4 1 About PEER 1.1 Background PEER aims to develop and test an innovative learning environment for older adults (50 plus) and to advise senior citizens platforms, third age universities or other training providers for older adults on appropriate web 2.0 based learning opportunities available for this target group. 1.2 Aims and objectives of PEER - Develop a didactical concept for senior citizens platforms, helping operators of such platforms and third age universities to introduce older adults to PEER learning approaches based on scientific standards (relevant literature, field research). - Identify, screen and collect lightweight open source web 2.0 tools which support the PEER learning approach (bank of open source web 2.0 tools) and review them (Pilot version of PEER learning environment, final PEER learning package with a set of supporting web 2.0 tools.) - Assure quality of product development by continuous assessment of the product development process based on a well-defined quality assurance framework. - Disseminate the results to an EU-wide audience via: interactive website, leaflets, presentations, press releases. - Sustainable integration into national senior citizens platforms and/or 3rd age universities of the PEER learning package in each partner country - Connect the target groups with each other 1.3 Aims and objectives of Workpackage 8: Quality assurance Workpackage 8 (WP8) aims to identify instruments and develop a framework and a handbook of guidelines for the assurance of quality standards for the proposed PEER Web 2.0 tools and for PEER learning methods. The target group for these quality instruments is the PEER consortium, while the framework and handbook are intended for operators of 50plus social networks, third age universities and training providers for older people. 1.4 Deliverables WP8 CBO is responsible for the development of: - An overview of quality assurance instruments (Deliverable 14) - A quality assurance framework (Deliverable 15) - A quality assurance handbook (Deliverable 16) Deliverable 16 is the final product of this WP and integrates D14 and D15. In this handbook instructions will be given on how to use the framework, instruments and checklists. Date: 30/09/2012 Page 4 / 12
5 While working on deliverable 14 it seemed more practical to first make a draft framework, because through the framework, the research process had better focus. In this report the overview of quality assurance instruments will be presented. 1.5 About D14 The purpose of this deliverable is to give an overview of quality assurance instruments and it gives input to deliverable 15, the quality assurance framework. 1.6 Methodological approach In the search for quality assurance instruments, the following steps were taken in this order: - A search through former AAL projects as well from LLP projects in the domain of ICT & ageing (e.g. W@ave project) - Consultation of the partners from PEER - From the documents of the screened projects we derived other important documents through the snowball method. For example through some of the documents we discovered the W@ve literature. - The draft framework was developed based on the information that was found - We formulated search terms to search the internet, like usability and older adults and social networks 2 Results identfied quality standards 2.1 Cluster 1: User needs for web tools W@ve 2.0 Survey Report Web 2.0 Needs Analysis of over 55s Needs assessment by users of internet tools ve%202%200%20social%20networking%20survey%20may%20 11.pdf This survey was designed to assess the current abilities and future needs of a sample of over-55 year olds in relation to Web 2.0 technologies. The report identifies: - the level of computer skills of the sample group - the sample group s familiarity and usage of Web 2.0 tools - the accessibility and usage of IT resources and internet access for the sample group - possible areas of interest to the sample group which may be a possible means of engaging sample group with web 2.0 tools Date: 30/09/2012 Page 5 / 12
6 Best Care for Older People Everywhere, Assessment Needs assessment users of internet tools This toolkit aims to provide ways for screening and making an assessment of the risk of functional decline of older people in hospital settings. The relevant section does not purport to address all types of assessment or provide discipline-specific or disease specific assessment tools. Domain-specific sections of the toolkit may contain more specific tools for screening or diagnostic. A Toolkit to Help Agencies Reach Ethnocultural Seniors Needs assessment users of internet tools This toolkit is intended as a resource to assist service providers to develop culturally sensitive and accessible services and information sessions for ethnocultural seniors. Includes references to various websites and sources of information, ethnic and cultural aspects and disability and impairments are taken into account. Web Accessibility for Older Users: A Literature Review Needs assessment users of internet tools This document provides a review and analysis of guidelines and articles relating to the needs of older people with Web accessibility needs due to ageing, and compares these with the needs of people with disabilities as already addressed in WAI guidelines. The focus is particularly on Europe but applies internationally as well. This review was being undertaken in order to outline the development of educational materials which can better promote the needs of people who have accessibility needs due to ageing, and potential development of profiles and/or extensions on WAI guidelines. By doing so, it sets out a number of ways in which new approaches to supporting people over the age of 65 to get online in a sustained and meaningful way can be developed Cluster 2: Selection of web tools W@ve 2.0: A social computing roadmap for senior citizens Selection of web tools: Accessibility of websites The aim of this document is