2 Welcome and our vision Welcome to our public consultation on draft plans to redevelop Ark Swift Primary Academy, Harmony Neighbourhood Nursery, the Adult Community Learning Centre and surrounding land between Australia Road, South Africa Road and Dorando Close in White City. The plans are being developed by several partner organisations, including Ark Swift and Harmony Neighbourhood Nursery, which are working together to redevelop the site and create an innovative new education hub called EdCity. Our proposals are at an early stage and we will use your comments to help inform them as they progress. We will then submit a planning application to the London Borough of Hammersmith and Fulham early next year. Please use the feedback forms provided to let us know what you think about the plans. Artist s impression EdCity is a ground-breaking non-profit project to create an innovative education hub, where organisations with a shared mission will collaborate to improve education standards in the local community, London and beyond. Draft plans for EdCity include: A brand new, state-of-the-art, two-form entry Ark Swift Primary Academy, alongside improved play facilities Expanded facilities for the Ofsted-outstanding Harmony Neighbourhood Nursery, increasing its capacity from 46 places to 75, and building new play facilities A new OnSide Youth Zone, offering affordable activities in sports, arts, music, employability and mentoring to young people aged from eight to 19, or up to 25 for those with a disability, every day of the week An expanded adult education and community learning centre Affordable work space for charities and social enterprises focused on education in modern new offices, as well as conference and training facilities New key worker homes to help attract and retain the best teachers and education professionals A new active pedestrian and cycle route connecting the White City estate and Dorando Close, improving links to Wood Lane, the tube stations and new developments in the area Additional routes into employment and higher education for people in White City, through mentoring opportunities and connections with education-focused charities Chances to meet, work together and create greater opportunities for local people in White City
3 Our proposals The plans have been drawn up by award-winning designers Sheppard Robson (architects) and BD (landscape architects). DRAFT MASTERPLAN A key aim of the design is to respond well to the surrounding area, creating new landmark buildings that will offer real benefits to the local community. Ark Swift Primary Academy would be arranged over two floors, with an outdoor terrace on the second floor. 25 key worker housing units would be set above it, spread over three floors. Harmony Neighbourhood Nursery would be located entirely on the ground floor of its building, with an outdoor terrace at first-floor level. There would also be 25 key worker homes located on four floors above the nursery. The Youth Zone would be three storeys and the work space would be eight storeys at its highest point. The residential and work space would be set back, reducing the appearance of the building s height. This will also help to mediate between the height of the White City Estate and the new tall buildings nearby. What do you think of our plans? Please let us know using a feedback form. EdCity s SHARED FACILITIES The MUGA embedding sport and play at EdCity EdCity will also include a new Multi-Use Games Area (MUGA). This is a synthetic sports court that can be used for a variety of different games, including football, tennis, hockey and netball. This will provide pupils at Ark Swift with a safe, modern place to play sport, be active and enjoy their time at the school. Outside school hours, it would be used by the Youth Zone to provide sporting facilities for local young people. The Forum the heart of EdCity The Forum would be an adaptable, open and airy space right at the centre of EdCity. It would be double-height, and primarily used by the school for dining, as an assembly hall and for performances. The Forum could also be used for community events outside school hours.
