3 ROLE DESCRIPTION Role Title: Senior Rural Generalist Medical Imaging Professional Classification Code: AHP 3 LHN/ HN/ SAAS/ DHA: Statewide Clinical Support Services Hospital/ Service/ Cluster Port Pirie Regional Health Service, Mid North Cluster Division: SA Medical Imaging Department/Section / Unit/ Ward: Port Pirie SAMI Role reports to: Manager, Medical Imaging Services Role Created/ Reviewed Date: 26/11/15 / 26/11/16 ROLE CONTEXT Primary Objective(s) of role: The Senior Rural Generalist Medical Imaging Professional is an experienced rural clinician who applies expertise in at least three medical imaging (MI) modalities, including Computed Tomography (CT), Ultrasound (US) and General X-Ray, to the delivery of a broad range of MI services in CHSA. As a recognized specialist across the broad scope of rural medical imaging practice, the incumbent provides expert advice to management and training, support and direction to less experienced MI professionals, students and support staff. The Senior Rural Generalist plays a leadership role in service improvement and workforce development initiatives locally and across CHSA, and may be responsible for managing a specific project, portfolio or staff on behalf of the local service or region. Key Relationships/ Interactions: Reports to the Manager, Medical Imaging Services. In accordance with the CHSA Allied Health Clinical Support Framework, expected to negotiate own formal clinical supervision arrangement, and to contribute to the clinical support and supervision of less experienced medical imaging professionals. Works within a multi-disciplinary team framework, and develops and maintains productive intra- and inter-professional working relationships and networks, including with the other Allied Health Professional Clinical Seniors, service providers, and relevant Professional Association/s and Universities. Works with the Principal Allied Health Advisor and other allied health leaders and stakeholders within CHSA and South Australia. May be required to temporarily fulfill a higher position, appropriate to the skills and capacity of the incumbent. 6 Key Result Area and Responsibilities Key Result Areas Technical Skills and Application Personal and Professional Development Major Responsibilities Apply specialist professional expertise (including as a Rural Generalist or within a specific discipline specialty) in the provision of complex clinical and / or consultancy services across CHSA and / or within the relevant professional networks. Operate with professional independence, clinical competence and highly developed reflective-practice skills, drawing on professional direction in the application of new or sophisticated techniques. Provide advice to management on professional service development, practice and redesign, in response to demand and client needs. Work independently across a range of modalities to provide quality clinical services to clients of the Port Pirie Medical Imaging Service. Select and adapt imaging techniques and methodologies to undertake complex interventional and diagnostic procedures and produce high quality diagnostic images using a range of specialized equipment, including CT, x-ray and ultrasound. Provide specialist advice and consultative services to other allied health professionals, referring Doctors, nursing and administration staff as required. In collaboration with the Manager and other senior clinicians across CHSA, develop and monitor professional protocols and practices, to ensure compliance with best practice standards and achieve CHSAwide consistency where appropriate. Work under limited direction, accepting professional responsibility for a high standard of complex, specialised or strategically significant work, including providing advice to Management / Executive on the effective allocation of resources in the delivery of services across CHSA. Display a commitment to continuous personal / professional development by: o attending all mandatory training and actively pursuing other development as required to maintain currency of clinical knowledge (may include post-graduate study); o actively developing the professional skills and competencies in others, by contributing to or facilitation education and training activities and acting as a mentor and / or clinical supervisor to less experienced staff; o utilising the support of mentors and peers, and fostering strong relationships with Universities, Professional Associations and other key stakeholders; o actively participating in the Professional Development and Review (PDR) process, including developing and pursuing a personal / professional development plan in consultation with your line manager; and facilitating this process for staff under your supervision. Facilitate the development of knowledge of effective practice by encouraging and supporting research, evaluation of services, and information sharing between professionals across CHSA, through relevant Networks and other forums. May have managerial responsibilities, being responsible for: o leadership, guidance and / or line management of a multidisciplinary or specialist team within the cluster, or across CHSA and / or a professional network; o attainment of Team or Cluster operational goals & objectives, and the facilitation and application of human resource management 4 of 12

7 principles including performance management and development. May have Senior Clinical Educator and / or Senior Researcher responsibilities, including: o the coordination of clinical placements for a profession across CHSA or multiple professions within a Cluster; o contribution to clinical education within CHSA or in partnership with Universities. Conducting research and / or quality evaluation within a cluster, whole of CHSA or within the professional network. Required to hold a portfolio on behalf of Country Health SA and to develop, nurture and promote increased expertise and service improvements in this area. Provide clinical leadership and support to less experienced Medical Imaging Technologists (MITs) in the service including by providing direct clinical supervision and supporting staff to access appropriate professional support and training opportunities. In collaboration with the Manager develop a formal Clinical Supervision arrangement with suitably skilled and experienced Medical Imaging Professional(s), fulfill all obligations under this agreement, and review it annually. Provide profession-specific clinical input into the Performance Review and Development (PR&D) of clinically supervised staff, Classification and Peer Assessment Panels, Recruitment, Credentialing, and other HR processes as required. Contribute to the development and delivery of education and training programs for clients, staff and others. Contribute to clinical research and undertake quality evaluation of effective medical imaging practice in general x-ray, CT and ultrasound as required. Actively identify and pursue professional development opportunities to maintain and continually expand own knowledge of emerging technologies and clinical techniques. Liaise with Universities to promote rural and remote practice, facilitate successful Clinical Placements in CHSA and contribute to clinical education. Client / Customer Service Treat all clients with respect, identifying and pursuing opportunities to work in partnership with stakeholders to improve the quality of services across CHSA. Promote cultural safety by valuing and promoting the cultural needs of local communities and providing advice on service or system-level changes required at the CHSA level to meet these needs. As a clinical / professional leader, contribute to improvement the patient-journey driven distribution of services and ensuring clientcentred practice and community engagement principles are embedded into the planning, delivery and evaluation of services. Ensure clients receive high quality MI services by: o Assessing the appropriateness of medical imaging examinations and liaising directly with the Radiologist if a different type of o procedure to that requested will provide an improved diagnosis; Checking that the imaging requested is relevant and appropriate for the patient s clinical presentation, and providing advice to AHP1 and 2 MITs as required. Liaise with administration, medical and nursing staff regarding service delivery timeframes for imaging across all modalities. Provide guidance to administration, medical and nursing staff 5 of 12

