2 Every year across the nation and the planet, Swiftwater rescue calls come pouring in. Tragically, people often lose their lives during these crises. These lives include citizens out for a walk, or that go on a fishing trip, or a family fun day floating the river on an inner tube, or the occasional Sunday drive to the mountains in the family vehicle, as well as numerous others. Sadly, those that respond to these emergencies are also put in danger with sometimes tragic results. It is time for us to ensure that we provide the training needed to protect our men and women in the Fire Service, Law Enforcement, EMS and Rescue Service. It is time to provide the best hands on and safe training environment, it is time to make a difference. In the wake of the 2013 floods we believe it is time for a world class state of the art water rescue training facility in the center of the American West!

3 We Introduce-The Rapid Water Rescue Training Course

4 Why this facility is so important- The 2013 floods hit Lyons and both citizens and first responders across the county responded to assist with rescues, all of them saw first hand how powerful mother nature can be. Lyons had the longest search and rescue mission in the county during this devastating flood that went on for numerous days. While firefighters were more than overwhelmed by the 911 calls coming in, there was also a shortage of trained and certified swiftwater rescue personnel county wide and across the state. While we were lucky this time in not loosing lives of rescuers, we may not be next time. This facility will offer more than just a 30 day window for rescuers to train, but it will offer one of a kind actual hands on training in a safer environment. It will also allow not just the community of Lyons to be better prepared for another disaster in the future; but will also prepare communities and their responders statewide and possibly nationally in saving lives! This facility will serve for many years as a leading educational facility benefiting rescue personnel and also citizens and providing them strong resilience in being better prepared for a future disaster.

6 The venue provides a safer way to perform an actual water rescue scenario with live victims inside a vehicle

7 80% of all Swiftwater rescues are to recover people from flooded vehicles. Vehicle is drained of all fluids and hazardous components are removed Vehicle is anchored into channel preventing movement Environmentally friendly and safe Flow Rates can be stopped at the push of a button

8 * Walkways around channel provides safe and flat footing *Multiple anchor points for high lines and boat operations * Wide channel allows use of rescue boats *Channel and rapids provide a safer real life river flow for boat operations

11 The channels are easily constructed from pre- formed channel floor and walls.

12 The Rapid block system- these moveable blocks are locked in place in the bottom of the channel. Blocks can be moved to allow different flows and effect in the water channel. These RapidBlocs provide the ability to create varying scenarios.

14 The facility can also be used for kayaking providing an operating model that helps support the costs of the channel system

19 The swiftwater training facility would also provide the ability for rescuers to train at night. This is a very important detail as it is far too dangerous to put rescuers in a live river at night in an uncontrolled environment. This scenario does not happen due to the high danger This would allow rescuers the chance of a lifetime to be able to do actual night training because numerous actual swiftwater rescues happen at night and rescuers do not have real life training to be prepared for these dangerous events!
