1 1.02 CODES, REGULATIONS, AND SAFETY CONSIDERATIONS CODES AND REGULATIONS All building projects for The Colorado College shall be designed and Contract Documents prepared in conformity with the appropriate codes and regulations: the following list is subject to revision by the local Building Officials and should be verified by the Architect. It is the Architect s responsibility to investigate, coordinate and resolve all required Code issues imposed by the State of Colorado, City of Colorado Springs, Colorado Springs Fire Department and Colorado Springs Utilities necessary to secure approval of the construction documents. The following list is current as of December 1998 and shall be verified by the Architect prior to design. Although, officially still under consideration by the Pikes Peak Regional Building Department, the 1994 edition of the UBC, UMC, UPC and UFC shall be used unless indicated otherwise by the Owner s Representative. Uniform Building Code (UBC) 1997 Edition NOTE: International Building Code 2003 Edition is scheduled for adoption in 2005 Pikes Peak Regional Building Code 1997 Edition NOTE: a supplement will be issued with the adoption of the International Building Code National Electrical Code (NEC) 2002Edition Uniform Mechanical Code (UMC) 1997 Edition Uniform Plumbing Code (UPC) 1997 Edition Uniform Fire Code (UFC) 1997 Edition Model Energy Code 1992 Edition American Disabilities Act/Federal Register 28 CFR part 36 NFPA 13 for fire sprinklers, 1999 National Fire Alarm Code, NFPA 72, September 2003 ASMA 17-3 for elevators (current regulations: ASME 17-1 under review) State of Colorado Department of Health and Labor Regulations City of Colorado Springs Zoning Ordinance (lasted approved edition) Note: most of the Colorado College campus is considered a Special Use District, SU Zone. The Colorado Springs planning department shall be consulted as to their zoning procedures and approval requirement. Colorado Springs Fire Department (current regulations) Codes are subject to local adoption at any time. The Architect and their Consultants are responsible for confirming all current Codes. The Architect shall submit Cost Estimates, Drawings and Specifications, at Schematic Design and subsequent phases, to the Colorado Springs Fire Department for approvals. 2 Since the requirements of codes cannot readily be made a part of the Specifications and other Contract documents merely by reference, the Architect should prepare his Specifications and Drawings with particular care to ensure that all parts of the work shall be of a character that will satisfy the requirements of those codes. Various industry standards, generally accepted and frequently cited, may be referenced in the specifications. If abbreviations are used for these Standards in the body of specifications, a list to identify them should be included in the specifications. Building permits and other governmental fees that are required for construction on the Colorado College property will be paid by the Owner. SAFETY CONSIDERATIONS General All College buildings shall be designed with full consideration for the safety of the occupants and maintainers. In occupied buildings, safety and minimizing the disruption to the Professors and Students is of primary concern and may involve tightly phased and scheduled planning for both the Consultants and Contractor. On renovation projects, the College will provide the Contractor with a hazardous materials assessment report based on the identified project scope. The Owner s Representative and College s Office of Environmental Health and Safety will contract and organize the work to be performed by the Abatement Contractor as to not aversely impact the construction schedule. The Contractor is responsible for maintaining the site and completing work is a safe manner and in accordance with the applicable Occupational Health & Safety Administration (OSHA) regulations. Approvals It is the Architect's responsibility to secure the approval of Construction Documents from all appropriate Code authorities. Copies of the approval letters and drawings shall be furnished to the Owner's Representative. Additionally, the College will review and approve the final Construction Document based on considerations identified during the design process and included in these Design Guidelines. 3 Corridors Corridors, means of access and egress, shall be of an appropriate width and configuration to provide safe exiting from the building. Doors swinging into Corridors shall be recessed when possible to avoid interference with the flow of pedestrian traffic. Movable furniture and equipment shall be placed, and sometimes secured, as not to obstruct the required width or travel path. Stairs All enclosed stairways shall have engineered smoke evacuation or mechanical pressurization for smoke control as required by the Code. All stairs shall have non-slip tread nosings and shall be built of materials appropriate for the location and installation. Floors Floor construction shall be design to a vibration criteria appropriate to the use. In critical installations, vibration analysis may be appropriate. When mechanical equipment is located in a Penthouse, special consideration shall be given transmission of vibrations into the building: a proper vibration isolation and structural system provided. Flooring in laboratories and chemical storage rooms shall be constructed with chemical resistant liquid-tight flooring materials, including raised sill not less than 4 in height at all points, including in front and behind cabinets, but excluding doorways. Flooring of commercial kitchens shall be constructed of a slip resistant, easily maintained material acceptable to the Health Department. Floors of toilet rooms, showers, greenhouses and other special use spaces shall have flooring appropriate for the use and as approved by the Owner s Representative. Doors Where utilized, electro-magnetic holders for rated doors shall be connected to the building smoke detection and alarm system. Doors to all laboratory spaces shall swing toward the corridor and shall have a vision panel when allowed by the Code. Most exterior doors are monitored and/or controlled through the campuswide communication system. Tyco/Simplex isecure PRO system software is used: refer to Appendix D, Technical Information. 