to provide an instructional overview of Web 2.0 technologies with a particular emphasis on their usability for senior citizens. It provides guidelines on which Web 2.0 tools and teaching techniques work best in meeting the needs of senior citizens and suggests other websites and resources for a more in-depth study. Web Content Accessibility Guidelines 1.0 Selection of web tools: Accessibility of websites These guidelines explain how to make Web content accessible to people with disabilities. The guidelines are intended for all Web content developers (page authors and site designers) and for developers of authoring tools. The primary goal of these guidelines is to promote accessibility. Following these guidelines will also help people find information on the Web more quickly. Web Content Accessibility Guidelines 2.0 Selection of web tools: Accessibility of websites This tool shows how the accessibility and usability of websites and web applications for older people can be improved. Designing Usable Web sites for Senior Citizens Selection of web tools: usability Senior citizens face specific physical and cognitive challenges which must be addressed by designers to ensure accessibility of their Web sites. This article gives guidance to make your website usable for older adults. Remarks It is not really a tool or instrument, but an article with instructions 25 point Website Usability Checklist Selection of web tools: Usability This is a simple 25 point checklist on usability with four sections: accessibility, identity, navigation and content. 9 Remarks The health communicator's social media toolkit Selection of internet tools atoolkit_bm.pdf This is a toolkit with an overview of social media, lessons learned, strategy development, concrete description of tools: buttons and badges, content syndication, RSS feeds, Podcasts, Online videos, widgets, e-cards, electronic games, mobile health, micro-blogs, twitter, blogs, social network sites, virtual worlds. Examples of social media campaigns are also included. Not specifically for the ageing population, but very clear instructions for operators using social media. 2.3 Cluster 3: Implementation of web tools Usability guidelines related to senior users for web designers Implementation of web tools pdf This report is a summary of existing Web 2.0 technologies from the perspective of senior citizens and their needs. On page 11ff the document presents a comprehensive review on general guidelines to achieve a high degree of usability for senior users and main recommendations are highlighted. Short description Health Communication Tools and Templates Implementation of web tools This site contains many tools which can be used in developing health communication and social marketing campaigns and programmes. Many templates and shortcuts for making campaigns and outreach more successful are also given. This 11-part toolkit provides a detailed and comprehensive set of tools to help you make written material in printed formats and websites easier for people to read, understand, and use. Web-based instruments and communication with ageing population are discussed. Declining cognitive skills, reading problems and other practical issues encountered when communicating with ageing people are also discussed. Short description NIH Senior Health Tool Kit Implementation of web tools Toolkit for Trainers is a resource developed by the National Institute on Aging. Free, easy-to-use training materials to help older adults find reliable, up-to-date online health information on their own are described. The teaching materials also contain one session on how to evaluate the quality of medical information websites. Short description Implementation Plan for Web Accessibility Implementation of web tools After an organization makes a commitment to make its website accessible, it is important to plan for implementation of accessibility. This overview lists detailed considerations for the planning process, followed by resource pages with more information. 11 2.4 Cluster 4: Evaluation of web tools SEVAQ+ Evaluation of web tools SEVAQ+ is a tool developed within the framework of a European-wide initiative which provides support in setting up a shared evaluation of the quality mechanism within an institution. It s aim is to evaluate and improve technology-enhanced learning courses and structures. Survey Monkey Evaluation of web tools This tool enables the creation of an online survey with open and closed questions using templates available on internet. Templates can be used to identify users, and their preferences for services. Ten Attributes of Health Literate Health Care Organizations Evaluation of the web tools Papers/BPH_Ten_HLit_Attributes.pdf This paper describes 10 attributes of health literate health care organizations, that is, health care organizations that make it easier for people to navigate, understand, and use information and services to take care of their health. 12 3 Conclusion The main objective of this deliverable (D.14) is to provide an overview of quality assurance instruments in order to develop a framework of quality assurance for the PEER Web 2.0 tools and PEER learning guidelines. The availability of these tools indicate that a lot of work and research has been conducted into the way older adults behave on the web and the needs of this target group for using the web. A selection of the research and the web tools that are developed can be used in the development of the quality assurance Framework (D15). Although input is present for the quality assurance framework (D15), we must recognize that the success of the framework also depends on contextual conditions, that is: support, capacity, characteristics of the provider and characteristics of the website. All -in all, the information gathered from our research indicates the existence of many tools that need to be taken into consideration in the development of a technical environment for the PEER Web 2.0 tools.
