4 Corrections is at the forefront of the educational crisis with an increasing population of high school drop outs that have low academic expectations and high school graduates with enormous remediation needs. It is the mission of Corrections to return a better educated workforce to society upon release. We serve approximately 48,000 men & women in 29 facilities (94% are men). 62% of all inmates are from the Chicagoland area FY 12 stats show the top five offenses of current inmates are: homicide, controlled substance act violations, sexual assault, burglary, and assault.
5 Public Act created School District 428 on July 1, 1972 to serve the Adult Division in the Illinois Department of Corrections. On July 1, 1977, the Juvenile Division of IDOC was incorporated into School District 428. Public Act (June 1, 2006) separated School District 428 into two separate entities Department of Juvenile Justice Office of Adult Education and Vocational Services
6 OAEVS oversees all adult ed & college programs in our facilities. There are approximately 8,500 students in our programs across the state, with roughly 1,500 enrolled in multiple programs. i.e.-literacy & ASE Academic programs include ABE (Adult Basic Education), ASE (Adult Secondary Education) and Literacy. Vocational programs include construction, horticulture, food services, automotive, and many others. Vocational programs are contracted through several different colleges. Lake Land College, Richland Community College, Kaskaskia College, and Danville Area Community College.
7 IRCC currently houses 2076 inmates in six (6) housing units. Average inmate age at IRCC= Average length of stay at IRCC= 1 yr 3 ½ mo A variety of support programs are offered at IRCC to help participants deal with persistent issues: * Career Technology Training * Life Style Redirection * Anger Management * Library Services * Literacy Tutoring * Substance Abuse Counseling * Alcoholics Anonymous * Mental Health Counseling
8 IRCC has approximately 200 students enrolled in adult education, college vocational, and college academic programs. IRCC has three (3) adult education instructors and six (6) full-time college vocational staff and several college adjunct instructors. Literacy classes are offered by volunteers from Spoon River College. College vocational/academic services provided by Lake Land College, including Culinary Arts and Restaurant Management.
9 To recruit cohort students with low TABE scores or no ASE who would like to pursue a career in the Food Service Industry To provide support programs based on need to alleviate emotional/behavioral barriers to improve learning outcomes. To provide a seamless pathway from ASE programing to a college culinary arts and restaurant management programs. To develop a contextualized curriculum so students learn basic skills and vocabulary needed to succeed in the Food Service Industry (restaurant kitchen, bakery, etc.) To assess and improve communication, problem solving, and professional skills needed to succeed in the food service workplace
10 The curriculum for the Bridge portion of the program will include, but not limited to, the following areas: Basic skill development Career exploration in the Hospitality & Tourism Career Cluster. Critical thinking within the workplace. Guest speakers from the Industry Field trips to Culinary and Restaurant Management Programs Contextualized reading and math Introduction to occupation/career specific vocabulary
11 The program provides a way of engaging students in a career pathway early in their educational process. Educational Pathway: Target Population 1: A student without a HS diploma or ASE and TABE ASE Bridge class ASE class/ase test/ Constitution test Culinary Arts class Target Population 2: A student with a HS diploma or ASE & TABE ASE Bridge class Constitution test, if needed Culinary Arts class Upon completion of Culinary Arts class, students are first in line for a college assignment in Restaurant Management or a job assignment in either Dietary or ICI Bakery.
12 Students will explore, examine, and research different career pathways within food service industry, through a variety of methods, which include but not limited to the following: Videos (Interviews with chefs, Job Description videos, etc.) Guest speakers Visits to food service areas at IRCC (Dietary, Bakery, Culinary Arts, Restaurant Management classrooms) Use of career descriptions from the Occupational Outlook Handbook issued by the US Bureau of Labor Statistics (
13 ICI is an important partner in this bridge model, providing a local employer s input to validate the content of the curriculum. ICI operates out of 19 different facilities. Programs offered range from silk-screening & embroidery to furniture building to food processing. There are approximately 125 ICI- Bakery workers at IRCC. The workers at IRCC average 6 years left on their sentence and at least 4 years worked in the Bakery.
14 The unique environment of the Department of Corrections provides the opportunity to create a unique bridge model, integrating the close relationships between adult education, college vocational programs, support programs, and internal employers like ICI. It also provides unique challenges to ensure students can transition smoothly through each access point to achieve career success upon release.