4 Ark Swift Primary Academy As part of EdCity, Ark Swift Primary Academy will be rebuilt to create a brand new school building. Pupils will benefit from state-of-the-art learning environments and technology, as well as new facilities for sports, art, cookery and IT. All of these new resources will help the children at Ark Swift achieve more, and really enjoy their time there. Children at Ark Swift will have access to high-quality new play areas, allowing them to exercise and enjoy themselves outside in a safe environment. The plans will also create an edible garden on a first-floor terrace, which will help them to learn about the natural world. Pupils will stay in their existing school until the new facilities are completed, meaning that they will be able to move straight from their old school into the new one once it has been built. We are currently discussing various options for temporary play space during the construction phase. EdCity will also allow Ark Swift s early years nursery to expand, offering affordable care and education and helping parents to return to work or training. Ark, the academy chain that Ark Swift is part of, is an international charity that exists to give every young person, regardless of their background, a great education and real choices in life. It runs 35 schools across the UK, including Ark Swift, which educate over 20,000 pupils. These schools are all non-selective and are located in areas where they can make the biggest difference. Ground Floor Plan EdCity gives us a unique opportunity to replace the aging existing school with a brand new Ark Swift Primary Academy, offering more opportunities and better facilities to pupils and to their families. 5 Harmony Neighbourhood Nursery Harmony Neighbourhood Nursery will be rebuilt and expanded as part of the EdCity project, increasing its offer to benefit up to 75 local children aged between six months and five years old. GROUND FLOOR PLAN Harmony was established in 2001 and offers a happy, stimulating place where children grow and develop in a safe environment. EdCity will enable this Ofsted- Outstanding nursery to be rebuilt and expanded from 46 to 75 places almost doubling its intake. This will allow it to benefit more families in the local area, offering care and early education through arts and crafts, story sessions, messy play, dressingup, and outdoor play, helping children to make friends and prepare for school. This will also create jobs for local people and allow more parents to access childcare, helping them to balance work and their family. Children at Harmony will have access to high-quality new play areas, allowing them to exercise and enjoy themselves outside in a safe environment. The new plans will also create an edible garden on a firstfloor terrace, which will help them to experience nature. We want to maintain operation of the nursery in the short term and vastly improve it in the long term when the brand new, purpose-built facilities are finished. We will need to find alternative, Ofsted-approved accommodation while our new building is being constructed, and we are working to minimise any impact on the nursery and children. 6 The Youth Zone and key worker housing A further feature of EdCity would be a new Youth Zone, developed by leading young people s charity OnSide, which will be owned and operated by a new local charity. This would offer affordable activities in sports, arts, music, employability and mentoring to young people aged from eight to 19, or up to 25 for those with a disability, every day of the week. Established in 2008, OnSide has significant experience of developing Youth Zones that have made a real difference in similar areas. Its network already has eight centres open across the North West and Midlands, with a further seven (including four in London) due to open over the next few years. An OnSide annual membership costs just 5, with each session costing only 50p whether it s seven minutes or seven hours. Ground and first floor plan This Youth Zone would be open to young people from both White City and the wider borough. Facilities at the Youth Zone would include a sports hall, gym, climbing wall, dance studio, boxing ring and recording studio. Young people could also share certain facilities with Ark Swift Primary Academy, such as the Multi-Use Games Area (MUGA), accessing them outside school hours. All of these facilities will ensure that young people from the local area have somewhere safe to go, positive things to do, and people who care, every day of the week. EdCity s KEY WORKER HOUSING EdCity would also include 50 homes for key workers, providing short- and medium-term accommodation for education professionals. This would be split between teachers employed by Ark and the London Borough of Hammersmith and Fulham, as well as other education workers. It will help to attract and retain new teachers and education leaders for the community. School and key worker housing above These homes will be built above the new Ark Swift Primary Academy and the new Harmony Neighbourhood Nursery. They will be completely separated from the school and nursery, with separate and secure access points and minimal overlooking of the rest of the site. It will provide a supportive and exciting place that all young people from the borough can access to help them live happier, healthier and more aspirational lives.
7 Work space and adult education A major new element of EdCity will be new work and office space, which will be offered at reduced rents to educational charities and similar not-for-profit organisations. Accessed via Dorando Close, it would provide space for around 2,000 jobs to relocate to White City. Ark would relocate its head office to the new building, while other education charities would also rent some of the work space. Some of this would be provided through CAN Mezzanine, an established charity and social enterprise which specialises in providing affordable offices for other non-profit organisations. This space will only be offered to charities and non-profits that are focused on improving educational standards and improving opportunities for people in White City, London and further afield. By providing this space, we are offering a much-needed lifeline to these vital organisations, many of which are being pushed out of central London due to rising costs, helping them to find sustainable facilities that will help them to deliver their life-changing work. EdCity would also have space for the wider community in the new buildings. The Adult Community Learning Centre would be rebuilt and expanded as part of the new office building, offering a real benefit to local people. The community would also be able to use some of the other facilities onsite, such as the auditorium and training space, when not in use by office tenants, such as on weekends. This would be managed in partnership with White City Enterprise, one of our community partners. Floor plans All of these organisations will contribute to the local community by volunteering locally or providing work placements. Potential tenants and supporters include groups that send top graduates to teach in disadvantaged schools, and charities that help children from disadvantaged backgrounds to get into university. Facilities within the office space also include conference and training space, including a 200- seat event space. There will be a new community café in this building, run by local people. This new space will attract charities and social enterprises that are working within the education sector and provide them with an affordable, innovative and collaborative workspace.