4 Fire Extinguishers Fire extinguishers are to be located as required by National Fire Protection Association and local code officials. The contractor will provide and install a recessed cabinet/semirecessed cabinets and the College will provide the fire extinguisher unit. All aspects of fire extinguisher location and installation shall conform to the currently applicable Uniform Fire Code (UFC), International Fire Code (IFC), title 29 of the Code of Federal Regulations (29 CFR) section , other sections in this document and other codes (UFC Standard 10-1, ANSI/NFPA , e.g.). (see 3.10 subsection FIRE EXTINGUISHER CABINETS for Technical Requirement) Fire extinguishers shall be 5-lb. type ABC dry chemical, unless otherwise determined by the Code Officials. Locations shall be indicated on the drawings. A minimum of one fire extinguisher shall be provided in the following locations with additional units as indicated: LABORATORY CHEMICAL STORAGE SHOPS STAGE PLATFORMS 1 Unit/650 gsf 1 Unit/500 gsf 1 Unit/650 gsf The Architect is responsible for locating the fire extinguisher cabinets on the drawings. Where applicable, the installation of fire extinguisher cabinets is included in the Contract. The College is responsible for supplying and maintaining fire extinguishers. Fire Protection A fire alarm system is required in each new or remodeled building. (see 3.16 subsection FIRE ALARM SYSTEMS for Technical Requirement) New Codes and Regulations may be adopted, amended and/or abandoned at any time: the Consultant and Contractor is responsible for compliance to the current local standards. Reference Standards NFPA 72 National Fire Alarm Code NFPA 101 National Life Safety Code NFPA 13 - Standard for Installation of Sprinkler Systems UL 864 Fire Alarm Control Unit and Accessories Standard Any other Codes or Regulations enforced by the local jurisdiction CODES, REGULATIONS, AND SAFETY CONSIDERATIONS

5 While the NFPA is a specification guide, it does not address the needs of the local Fire Department. The Architect is required to contact the Chief of the Colorado Springs Fire Department and/or City of Colorado Springs Fire Inspector to coordinate design aspects to insure an expedient fire attack. Refer to the information packets produced by the Colorado Springs Fire Department, Fire Prevention Division, 375 Printers Parkway, Colorado Springs, CO, Building fire alarm systems shall be connected to the central monitoring network. Building exterior and interior designs must identify locations and clear access to the following: Fire and emergency vehicles Hydrant and water supply PIV and Fire Department standpipe Fire alarm annunciator panel(s) Special fire suppressant agent storage Knox box key and fire plan storage Sprinkler control valve room Emergency exit signage Fire Protection Sprinkler and Suppression Systems An automatic fire suppression system will be required where design and code dictate and when included in the Owner s Project Requirements. Discuss with Owner s Representative during the design process and review the system. (see 3.15 for Technical Requirements) Provide all commercial kitchen hoods with an approved fire suppression system. In chemical storage rooms, a chemical fire suppression system, such as Barricade or AFFF is preferred. In central computer rooms, the College when required desires gaseous fire extinguishing systems. Inergen shall be considered as the extinguishing material and reviewed with the Owner s representative and Information Technology Department. CODES, REGULATIONS, AND SAFETY CONSIDERATIONS

6 Fire Hazard Safeguards Any storage in excess of 10 gallons of flammable or combustible materials shall be in a small fire-resistive room or in an approved flammable liquid safety cabinet. Chemical storage cabinets, when included in the contract shall be selected as follows - When the chemical storage cabinets are purchased by the Owner, the Architect shall coordinate and design to accommodate them. Every laboratory shall have at least one (1) and no more than (3) flammable liquids storage cabinets, as specified in the most recently published version of the Uniform Fire Code (UFC) or the International Fire Code (IFC). The number of flammable liquids storage cabinets shall be determined by program design. This shall be reviewed with the Owner s Representative and incorporated into the design. Coiling Doors/Fire Curtains The use of this type door is strongly discouraged, and only by used permission of the Owner. Eyewash and Safety Showers Each laboratory shall have at least one plumbed eyewash unit with a floor drain below, that meets or exceeds the requirements for plumbed eyewash units in the most recent printing of the American National Standards Institute Standard Z387.1 American National Standard for Emergency Eyewash and Shower Equipment. The unit shall be properly tested. Eyewash stations shall be installed in all laboratories. Safety showers shall be installed in laboratory buildings as required by applicable Codes. 7 Asbestos Removal Most College buildings and utility tunnels constructed before 1970 contain asbestos materials in some form or another. The most typical use is mechanical insulation s and other building materials. Generally, it is the policy of the College to remove and dispose of these materials, whenever a construction project is undertaken, to remodel a building or part of the project. Based on the Scope of Work established in the Architect s documents, the College will provide the Contractor a written report form a State Certified Inspector identifying the areas of concerns. The actual removal and disposal will be accomplished by Facilities Services, Environmental Health & Safety or outside Contractor prior to the start of the remodeling project or when appropriate to the construction sequence of the Project. If the removal project is large enough to require a bidding process, the Owner may contract with a consultant for preparation of contract documents. These services will be separate and distinct from the Architect's services. If during the course of remodel construction, additional suspicious material is discovered, the Contractor shall notify the Colorado College, Environmental Health and Safety Department immediately. The College, with the Contractor s assistance, will assess the situation and remove the material appropriately. Use of Asbestos or Products with Asbestos The use of asbestos or any product containing asbestos banned by the Environmental Protection Agency and Department of Labor's Occupational Safety and Health Administration is absolutely prohibited from this project. Any contractor installing any product with asbestos shall bear full responsibility and liability for any penalties, damages, suits or loss and shall pay for any and all costs of removal and replacement and also all legal costs if they are involved. Any product specified that unknowingly contains asbestos shall be brought to the attention of the architect in writing prior to its purchase and shall not be used.
