1 It shall be the intent of these specifications to cover the furnishing and delivery of hydraulic rescue tools and associated equipment as hereinafter specified. These specifications shall cover only the general requirements. All hydraulic tools, pumps and components shall meet the requirements of the National Fire Protection Association standard 1936, Standard on Powered Rescue Tools, in all respects. The bid price must remain valid for a period of thirty (30) days from the date of the bid opening. All tools must have a manufacturer s warranty against all defects in materials and workmanship for as long as owned by the original purchaser. In the event of tool or equipment breakage or failure, an equivalent replacement shall be provided to the department from the bidder within twenty-four (24) hours of notification of the failure. The dealer must be located within a sixty (60) mile radius of the City of Brookings to minimize any downtime in the event of a breakdown of the equipment provided. All tools, hoses and accessories shall be compliant with NFPA 1936 Standard on Powered Rescue Tools, 2010 edition as well as UL Classified. They must also comply with classification from a third party with testing performed by Underwriters Laboratories or by a test laboratory recognized and accepted by the authority having jurisdiction. For maximum operator safety, all heavy hydraulic rescue tools shall be equipped with safety relief valves to prevent over pressurization caused by a sudden load shift on the tool. The tools will have an automatic, nonreturn check valve built in so that the tool will hold the load when the control handle is released, whether the tool is being used for spreading or pulling operations. The responsible bidder shall include in their bid all mounting hardware and/or respectable cases so that the tools and equipment can be securely stored in the assigned apparatus as approved by the authority having jurisdiction. All tools and equipment shall have single connection coupler design for attaching hoses to the tools and pumps. GENERAL HYDRAULIC RESCUE DUO PUMP GAS DRIVEN Two (2) Gas Driven Rescue s meeting the following specifications shall be provided. The pump must allow for operation in all weather and environmental conditions. The pump must be capable of powering two tools at full power, independently and simultaneously. The pump shall be provided with a Pressure Relief Device to allow the relief of pressure on the hose lines resulting from temperature changes. Engine The pump shall be driven by a Honda 4-stroke gasoline engine. The pump shall be capable of producing a maximum working pressure of 10,500 psi. The pump shall be protected with an internal safety valve. Carrying Frame The pump shall be provided with a carrying frame designed for mobility and ease of carrying. The frame shall have non-slip surface to provide improved grip in all weather conditions. The frame shall be provided with antivibration dampers to keep the pump in position while operating. 1

3 General HYDRAULIC RESCUE DUO PUMP ELECTRIC DRIVEN Two (2) Electric driven hydraulic pumps meeting the following specifications shall be provided. The pump must allow for operation in all weather and environmental conditions. The pump shall be provided with a pressure relief device to allow pressure relief on the hose lines resulting from temperature changes. Electric Motor The electric motor shall operate on two hundred-twenty (220) volts and be sized to sufficiently power two tools at full power, independently and simultaneously. The pump shall be capable of producing a maximum working pressure of 10,500 psi. The pump shall be protected with an internal safety valve. 4 General HEAVY DUTY RESCUE CUTTER Three (3) Rescue Cutters meeting the following specifications shall be provided. The tool must be capable of withstanding a static over-load pressure of twice the working pressure. tool without the assistance of other people. The tool will be equipped with a carrying handle, which allows the operator to keep the tool evenly balanced in all positions even with one hand. Handle shall have a non-slip surface for improved grip in all weather conditions. Blades The blades of the cutter shall be fabricated from high grade tool steel, hardened to improve durability. Forged or cast blades will not be acceptable. The blades shall be manufactured and designed with curved blades and constructed to be re-ground. The maximum cutting force exerted shall be no less than 228,855 lbf. The NFPA performance level rating for this tool shall meet A7 B7 C7 D8 E8. The maximum opening of the blades will be no less than 7.62 measured at the tips of the cutting blades. The tips shall have serrations on both the inside and outside for superior grip in spreading and crushing operations. The arms of the spreader will have a maximum opening width of 28 and exert a spreading force no less than 33,625 lbf. 9 MINI CUTTER General One (1) Mini Cutter meeting the following specifications shall be supplied. tool without the assistance of other people. Blades The blades of the cutter shall be fabricated from high grade tool steel, hardened to improve durability. Forged or cast blades will not be acceptable. The blades shall be manufactured and designed with blades that are constructed to be re-grindable. The maximum cutting force exerted shall be no less than 35,000 lbf. Maximum opening of the blades measured at the tips shall be no less than 1.5. The length shall not exceed The width shall not exceed 3.2. The height shall not exceed 5.3. 10 General HYDRAULIC HOSE The working pressure of the hose shall be 10,500 psi. The hose shall be capable of withstanding a static overload pressure of at least four times the maximum working pressure. All hoses shall be delivered ready for use as a complete unit that has been pre-filled with hydraulic oil and hydrostatically tested. All hoses shall be supplied with single style couplers that are designed to recirculate the hydraulic oil. The following hose assemblies shall be provided: Four (4) Sections 32. Four (4) Sections minimum of 80 each. To be installed on the existing hydraulic reels located on Rescue 1. Pricing shall include the removal of the old hose lines and installation of the new hose lines on the reels. RAM SUPPORTS Total of Four (4) Heavy Duty Ram Supports shall be supplied. The Ram Supports shall provide support on door sills and B pillars. The Ram Supports shall have teeth to provide grip. There shall be multiple cross bar supports to prevent the tool from sliding. ACCESSORIES The following Ram and Spreader Accessories shall be supplied and include a carrying case for ease of use and mobility. Pulling Attachments: Pulling adapters and chains shall be provided for pulling operations. The pulling chains shall be equipped with shortening hooks. Pulling chains shall have a safety factor of at least two (2) times the maximum pulling force of the tools. Attachments: Wedge tip for splitting. Conical point for piercing holes in sheet materials. Round flat base with a minimum diameter of 4.25 for better distribution of the forces. Extension Pipes: Extension pipes with the following lengths shall be supplied for pushing operations Spreader Accessories: Spreading Tip Cutting Tip Pulling Tips with Hooks Pulling Chain Set 10

11 GENERAL BID ALTERNATE 1: HYDRAULIC RESCUE DUO PUMP PTO DRIVEN Two (2) PTO Driven Rescue s meeting the following specifications shall be provided. The pump shall allow for operation in all weather and environmental conditions. The pump shall be provided with a Pressure Relief Device to allow the relief of pressure on the hose lines resulting from temperature changes. All necessary components for the PTO-Driven pumps to make it operational with the Rescue 1 shall be included in the bid. The responsible bidder shall provide an approved design, equipment, and material necessary for a hot shift PTO-Driven hydraulic unit. Each pump shall be capable of operating two (2) tools simultaneously. The pump shall be capable of producing a maximum working pressure of 10,500 psi. The pump shall be protected with an internal safety valve. The length of the pump shall not exceed The width of the pump shall not exceed The height of the pump shall not exceed The weight of the pump shall not exceed 76.0 lbs.
