STRATEGY The Maritime security strategy at the Republic of Azerbaijan was approved by the Presidential Decree No: 3130 dated 11 September 2013.

2 STRATEGY The Maritime security strategy at the Republic of Azerbaijan was approved by the Presidential Decree No: 3130 dated 11 September The Strategy is based on the principles and rules of international law, UN Charter, sovereignty, territorial integrity, inviolability of the borders, bilateral negotiations and co-operation between the competent authorities. The document is aimed at promoting maritime safety and security, economic and energy security as well as protection of energy infrastructure at sea.

LEGISLATION -The requirements of International Maritime Conventions are properly implemented by the Republic of Azerbaijan through the application of various administrative regulations which

3 LEGISLATION -The requirements of International Maritime Conventions are properly implemented by the Republic of Azerbaijan through the application of various administrative regulations which implement the requirements of IMO Conventions. -Implementation is carried out through: -Laws of the Republic of Azerbaijan. -decrees and orders of the President of the Republic of Azerbaijan. -resolutions and orders of the Cabinet of Ministers.

4 LEGISLATION 1. Current planned ratifications of maritime conventions by the Republic of Azerbaijan: -The United Nations Convention on Law of the Sea, ILO Maritime Labour Convention, Limitation of Liability for Maritime Claims Protocol 1996

5 ADMINISTRATIVE CAPACITY The National Competent Authority in the area of maritime safety, security and environmental protection is The State Maritime Administration of the Republic of Azerbaijan.

6 ADMINISTRATIVE CAPACITY On 20 April 2006 The State Maritime Administration of the Republic of Azerbaijan (ASMA) was established under the Presidential Decree No Principal aims of State Maritime Administration: ensuring the implementation of the State Programs and Development Concepts within the authorities; carrying out the normative arrangement assigned by legislation in corresponding area; ensuring the implementation of the International agreements to which the Republic of Azerbaijan becomes a party; ensuring the implementation of human rights and freedoms and prevents from their violation and etc; The number of staff of SMA 84 persons. The Budget of the Administration is 3,000,000 EUROS annually. Transport and Technical Maintenance Authority has been established under the State Maritime Administration of the Republic of Azerbaijan with purpose of controlling the exploitation of maritime transport units, ensuring working conditions of equipment and navigation equipment in waters under jurisdiction of the Azerbaijan.

8 ADMINISTRATIVE CAPACITY National Competent Authority for Flag State Implementation. -The Flag State Implementation is carried out by the Maritime Safety Center under the State Maritime Administration of the Republic of Azerbaijan -Main purpose of the Center is to ensure safety system of the maritime navigation operation, inspection of vessels and effective arrangement of harbor master operation, to provide pilotage services that defined by the Administration. -Number of staff 135 persons. -Budget 8,000,000 EUROS.

OPERATIONAL ASPECTS With purpose of supporting the practical operations Long Range Identification and Tracking National Centre (LRIT) has been established at the State Maritime Administration of the

10 OPERATIONAL ASPECTS With purpose of supporting the practical operations Long Range Identification and Tracking National Centre (LRIT) has been established at the State Maritime Administration of the Republic of Azerbaijan. The Centre ensures arrangement of safety navigation system, implementation of the navigation regime of the ships in the territorial waters of the Republic of Azerbaijan, providing the safety navigation and control on the protection of maritime environment.

11 COORDINATION The LRIT National Centre coordinates operations such as search and rescue, emergencies at the sea, control on vessel traffic and etc. with relevant institutions, namely Ministry of Emergency Situations and State Border Service. Additionally there are agreements on joint activity plans between the authorities.

NEEDS In 2012 the Twinning project which is financed by EU was launched with purpose to implement the requirements of European Union legislation and IMO Conventions in maritime field into Azerbaijan

12 NEEDS In 2012 the Twinning project which is financed by EU was launched with purpose to implement the requirements of European Union legislation and IMO Conventions in maritime field into Azerbaijan national legislation. Within this twinning project merchant shipping code of the Republic of Azerbaijan was redrafted and upgraded and law on ports of the Republic of Azerbaijan has been adopted and drafts of the relevant regulations have been submitted to us by our Spanish colleagues.

13 NEEDS Another Twinning project Support to the State Maritime Administration to improve Liability in Maritime Transport in the Republic of Azerbaijan identified one of the main needs for the Republic of Azerbaijan and its draft project has been submitted and approved to European Union.
