4 Technology that makes sense Electronic tolling has many different facets and Siemens masters them all. This means you define and concentrate on your objectives without worrying about technological restrictions; we make sure you achieve them quickly, simply and cost-effectively. Whether you want to introduce road pricing in large urban areas or congestion charging in cities (City Tolling); a common toll system for freeways, roads and bridges (Single Lane Tolling); or a barrier-free toll system that is implemented on motorways or as a nationwide system (Open Road Tolling), we will leverage our extensive experience to make sure you achieve the expected results quickly, simply and cost-effectively. 4
5 For many roads it will not be long before toll-free usage will be a thing of the past. We can help you find solutions that are fair and economically efficient whatever the technology Road pricing: with satellite support for fair road-use prices Many experts are convinced that, by 2010, nearly all industrial nations will have introduced road pricing to control traffic. Roads during rush hour will then be more expensive than in off-peak periods, resulting in a switch to driving at quieter times of the day that will reduce congestion and, at the same time, lower the cost of driving. That s a fair solution and not just a pipe dream for the future. In the USA our pilot project based in Seattle demonstrates how satellite-supported positioning is an innovative toll system already in use today and working well. On-Board Units (OBUs), the small devices installed inside the car, transmit and receive the necessary data via a radio interface while central computer systems process the data, thus creating the basis for making traffic forecasts, preparing statistics and billing the road users. And it can all be done without any roadside construction work! Barrier-free tolling: domain of Single Lane systems, but for how long? So far, single lane systems be they manual, hybrid or electronic have been the norm for routes with a defined start and finish. This means the fee is collected by a person in a tollbooth or, more elegantly, the fee is registered and booked by a device in the car. This is done via short-range radio communication. Both technologies reduce the speed of traffic considerably. Experts share our opinion that, in future, barrier-free Open Road Tolling (ORT) will be accepted as the standard. We at Siemens are already well-prepared. Overview of toll systems Electronic Toll Systems City Tolling: three ways to reduce congestion Since congestion charging was introduced in the center of London, traffic has decreased by around 20 %, delays due to traffic jams have fallen by around 30 % while the average speed has increased by 21 %. The authorities in London decided in favor of a video-based toll system. But a city toll based on conventional tollbooths would also have been possible, with the fees being booked manually or electronically. The most modern and demonstrably most reliable solution is satellite-based toll collection. Whatever you choose, we can deliver. 9 The Puget Sound Toll Pilot Project, Seattle/USA 3.2 million people 16,300 sq. kilometers 8,000 road segments No additional roadside infrastructure Accuracy > 98 % Intelligent road pricing (flexible tariff structure) Communication via GPRS Software updates, road segment and tariff changes can be done remotely Our toll solutions are already reducing congestion in many different countries with rapid amortization of the related investment The largest toll ring in the world: Oslo, Norway There has been a manual and electronic toll system on the roads leading into Oslo since Siemens designed and integrated all the equipment, created an extremely effective back-office and took on responsibility for maintenance and servicing. The system is highly profitable, cost-efficient and runs 24 hours a day, 7 days a week. In the first year after introduction, traffic decreased by around 10 %. A third of the not inconsiderable income is used to improve the infrastructure. The direct route over the Alps: the Brenner freeway in Austria The Brenner freeway in Austria connects the Italian and German freeway networks and passes directly over the Alps. In 1993, Siemens won the installation of a complete turnkey toll system. It had to be simple to operate and ready in a mere 12 months. We succeeded in fulfilling both these requirements. Our backoffice for the system functioned so well that, since 2001, it has been used for all toll roads in Austria, apart from the truck tolling system. The first large-scale GPS-based area toll system: Seattle, USA In 2004 we implemented the first satellite-supported toll system based on a mobile radio network in the Seattle region in the US state of Washington. A complete success! The road pricing scheme helps channel traffic across the entire region over less congestion-prone routes. Within a very short delay, the system can be extended to cover several hundreds of thousands of users. The world s best known congestion charging scheme: London, UK Since the city of London started charging drivers for entering the toll zone between Tower Bridge and Hyde Park, the number of cars has been reduced by 18 %, congestion by 30 % and particulate matter pollution by 15 %. With annual revenues of 100 million euros, the investment will soon have paid for itself. We supplied the technology for the automated recording of all vehicles entering the zone and for fee calculation. 9
