3 Overview OJJDP FY 2007 Substance Abuse Preventin and Interventin Prgrams CFDA # The purpse f the OJJDP FY 2007 Substance Abuse Preventin and Interventin Prgrams is t fster innvatins and advancements in juvenile justice and child prtectin-related practice at the lcal, state, and tribal gvernment levels. The gal f this prgram is t demnstrate the practical implicatins fr plicy and practice f substance abuse prgrams r strategies that enhance juvenile justice, child prtectin, and delinquency preventin. Under this prgram, OJJDP will fund substance abuse prgrams r strategies that fcus n preventin and/r interventin. OJJDP is particularly interested in prgrams r strategies that address substance abuse prblems in an integrated, cmprehensive, cmmunitywide apprach that fcuses n change nt nly at the individual level, but als at the family and cmmunity levels. Registratin Registering with Grants.gv is a ne-time prcess; hwever, if yu are a first time registrant it culd take up t several weeks t have yur registratin validated, cnfirmed and t receive yur user passwrd. It is highly recmmended yu start the registratin prcess as early as pssible t prevent delays in submitting yur applicatin package t ur agency by the deadline specified. There are three steps that yu must cmplete befre yu are able t register: 1) Register with Central Cntractr Registry (CCR); 2) Register yurself as an Authrized Organizatin Representative (AOR); and 3) Be authrized as an AOR by yur rganizatin. Fr mre Infrmatin, g t Nte: Yur CCR Registratin must be renewed nce a year. Failure t renew yur CCR registratin may prhibit submissin f a grant applicatin thrugh Grants.gv. Deadline: Applicatin The due date fr applying fr funding under this annuncement is 8:00 p.m. E.T., June 8, Eligibility OJJDP invites applicatins frm public agencies (including state agencies, units f lcal gvernment, public universities and clleges, and tribal gvernments) and private rganizatins (including faith- and cmmunity-based nnprfit rganizatins). Jint applicatins frm tw r mre eligible applicants are welcme; hwever, ne applicant must be clearly indicated as the primary applicant (fr crrespndence, award, and management purpses) and the thers indicated as c-applicants. Applicatins are encuraged frm multi-disciplinary cllabratives. If the prject is f a cllabrative nature, written assurances f the cllabratin must be prvided. Similarly, when specific prgrams r agencies are the subject f an applicant=s prject, the applicatin shuld include letters f cmmitment r cperatin frm the relevant prgram r agency. 4 are encuraged t identify existing r ptential funding partners fr the prpsed wrk and indicate whether the prpsed idea has been submitted t any ther funding surces. Finally, applicants must demnstrate that they have experience r ability t manage the prject they prpse t cnduct. Faith-Based and Other Cmmunity Organizatins: Cnsistent with President Gerge W. Bush=s Executive Order 13279, dated December 12, 2002, and 28 C.F.R. Part 38, it is DOJ plicy that faith-based and ther cmmunity rganizatins that statutrily qualify as eligible applicants under DOJ prgrams are invited and encuraged t apply fr assistance awards t fund eligible grant activities. Faith-based and ther cmmunity rganizatins will be cnsidered fr awards n the same basis as ther eligible applicants and, if they receive assistance awards, will be treated n an equal basis with all ther grantees in the administratin f such awards. N eligible applicant r grantee will be discriminated fr r against n the basis f its religius character r affiliatin, religius name, r the religius cmpsitin f its bard f directrs r persns wrking in the rganizatin. Faith-based rganizatins receiving DOJ assistance awards retain their independence and d nt lse r have t mdify their religius identity (e.g., remving religius symbls) t receive assistance awards. DOJ grant funds, hwever, may nt be used t fund any inherently religius activity, such as prayer r wrship. Inherently religius activity is permissible, althugh it cannt ccur during an activity funded with DOJ grant funds; rather, such religius activity must be separate in time r place frm the DOJ-funded prgram. Further, participatin in such activity by individuals receiving services must be vluntary. Prgrams funded by DOJ are nt permitted t discriminate in the prvisin f services