8 Additional partners and supporters EdCity is about collaboration so we are working with various partners and local organisations to help make EdCity a reality. This is their take on the plans. The Ogden Trust have for a long time felt the power of collaboration and co-location has not been exploited fully in the education sector as it has in others. EdCity has the ability to dramatically change the Education landscape in the UK. We very much look forward to working with like-minded organisations who share in our values and ensure that everyone has the opportunity to reach their potential regardless of background, and as such we are delighted to be one of the founding tenants, where we can continue to build our vision. The Ogden Trust Teach First is delighted to support Ark and those involved in the EdCity development. We share the belief that further collaboration and cooperation between those working in the education sector is critical to solving the many challenges facing schools and pupils today. The creation of a London Education Hub, as a place for missionaligned organisations to convene and collaborate, is an excellent development. Teach First White City Enterprise is excited to be involved in the early stages of EdCity and the opportunities it could offer to White City, particularly for our young people. White City Enterprise These are major plans for Ark Swift and Harmony and I d encourage all residents, parents and carers to get involved with the consultation. Councillor Sue MacMillan, Cabinet Member for Children and Education, London Borough of Hammersmith and Fulham Into University are excited to be exploring the development of a new Into University Centre as part of the EdCity project in order to increase our capacity to work with more young people in White City and West London, inspiring them to attain a university place or another chosen aspiration. Into University We are excited about this project and the potential opportunities it could offer local people. We hope everyone in White City takes a look at the draft plans and gets involved in the process. Big Local As The Brilliant Club continues its growth as a national charity committed to increasing fair access to highly selective universities, we are excited to be exploring the possibility of EdCity becoming our new base when it opens. EdCity represents a unique opportunity for our charity and other organisations working to address the education gap. The Brilliant Club
9 Landscape design The green space and landscaping for EdCity have been designed by landscape architects, BD to maximise quality play space and create areas open to the public. We will enhance the new active east-west pedestrian and cycle route with new trees and plants. There will also be pockets of green space between the buildings which will be open to the public, helping to make the site open and accessible to the local community. CONTINUING PLANTING AND WILDLIFE PATHS The proposals will retain as many of the existing mature trees, which will make the site attractive for children at Ark Swift and Harmony, as well as young people using the youth zone, workers in the office space and the wider community. We will also plant new trees and plants in the playgrounds, creating edible gardens for children at both the school and nursery. What do you think of our plans? 10 Construction, connectivity and access to EdCity EdCity will create a new east-west pedestrian and cycle route through the site, connecting the White City Estate to Dorando Close. This will improve links between the existing community and the new development taking place across White City, as well as the Wood Lane and White City tube stations. SOUTH AFRICA ROAD VIEW PHASING AND ACCESS DIAGRAM This new route will open up the site helping people to travel between Commonwealth Avenue and Dorando Close. As well as improving access, it could also be used as an active public space that could host farmers markets and provide somewhere for people to meet and socialise. We are proposing to provide blue-badge parking for Ark Swift Primary Academy, Harmony Neighbourhood Nursery and the OnSide Youth Zone on South Africa Road, while bicycle parking would also be available in each of the buildings, as well as at the entrances to the site. The main access for delivery and other service vehicles would be through a new, dedicated service yard on South Africa Road. This is also how lorries and other construction vehicles would access the site during the building phase. We will make sure that construction workers are signed up to the Considerate Contractors scheme, which commits site staff to being good neighbours. We will also agree a detailed Construction Management Plan with the London Borough of Hammersmith and Fulham to ensure that any impact on the local community is minimised. PHASING If the planning application is approved, construction work will take place in two phases. During the first phase, we will demolish the existing Harmony Neighbourhood Nursery buildings, as well as the Adult Community Learning Centre, which will move to alternative temporary facilities. Ark Swift Primary Academy will continue to operate as normal. This will allow us to construct the new school building and office space. At this point, Ark Swift will move into its new premises as part of the second phase. The old school building can then be demolished, allowing the new youth zone and nursery facilities to be built. Once these are completed, Harmony can move into its new building and the youth zone can start operating, providing activities for local young people. What do you think of our plans?
