd practices and experiences, publishes lessns learnt, and lists gd practitiners. The Internatinal Federatin has a specific respnsibility t supprt its members in implementing the Cde. The Internatinal Federatin and the ICRC will cmpile reprts n the implementatin f the Cde t each Cuncil f Delegates.
