6 What is a UAV? Do I need to get approval from the FAA to fly a model aircraft for recreation? 2012 Act. 13 UAV rules The Public official Who can legally operate UAS in the U.S.? UAS can be legally operated with approval from the FAA through a Certificate of Authorization (COA). The COA process takes approximately 60 days to complete. COAs are granted to public (federal, state, and local government) agencies that are operating public aircraft (refer to 14 CFR 1.1).