8 regarding Medicare compliance and relevance of imaging requests. Consult and engage with consumers, carers and service providers to identify needs, ensure needs of high risk / minority groups are considered in the development of services, and that consumers are involved in the continuous evaluation and improvement of services. Administration and Documentation Teamwork and Communication Comply with organisational requirements for the accurate and timely completion of documentation and statistics. Proactively question existing practices and use of CHSA resources, and support clinicians to pursue appropriate alternatives where necessary. Prepare comprehensive, high-level reports and / or presentations to assist management and executive decision making. Appropriately identify, use and apply relevant policies, procedures, reporting and documentation systems (including Quality Risk & Safety [QRS], Adequate Records Management [ARM] and Client Management Engine [CME]). Competently utilise the Microsoft Office suite of software, and Internet in fulfilling the requirements of the role. May be required to initiate and manage programs and / or projects which may include management of a multi-disciplinary project team. Utilize Radiology Information Systems (RIS) and digital imaging systems. Contribute to accurate reporting against Key Performance Indicators, as directed by the Manager. Contribute to the review, development and adaptation of clinical and administrative resources to support Medical Imaging Services. Develop appropriate clinical and administrative resources to inform Management regarding practice and services. Collect client activity data and other relevant information to inform service planning and development as required. Establish, monitor and evaluate systems for supporting professional standards and practice. Contribute to CHSA-level strategic workforce planning and service development, to ensure services are effective, efficient, equitably distributed (according to need) and based on evidence. Promote intra-disciplinary collaboration between clinicians across CHSA and the development of inter-professional and across-sector partnerships to improve the quality, safety and integration of services. Apply high level interpersonal skills which engender the trust, cooperation and commitment of others to work together to achieve change. Communicate and negotiate effectively, both verbally and in writing, at all levels within CHSA and with external agencies. Provide clinical leadership in the application of CHSA strategic directions, values and priorities within the relevant discipline and / or specialty area(s). As an experienced member of the multi-disciplinary team, contribute expertise to critical / complex case, provide expert clinical consultancy, advice and support to colleagues as required, and actively participate in Medical Imaging staff meetings. Communicate any unusual findings of examinations which may assist the Radiologist to form the basis of a report to the referring clinician. Contribute to the planning and development of Medical Imaging services and workforce development initiatives across CHSA, especially in relation to clinical practice in x-ray, CT and ultrasound. 6 of 12

9 As a member of the CHSA Medical Imaging Network, develop and maintain strong links with other CHSA MITs to ensure sharing of information, effective use of resources, integration of services and collaboration on joint-solutions where practical. Represent CHSA as a general Radiographer, CT operator and Sonographer at relevant forums. Continuous Improvement Play a leadership role in the ongoing evaluation and continuous improvement of CHSA services, including an emphasis on workforce development, risk management, clinical supervision and support. Be flexible, adaptable and innovative in a changing workplace, critically examining safety and quality issues, practices and systems, and developing practical and creative solutions. Where appropriate, contribute to the investigation of client complaints and preparation of Ministerial Briefings related to the scope of the role, with a view to informing systematic improvements to services at a CHSA level. Contribute to service development through discipline-specific, multidisciplinary and trans-professional research and evaluation, applying high level self-reflective practice skills, assessing and reviewing the standards of work of other professional officers, and producing recommendations to assist Management / Executive decision making. Complete quality assurance activities for general x-ray, CT and ultrasound, as directed by the Manager. Ensure appropriate safe practices are maintained to reduce ionizing radiation exposure to patients in accordance with the Radiation Protection and Control Act Contribute to or lead the evaluation of CT, x-ray and ultrasound services within the cluster and CHSA medical imaging network, as directed by the Manager. Monitor current trends within the areas of x-ray, CT and ultrasound to identify clinical risks, emerging trends and opportunities for improvement within CHSA medical imaging. Work with Yorke & Northern regions MITs and management to design corrective action and present recommendations to Country Health Executive / cluster Director. Support the Manager in providing advice to the Principal Allied Health Advisor and other Executive on medical imaging service and workforce matters as required. 7 of 12

10 Knowledge, Skills and Experience ESSENTIAL MINIMUM REQUIREMENTS Educational/Vocational Qualifications > Must hold recognised qualifications within the discipline of diagnostic radiography and medical sonography. > Must be eligible for full membership of the Australian Sonographers Accreditation Registry (ASAR) and the Australian Institute of Radiography (AIR). All requirements to obtain and maintain current registration must be fulfilled, including participation in accredited continuing professional development program(s) AHPRA registered. > Hold current EPA license. Personal Abilities/Aptitudes/Skills: > Demonstrated commitment to reflective practice, and proactive development of self and others. > Ability to provide effective leadership and management, including examples of problem solving through difficult situations.
