The COO oversees and directs business operations of clinics and programs as assigned, assists in meeting grant reporting requirements, supervises Program Managers as assigned, assists the CEO in developing and implementing corporation policies and procedures, and community collaborations, coordinates with the CFO in budget management, and monitors achievement of clinic strategic objectives. The Chief Operating Officer reports to the Chief Executive Officer. Essential Functions: 1. Promotes the mission of Summit Community Care Clinic. 2. Exercises the authority necessary for the effective administration, management and direction of the clinic. 3. Oversees, directs, and coordinates business practices and operations of the clinic 4. Analyzes costs, operations, and forecasts data on services and program activities in coordination with CFO, Clinic Managers, to monitor progress in meeting program and service operational targets 5. Participates in formulating and administering clinic policies and procedures, in developing long-range goals and objectives, and in implementing and monitoring compliance and progress with policies, goals, and objectives 6. Oversees and directs the development of facility/equipment improvements and expansions, and coordinates major repairs or maintenance projects as assigned 7. Performs or directs the assessment and completion of facility improvement needs, and reviews general service functions to determine efficient and cost-effective options 8. In collaboration with the Operations Manager, assures compliance of programs and services with funding and regulatory requirements 9. Participates in interviewing and hiring of management staff and makes recommendations for employment to the CEO or designee 10. Coordinates with Director of Human Resources, Clinic Managers, Program Supervisors, and other staff to organize staff development and staff education programs 11. Supervises, trains, and evaluates management staff in business and operational activities. 12. Provides administrative leadership in customer and staff satisfaction to promote improvement of patient and staff experience Additional Tasks/Responsibilities: 1. Participates in initiatives to improve quality of care, patient satisfaction and employee satisfaction including practice management, electronic health records, and patient centered

3 medical home models 2. Participates in the administrative planning team and on other internal or external committees and groups as assigned by the CEO 3. Reports regularly to the Chief Executive Officer on the progress of the Health Center s Privacy Rule compliance program and ongoing efforts to improve the Health Center s privacy practices. 4. Reviews the Health Center s information privacy plans to promote optimum compatibility of the Privacy Rule compliance program with the practices implementing the HIPAA Security Rule. 5. Cooperates with the Department of Health and Human Services and other agencies charged with enforcing the Privacy Rule or other applicable privacy laws in any compliance reviews or investigations. Master's Degree in Business or Public Administration, or a Health Discipline with a focus on Administration preferred. Candidates with a Bachelor s degree in Business, Public or Health Administration may substitute an additional two (2) year of qualifying experiences for the Master s Degree. 2. Three (3) years of progressively responsible high level management and supervisory experience in similar organizations providing direct health services with specific knowledge, experience, and demonstrated ability in the areas of, personnel development and management, professional staff development, organizational evaluation, communication, and leadership skills in an ambulatory medical care setting with preference given for experience in Community Health Centers. Language Ability: Ability to read, write and clearly speak the English language. Ability to read, write and clearly speak the Spanish language a plus. Ability to interpret a variety of instructions and deal with multiple linguistic cultural variables. Reasoning and Mental Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to exercise independent judgment. Self-directing and organized. Ability to reason objectively. Ability to assess, project and plan for patient s needs. Ability to interpret state/ federal/agency regulations. Ability to document concisely, accurately and in timely manner. Ability to handle a variety of duties which may be interrupted or changed by immediate circumstances. The COO performs a variety of duties involving broad ranges of activity, including assessment, planning, implementation and evaluation of services and resources needed for the coordinated delivery of health care services. The position requires the ability to interact with the low-income public, community representatives, office staff and managers. The position requires the ability to supervise staff, including encouraging, teaching, and disciplining. The ability to make appropriate decisions based on fact and knowledge is required. The ability to effectively conduct long range planning is required. Interpersonal Skills: Ability to relate cooperatively and constructively with patients, co-workers, administration, physicians and providers, community agencies, referral sources, regulators and other health team members. Ability to enlist the cooperation of others. High tolerance for stress. Computer Skills: To perform this job successfully, an individual should have a solid knowledge of word processing software, spreadsheet software and database software.

Supervisory Responsibilities: Clinic Managers as assigned by the CEO Work Environment: The work environment is in a healthcare setting and can be fast paced and involve working directly with patients and healthcare professionals. Many of our patients with chronic disease have a minimal level of health literacy and a significant number of barriers to accessing health care. The individual may also work in a clerical setting.
