2 The service Introduction The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. Hazel Fraser is registered as a childminder to care for a maximum of six children at any one time under the age of 16, of whom no more than three are not yet attending primary school and of whom no more than one is under 12 months. Numbers are inclusive of children of the childminder's family. Hazel Fraser provides a childminding service from her home in a quiet, residential area in Muir of Ord. She made use of the kitchen and lounge. There was an enclosed garden to the rear of the house which the childminder made very good use of. The childminder also made very regular use of the local parks, woods, walks and other local resources. What we did during our inspection We wrote this report following an unannounced inspection. This was carried out by one inspector. The inspection took place on 21 July 2016, between 9:00am and 10:45am. We gave feedback to the childminder on the day of the inspection. We sent care standards questionnaires to the childminder to distribute to parents and carers of children who attend the service. Four parents completed and returned a questionnaire. During this inspection process, we gathered evidence from various sources including the following: - Discussion with the childminder - Talking with the children present - Observation of interaction between the childminder and the children present - Children's records - Policies and procedures - Information folder made available to parents and carers - Certificate of registration and public liability insurance - Examination of the premises. page 2 of 9

3 Views of people using the service There were three minded children present during the inspection as well as the childminder's own children. Two of the minded children were of school age while the third child was a year old. The childminder was very attentive to all the children and made sure that they were engaged in age appropriate activities. She made sure that the youngest child was well supervised. The children were all extremely relaxed and comfortable with the childminder and there was a great deal of positive interaction. The older children enthusiastically talked about all the things they enjoyed about going to the childminder's. They told us about various outdoor activities and the fun they had playing in the woods. The parents who completed and returned the care standards questionnaires were very positive in their comments about the standard of care provided by the childminder. They all strongly agreed with the statement; 'Overall, I am happy with the quality of care my child receives in this service'. Comments made included: 'Hazel is fantastic. My child loves going to her which makes life easier for me'. 'Hazel is a fantastic childminder who is like extended family to us. My children love being with her and I can rest easy knowing they are well cared for and stimulated with the range of activities she offers'. 'I find Hazel to be very approachable and very accommodating'. 'Hazel has gone out of her way to help my son'. 'Hazel always ensures he is kept active and stimulated with lots of activities'. 'I am extremely happy with the routine and activities provided by Hazel'. 'She is a respected member of the community and has the children's wellbeing at heart'. 'Regularly at the park and library'. 'Lots of outdoor play, baking, painting, arts and crafts'. 'The house is spotlessly clean and welcoming. She has a wide range of toys to meet every age group's needs'. Self assessment The childminder had completed and submitted a self assessment. She highlighted examples of things she did well and other areas she was proposing to develop. What the service did well The childminder provided a flexible service of a very high standard which was greatly appreciated by the children and their families. She was very proactive in ensuring that she was able to meet the individual needs of the children attending. It was important to the childminder to ensure that the children spent time outdoors each day taking part in a range of activities. She made very good use of local resources such as walks, woods and parks. page 3 of 9

4 What the service could do better The childminder should continue to keep up to date with current best practice and access any relevant training. She was proposing to contact local training providers to find out what training was available. She should routinely update her policies and procedures to ensure that they reflect and take account of current best practice. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 6 - Excellent 5 - Very Good not assessed 6 - Excellent Quality of care and support Findings from the inspection We found that the childminder continued to provide excellent care and support for the children. We were able to see that the childminder's practice supported excellent outcomes for each child and we were able to gather information to support this. Establishing close working relationships with the parents and carers which allowed for open communication and information sharing was extremely important for the childminder. She explained that she had worked with many of the families for a number of years and she had very good relationships with them all. The comments parents made in the completed care standards questionnaires confirmed how well the childminder worked with families. It was important to the childminder to work with parents and carers to ensure that she met the individual needs of the children attending. Before a child started attending, the childminder invited their parents and carers to visit and share information, ask any questions they might have and to see round her premises. Parents and carers were very welcome to visit as many times as they felt necessary before their child started. The childminder used the information she received from parents and carers to individualise the service for each child attending. She was able to give the example of how she had worked with a family to meet the additional support needs of their child. From our observations and discussions with the childminder, it was very evident that she knew each of the children in her care extremely well. The childminder had in place detailed, written records for each child, which contained relevant background information and details of the child's routine. She completed these records with parents and carers and routinely reviewed them to ensure that she continued to meet the changing needs of the children. The childminder explained that she very much took into account the needs of the children she cared for when deciding what training to complete. Involving parents/carers and the children, in the ongoing evaluation of the service was important to the childminder. She explained that she tended to get most feedback informally when talking to parents and carers at the end of the day when they came to collect their children. She also made use of questionnaires to get page 4 of 9

