1 THE ROYSTER GROUP CONSULTANTS IN EXECUTIVE SEARCH TITLE: ORGANIZATION: Chief Human Resources Officer BACKGROUND: is governed by the Atlanta Board of Education and Superintendent, Erroll Davis. Mr. Davis previously served as the Chancellor of the University System of Georgia, where he was responsible for the state s 35 public colleges and universities. has an active enrollment of 54,956 students, attending a total of 100 schools: 59 elementary schools (three of which operate on a year-round calendar), 16 middle schools, 10 high schools, and 7 charter schools. The school system also supports two alternative schools for middle and/or high school students, two community schools, and an adult learning center. When students pass through doors and embark upon a journey toward academic excellence, our client gives them the confidence, social skills and intellectual capacity required to successfully compete in college and in the global marketplace. HIGH SCHOOL TRANSFORMATION leverages success and lessons learned from elementary school reform strategies, and with the support of the Bill and Melinda Gates Foundation, they began to focus on improving all of their high schools. Research revealed that secondary students learn better in smaller, more personalized settings. All of APS high schools offer small, personalized environments that provide rigorous and engaging learning opportunities to adequately prepare every student. Our goal is to provide an engaging environment that fosters student achievement and academic success. MIDDLE SCHOOL TRANSFORMATION APS continue their efforts to enhance the academic experience at the elementary and high schools; in addition, with the transformation work at the middle school level. The response to the opening of two groundbreaking singlegender academies - the B.E.S.T. Academy at Ben Carson and the Coretta Scott King Young Women's Leadership Page 1 of 5

2 Position Specification - Page 2 Academy - has been overwhelming. Both schools opened in August 2007 with sixth grade and will continue to add a grade every year until 12th grade. Although not every middle school will follow the single-gender model, all schools will offer engaging, quality instruction and support to prepare students for success beyond graduation. TARGETED REFORM MODELS Implementing school-level targeted reform models will allow us to sustain our gains and continue to effectively serve our students. However, we understand that in order to provide all of our students with a world-class education, we need to enhances APS mathematics and science curriculum. With the support of a $22.5 million grant from the GE Foundation, they are implementing instructional foundational strategies to support a comprehensive implementation of the Mathematics and Science Initiative. The district is attracting top-notch math and science educators and private-industry experts who value their craft. In addition, the district is delivering captivating math and science lessons that will generate renewed widespread interest in mathematics and science. Early indicators show that high school transformation work is yielding positive returns. And APS is confident that the middle school transformation work, coupled with Mathematics and Science Initiative, will produce the necessary results that demonstrate the commitment to making a difference in the lives of all students. LOCATION: Atlanta, Georgia REPORTING RELATIONSHIPS: BASIC FUNCTION: Reports to the Deputy Superintendent for Operations, with a total staff of direct reports. The provides HR leadership to include the development of standard operating procedures, service level agreements, and performances objectives for the HR department. Assists the Deputy Superintendent for Operations in all areas of HR service administration and adheres to and complies with all applicable federal, state, and local government requirements. This position has a dual reporting Deputy Page 2 of 5

3 Position Specification - Page 3 structure; reporting to both the Superintendent and the Deputy Superintendent for Operations. RESPONSIBILITIES: Assists the Deputy Superintendent for Operations (DSO) in general administrative HR operations to achieve the educational goals of Atlanta Public Schools, including assistance in the preparation and administration of budgets, and support for the implementation of instructional and non-instructional initiatives. Serves as a member of the Superintendent s Expanded Cabinet. Will be responsible for day-to-day HR operations. Acts as a problem solver/mediator for high-level concerns that rise to the level of the Deputy Superintendent for Operations. Will be responsible for the coordination of all operational functions of the HR department and the scheduling and implementation of new HR programs and performance standards. Supervises all direct reports: Executive Director(s)/ Director (s) and HR Managers. Develop ongoing and collaborative relationships with internal and external stakeholders to ensure adherence to internal controls and the timely development of HR processing. Attends all Board meetings and prepares appropriate reports for the Board as the Superintendent may request. Manages the departments staff s performance; evaluates the department s effectiveness; and plans, schedules, and conducts departmental meetings. Performs other duties as assigned by the Deputy Superintendent for Operations (DSO). Deputy Page 3 of 5

EDUCATION: Master s degree in Business Administration, HR Management, Management or Public Administration is required. PHR or SPHR is preferred. EXPERIENCE: IMPACT OF ACTIONS: DECISION MAKING: COMMUNICATION: MANGERIAL SKILLS: 7 to 10 years experience in the management of HR operations and experience sufficient to successfully perform the essential duties of the job. Prior K-12 experience HIGHLY preferred. Proven ability to work under pressure and coordinate within all levels of District management. Highly Complex: Supervisor is available to review established departmental and/or organizational objectives. Independent judgment is required to recommend departmental or organizational objectives. Internal: Requires regular contact with internal personal of importance and influence. Team player and ability to work interdepartmental and interdivisional teams. External: Requires regular contact with external persons of importance and influence. Provides foresight to organizational and strategic planning based on current and past economic trends. Responsible for supervising multiple functions with full accountability for effective operation and results. Excellent written and verbal communications skills; excellent presentation skills and ability to develop executive presentations. Ability to apply new policies and update the Human Resource policy and procedures. High attention to detail; strategic thinker, ability to develop a strategic framework for comprehensive school reform and its integration to APS. TECHNOLOGY: Applies, recommends, and implements advanced technology concepts to improve the efficiency and effectiveness of multiple divisions. Deputy Page 4 of 5