n the basis f a beneficiary=s religin. Applicants are encuraged t review the Civil Rights Cmpliance sectin under AAdditinal Requirements@ in this annuncement. Prgram-Specific Infrmatin The OJJDP FY 2007 Substance Abuse Preventin and Interventin Prgrams will prvide supprt t states and cmmunities in their effrts t develp and implement effective and crdinated substance abuse preventin and/r interventin prgrams r strategies t imprve the juvenile justice and child prtectin systems. OJJDP funds shuld be used t implement a prgram strategy and develp a sustainability plan fr cntinuing prject activities when the award perid ends. Purpse The purpse f the OJJDP FY 2007 Substance Abuse Preventin and Interventin Prgrams is t fster innvatins and advancements in juvenile justice and child prtectin-related practice at the lcal, state, and tribal gvernment levels. Specifically, OJJDP will fund substance abuse prgrams r strategies that fcus n preventin and/r interventin. The agency is als interested in prpsals that enlist diverse multidisciplinary agency and cmmunity invlvement in slving prblems and delivering services by using ne f the fllwing methdlgies: Innvative appraches that have yet t be tested thrugh experimental research, but merit cnsideratin because their relevance t public plicy, practice, r thery may facilitate their practical applicatin natinwide. 5 Advancements in the applicant=s present prgram practices intended t address a new r cntinuing substance abuse r family strengthening issue and fster imprvements in efficiency, practical applicatin, flexibility, cst effectiveness, peratinal standards, partnership-building and service delivery. Gals, Objectives, and Deliverables The gal f this prgram is t advance juvenile justice, child prtectin, and/r delinquency preventin by expanding the knwledge base f juvenile justice, child prtectin, and/r preventin practices and demnstrating practical implicatins fr juvenile and child prtectin plicy and practice related t substance abuse preventin and interventin prgrams. Applicants are encuraged t use the mst apprpriate and rigrus methdlgies feasible fr demnstrating prmising advancements and innvative appraches in framing their prject=s gals and bjectives. Prpsals shuld cntain a descriptin f all prducts that will be derived frm the prject. In additin t the required semi-annual prgress reprts in the Grants Management System (GMS), each grantee will be required t prduce a final reprt, suitable fr publicatin. Applicants are als encuraged t identify additinal deliverables, such as articles in refereed jurnals. Award Infrmatin It is anticipated that $5 millin will be available under this annuncement, with awards ranging frm $250,000 t $1 millin fr a perid f up t 4 years. All awards are subject t the availability f apprpriated funds and any mdificatins r additinal requirements that may be impsed by law. It is anticipated that any awards that may be made under this slicitatin shuld be awarded n later than September 30, Match Requirement: Match is nt required fr this prgram. Perfrmance Measures T assist in fulfilling the Department=s respnsibilities under the Gvernment Perfrmance and Results Act (GPRA), P.L. 103B62, applicants wh receive funding under this slicitatin must prvide data that measures the results f their wrk. 6 Objective Perfrmance Measures Data Grantee Prvides The prgram bjectives will depend upn the specific prject funded. Generally, mst prjects can be classified int ne r mre f the fllwing categries: Direct Service Preventin Prgram. Examples f bjectives may include preventin f delinquency risk behavirs, imprvement in family functining, r preventin f child victimizatin (including abuse and neglect). Direct Service Interventin Prgram. Examples f bjectives may include intervening with delinquent yuth r status ffenders and/r system-invlved families. Systems Imprvement Prject (includes training and technical assistance). Examples f bjectives may include t enhance rganizatinal capacity, imprve prgram quality, and imprve system effectiveness thrugh prvisin f training and/r technical assistance. The Office f Management and Budget requires that all businesses and nnprfit applicants fr federal funds include a DUNS (Data Universal Numeric System) number in their applicatin fr a new award r renewal f an award. Applicatins withut a DUNS number are