8 What are Tekes programmes? Tekes programmes are complete packages of financing and expert services, Aimed at the most important targets in terms of the future of Finnish business and society Tekes finances research and development projects aimed at specified areas and provides programme services that support a programme s objectives About half of the financing granted by Tekes is channelled through Tekes programmes DM 30256

9 How do Tekes programmes originate? The ideas for new programmes are based on initiatives by Tekes customers and the focus areas in Tekes strategy. The focus areas are made in interaction with society and business Tekes plans the programmes in open seminars and in cooperation with business organisations and associations, companies, universities, research institutes and those involved in public administration The decision to launch a programme is taken by the Tekes board. Planning a programme does not necessarily mean that it will be launched DM 30256

10 Programmes are Tekes choices for the greatest impact of R&D funding In 2009, 49% of the funding granted by Tekes was channelled via the programmes. 49 % 51 % The rest of Tekes funding is granted to projects that are outside the programmes. The focus areas of these projects are not generally restricted DM 30256

12 Tekes programmes key indicators 2008 There were 29 ongoing programmes Companies participated in about 3,300 and research units in about 1,400 programmes projects The combined investment by Tekes, companies and research units in the programmes amounted to 532 million euros Tekes finances programme coordination and about half the costs of a programme s projects The other half of the costs of a programme s projects are paid by the companies and research institutes participating in them Projects of small- and medium size companies accounted for 66 percent of all programmes company projects DM 30256

13 How do Tekes programmes benefit society? Tekes programmes have been one of the most important of Tekes work tools for more than 20 years, with surveys showing that they strengthen the national competence base promote business regeneration and competitiveness promote research activity increase cooperation among companies, research organisations and the public sector DM 30256

14 What do Tekes programmes offer companies and research organisations? The benefit for programme participants is more than just the funding of a single project. The programmes offer financing for research and development projects in line with the programme s objectives; programme services that promote the participants networking international operations business competence development research results being transferred to SMEs a community where competitors can also come face-to-face as partners; opportunities for obtaining publicity for the results of the projects carried out in a programme DM 30256

16 Background The programme forms part of the government resolution on design policy dated June 15, 2000 Design becomes increasingly important as the technology becomes a commodity. This creates substantial potential for the design industry. Apart from the global enterprises such as Nokia, Fiskars, Metso, etc. The use of design within Finnish industry is unsatisfactory. The design consultancies in Finland are relatively small The design research tradition of the field is young DM Copyright Tekes

22 DESIGN 2005 programme evaluation A total of 35 projects (17 research institutes and 18 companies) responded to the web survey and the supplementary interviews Programme results relative to the objectives: Developing the standard of research on design Developing the utilisation of design in product development and business strategies Developing the competence of design firms and strengthening their service operations

23 Summary and conclusions from programme evaluation The programme has been a success from the point of view of research and general expertise in the branch New research capabilities have been created The programme was successful in the development of new procedures as well as new products Utilisation of the results and combining research and business are still a challenge. Investment in the development of tools and methods will be necessary in the future Participation by design firms was clearly limited by their small size. Renewal of the branch would require more partnerships and the development of networks and international contacts Developing the branch in a more strategic direction, taking into account the perspective of small design firms, is a key challenge in the future

24 Summary and conclusions from programme evaluation (2) The programme played a key role in increasing awareness of the function of industrial design The programme succeeded in creating co-operation in a branch that comprises many different players It is important for the future development of the branch that design has now been included in Tekes agenda.

25 TUPAS Structure and operation in Finland Tekes, National Technology Agency of Finland DM

26 TUPAS- structure and operation in Finland TUPAS service will help SMEs by bringing the best experts available to SMEs to solve smallish but technologically challenging problems occurred in SMEs. In the TUPAS service SMEs are able to get grants from Tekes to cover the expenses caused from technology transfer. The long-term aim of these small projects is to encourage SMEs to exploit more research services and to bring SMEs and research organisations to closer and more active co-operation.

32 Strategic centres for science, technology and innovation DM

33 Strategic centres are new environments for knowledge creation Develop and apply new cooperation, cocreation and interaction methods that enable speeding up of the innovation process. Establish creative and innovative research and development environments where different competences can be combined in an application-driven way. Aim at close cooperation where the personnel of different parties involved in the centre s research programmes carry out work in the same physical premises. DM

34 Coordination and virtual research organisation The centre will consist of the coordinating function jointly owned by the parties, and a virtual research organisation. A non-profit limited company will be responsible for the centre s operations; the company s shareholders include relevant companies, universities and research institutions. DM

36 The shareholders of the strategic centres determine the direction The company s shareholders will prepare a strategic research agenda for the centre and decide on how the agenda will be carried out. The parties who are not shareholders can participate in the centre s research programmes and projects.

37 Relevance to guide strategic decisions Strategic choices need to be made in national research, development and innovation policy. The choices are based on the economic and social relevance, corporate strategies and existing competence base. These are shared choices - companies, universities and research institutions are involved in the process. Long-term public funding and operative continuity is ensured for selected areas. DM

38 Close cooperation will deploy R&D results quicker In order to be able to renew, and speed up innovation operations, new R&D&I processes and structures aiming at close cooperation and versatile networking are required. The new structures must support both long-term strategic research and shortening the innovation chain. They must stimulate R&D&I excellence of world class quality. DM