5 comments and suggestions. The childminder stated that she always let the parents and carers know the outcome of any questionnaires in a letter she sent out thanking them for taking part. So far, all the feedback received has been extremely positive and no areas for improvement had been identified. It was important to the childminder to listen to the children, take account of their comments and suggestions and encourage the children to express their feelings. She stated that the children, especially the older children, offered lots of ideas as to what they would like to do while they were with her. During the visit the childminder was very attentive and responsive to the needs of the children. There was lots of positive interaction, chatting and reassuring cuddles for the youngest child. When the children were unsure as to what to do, the childminder gave them helpful suggestions and allowed them to decide. The children learned about how to keep themselves safe, be healthy and active during various daily activities. Infection control was important to the childminder and she spoke to the children about why they should wash their hands before meals and after messy play and going to the toilet. The children learnt about road safety while out for walks and also how to keep themselves safe when out in various places. The childminder was registered as a food provider and held a current food hygiene qualification. She took account of various best practice guidance including Setting the table when planning snacks. Requirements Number of requirements: 0 Recommendations Number of recommendations: 0 Grade: 6 - excellent Quality of environment Findings from the inspection We found that the childminder's home environment was very clean, bright and welcoming for the children attending. Ensuring the health and safety of the children was important to the childminder. The childminder explained that she checked the equipment on a daily basis as she took it out and then again when she put it away. She explained that the children helped to put the toys away at the end of the day to help them to learn about looking after their environment and respecting other people's possessions. The childminder made very good use of the space available both indoors and outdoors. Comments from parents in the Care Standards Questionnaire indicated that they were very happy with the space available to the children to take part in a range of activities and that the premises were safe and secure. During the visit, the children were able to choose what they wanted to do. Children attending the service were kept safe through the various systems the childminder had in place including risk assessments, where the childminder identified any risks around the house and putting appropriate measures in place. The childminder routinely reviewed her risk assessments of her premises and the garden and had page 5 of 9

6 appropriate written records in place. The childminder explained that all the children enjoyed spending time outdoors. It was important to her that the children had time each day in the fresh air and had the opportunity to take part in physical exercise and play. The childminder and the children tended to spend a large part of their day outdoors either in the garden or out for walks and visits to the nearby woods and parks. The children told us how much they enjoyed playing in the woods. When out for walks and visiting nearby parks, the childminder ensured that the children learnt about road safety, how to cross the road safely, use a pedestrian crossing, stranger danger and how to play safe outdoors. Quality of management and leadership Findings from the inspection The childminder managed the service to an excellent standard and was very committed to ensuring that she had the appropriate knowledge and skills to meet the individual needs of the children attending. She had completed a range of training including child protection, first aid, Building the Ambition and an on-line autism course. She was able to tell us how she had used what she had learnt to develop her service to ensure that she met the individual needs of the children. For example, she spoke about how she had worked with a family and had adapted her service to meet the additional support needs of their child. The childminder had in place a full range of policies and procedures which she routinely reviewed to ensure that they reflected current best practice. The childminder was very proactive in relation to keeping up to date with best practice. She got ideas as to how she could develop her service by reading various publications such as SCMA magazine and regular Care Inspectorate publications. She had also read any best practice guidance sent to her including the Building the Ambition document and Setting the Table. The childminder advised that she also regularly accessed various websites on the internet to get ideas including the Care Inspectorate 'Hub'. The childminder encouraged parents and carers to give her any suggestions as to how she could develop the service to meet the needs of the children. She also routinely spoke informally with the children to ask for their comments and ideas. She stated that the children had some very good ideas, and activities were very much led by them. The childminder had also made use of questionnaires to get feedback from children and their parents page 6 of 9

7 and carers. She explained that she let everyone know the results of the questionnaire in a letter thanking them for taking part. So far, all her questionnaires contained extremely positive comments and there were no areas for improvement identified. The childminder had in place a clear complaints policy and procedure which she shared with all parents and carers. There had been no complaints at the time of the inspection.