incmplete. A DUNS number is a unique nine-digit sequence recgnized as the universal standard fr identifying and keeping track f entities receiving federal funds. The identifier is used fr tracking purpses and t validate address and pint f cntact infrmatin. The DUNS number will be used thrughut the grant life cycle. What an Applicatin Must Include Standard FrmB424 Applicants must cmplete the Applicatin fr Federal Assistance (SFB424), a standard frm that mst federal agencies use, fllwing the instructins it prvides. Prgram Narrative Applicants must submit a prgram narrative that presents a detailed descriptin f the purpse, gals, bjectives, strategies, design, and management f the prpsed prgram. The prgram narrative must be duble spaced, use a standard 12-pint fnt (Times New Rman is preferred), have 1-inch margins, and nt exceed 25 pages. (Please number pages A1 f 25,@ A2 f 25,@ and s frth.) Applicatins that d nt adhere t the required frmat may be deemed ineligible. The prgram narrative must address the fllwing selectin criteria: (1) statement f the prblem/prgram narrative, (2) impact/utcmes and evaluatin, (3) prject/prgram design and implementatin, and (4) capabilities/cmpetencies. The cnnectins between and amng each f these sectins shuld be clearly delineated. Fr example, the gals and bjectives shuld derive directly frm the prblems t be addressed. Similarly, the prject design sectin shuld clearly explain hw the prgram=s structure and activities will accmplish the gals and bjectives identified in the previus sectin. 8 Statement f the Prblem/Prgram Narrative Applicants must clearly describe the need fr their prject and hw funding wuld advance juvenile justice and delinquency preventin by expanding the knwledge base f juvenile justice practices and demnstrating practical implicatins fr juvenile justice plicy and practice. In this sectin, applicants must clearly state whether their intent is t use an innvative apprach r advance their present practice (see APurpse,@ page 5). Impact/Outcmes and Evaluatin Applicants must describe the gals f the prpsed prject and identify its bjectives. When frmulating the prject=s gals and bjectives, applicants shuld be cgnizant f the perfrmance measures that will be required f successful applicants. Gals. Applicants shuld prvide a brad statement, written in general terms, that cnveys the prgram=s intent t change, reduce, r eliminate the prblem described. This sectin f the prgram narrative must utline the specific gals f the prject. Prgram Objectives. Applicants shuld explain hw the prgram will accmplish its gals. Objectives are specific, quantifiable statements f the desired results f the prgram, and they shuld be clearly cnnected t the prblems identified in the preceding sectin. The bjectives shuld be measurable. Perfrmance Measures. Award recipients are required t cllect and reprt data in supprt f perfrmance measures (see APerfrmance Measures,@ page 6). Recipients= assistance in btaining this infrmatin will facilitate future prgram planning and will allw OJP t prvide Cngress with measurable results assciated with federally funded prgrams. Perfrmance measures must reflect the specific prblems, gals and bjectives, and design (see APrject Design@ belw) assciated with this grant. Prject/Prgram Design and Implementatin Applicants must describe the specific strategies that will be used t implement the prpsed prgram. Applicants shuld develp a prject design that will facilitate the gathering f data n the required perfrmance measures. Design elements shuld fllw directly frm the prject=s gals and bjectives, and the data t be cllected shuld clearly supprt these ends. The applicant shuld describe the prgram cmpnents and the prgram implementatin strategy in detail and demnstrate hw research and evaluatin studies validate the apprach. In addressing prject design, applicants shuld cnsider the fllwing questins: What is the prblem? What des the applicant prpse and des it intend t d it? 9 Hw will the applicant knw if its apprach wrks? What are the csts and cst benefits f implementing the strategy? What are the applicant s plans fr sustaining the prgram r strategy past the ending f this funding? In additin t the narrative descriptin f the prject design, applicants must als submit a timeline r milestne chart that indicates majr tasks in the prpsed design, assigns respnsibility fr each majr task, and plts cmpletin f these tasks by mnth r quarter fr the perid f the award. This timeline/milestne chart shuld be submitted as a separate attachment as stipulated in AOther Attachments,@ page 10. Capabilities/Cmpetencies Applicants shuld als demnstrate the rganizatinal capacity t cmplete the wrk described in the preceding sectin. The applicant shuld include a descriptin f any similar prjects it has undertaken previusly. This sectin shuld als demnstrate the applicant=s knwledge and experience related t juvenile justice and delinquency preventin. Applicants must describe the rles and respnsibilities f prject staff and explain the prgram=s rganizatinal structure and peratins. Applicants must demnstrate the existence f a management structure that will supprt the achievement f the prject=s gals and bjectives in an efficient and cst-effective manner. In particular, applicants must ensure that the tasks delineated in the prject timeline are adequately staffed. If additinal staff will be hired t cmplete the prject, the applicant shuld identify the selectin criteria. Applicants must supprt the descriptin f their rganizatinal and management capability by prviding resumes f key persnnel as stipulated in AOther Attachments,@ page 11. As stipulated in AEligibility,@ page 3, eligible rganizatins and cllabratives must shw evidence f peratin fr at least 1 year. 10 Budget and Budget Narrative Applicants must prvide a budget that: (1) is cmplete, allwable, and cst effective in relatin t the prpsed activities; (2) shws the cst calculatins demnstrating hw the applicant arrived at the ttal amunt requested; and (3) prvides a brief supprting narrative t link csts with prject activities. Applicants must submit a budget that includes a detailed wrksheet itemizing all csts and a narrative explaining and justifying each budget item. All funds listed in the budget will be subject t audit. Budget Detail Wrksheet The wrksheet shuld prvide the detailed cmputatin fr each budget line item. The wrksheet must list the cst f each item and shw hw the cst was calculated. Fr example, csts fr persnnel shuld shw the annual salary rate and the percentage f time devted t the prject fr each emplyee paid thrugh grant funds. The budget detail wrksheet shuld present a cmplete and detailed itemizatin f all prpsed csts. A Budget Detail Wrksheet template is available at Budget Narrative The narrative shuld describe each budget item and relate it t the apprpriate prject activity. It shuld clsely fllw the cntent f the budget detail wrksheet and prvide justificatin fr all prpsed csts. In the budget narrative, the applicant shuld explain hw fringe benefits were calculated, hw travel csts were estimated, why particular items f equipment r supplies must be purchased, and hw verhead r indirect csts (if applicable) were calculated. The budget narrative shuld justify the specific items listed in the budget detail wrksheet (particularly, supplies, travel, and equipment) and demnstrate that all csts are reasnable. Indirect Cst Rate Agreement. Applicants shuld attach a cpy f their current federally apprved indirect cst rate negtiated agreement, if indirect cst has been included in the budget. Applicants that d nt have a federally negtiated indirect cst rate and wish t establish ne, can submit a prpsal t their cgnizant federal agency. Generally, the cgnizant federal agency is the agency that prvides the prepnderance f direct federal funding. This can be determined by reviewing an rganizatin=s schedule f federal financial assistance. If DOJ is yur cgnizant federal agency, btain infrmatin needed t submit an indirect cst rate prpsal at Other Attachments Applicants must submit the fllwing materials as attachments t their applicatin. 12 Review Prcess OJJDP is cmmitted t ensuring a cmpetitive and standardized prcess fr awarding grants. Applicatins will be screened initially t determine whether the applicant meets all eligibility requirements. Only applicatins submitted by eligible applicants that meet all ther requirements will be evaluated, scred, and rated by a peer review panel. Peer reviewers= ratings and any resulting recmmendatins are advisry nly. All final grant award decisins will be made by the U.S. Department f Justice, which may als give cnsideratin t gegraphic distributin and reginal balance when making awards.
