1 United Nations Nations Unies TERMS OF REFERENCE Deputy Special Representative of the Secretary-General / Resident Coordinator / Humanitarian Coordinator / Resident Representative for the Central African Republic (D-2) Organisational Setting and Reporting Lines: The position is located in the Central African Republic (CAR) as part of the United Nations Integrated Peacebuilding Office (BINUCA). The Deputy Special Representative of the Secretary-General (DSRSG) also serves as UN Resident Coordinator (RC), UN Humanitarian Coordinator (HC) and UNDP Resident Representative (RR). In his/ her capacity as DSRSG, the DSRSG/RC/HC/RR reports directly to the Special Representative of the Secretary-General (SRSG) in the Central African Republic (CAR) who is an Assistant Secretary General (ASG). In his/her capacity as RC, the DSRSG/RC/HC/RR is the leader of the UN Country Team (UNCT) and as such plays a central role in the coordination of the UN operational activities for development. In his/her capacity as the HC, the DSRSG/RC/HC/RR is responsible for leading and coordinating humanitarian action 1 of relevant organizations 2 in country. In this respect, the DSRSG/RC/HC/RR retains a second reporting line to the Emergency Relief Coordinator on Humanitarian Coordination issues, the UNDG Chair on Resident Coordinator issues, and the UNDP Administrator on Resident Representative issues, respectively. Whereas the SRSG has the overall authority for the coordination of UN activities, the DSRSG/RC/HC/RR will serve as the principal interface between the government and the UNCT, to lead the coordination effort for development and recovery activities and to bring concerns raised by the UNCT to the attention of the SRSG. The DSRSG also engages with non-governmental organizations (NGOs). Accountabilities: The DSRSG/RC/HC/RR will be responsible for the following functions: As DSRSG, and a member of the Integrated Office s Senior Leadership Team, under the overall leadership of the SRSG and within delegated authority: Coordinates the activities of the UNCT in the Central African Republic with its Government, donors and international financial institutions in line with the overall objectives of the UN in the Central African Republic; Ensures the consistency of UNCT programmes with the activities, objectives and goals of the United Nations in the Central African Republic; Advises the SRSG on all international humanitarian and development activities, including national capacity building, ensuring the strategic coherence and integration of the activities of the UNCT 1 This includes humanitarian assistance and protection activities in the response preparedness and response phases in either disasters or complex emergencies. 2 These include UN Country Team members, as well as the International Organization for Migration, non-governmental organizations (NGOs), civil society organisations and components of the Red Cross/Red Crescent movement that commit to participate in coordination arrangements. In case of sudden-onset disasters, relevant organisations involved in humanitarian action may also include other international actors such as bilateral, military and private sector responders. Relations among organisations involved in humanitarian action are governed by the Principles of Partnership, endorsed by the Global Humanitarian Platform in July 2007.
2 PA G E 2 and related operations into all aspects of the mission s mandate implementation plan and operations; Works to achieve an effective strategic partnership between the United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) and the UNCT, under the leadership of the SRSG, who ensures that all components of BINUCA and the UNCT operate in a coherent and mutually supportive manner, and in close cooperation with other partners, further to decision 2008/24 of the Secretary-General on integration; In particular, s/he ensures the functioning of an integrated coordination mechanism supporting the work of BINUCA and the UNCT; Provides the communication channel between the SRSG and the UNCT; Leads the UNCT s interface with the Government and other national counterparts, including NGOs, for the planning and implementation of recovery and longer-term development programmes, in consultation with the SRSG; Acts for SRSG as necessary, serving as Officer-in-Charge, as needed. As Resident Coordinator: The functions and key expected results for the Resident Coordinator function are detailed in the UN Resident Coordinator Generic Job Description 29 January 2009, as agreed by the UNDG. The Generic Job Description is an integral part of the job Description for the DSRSG post in CAR. In addition and specifically for the RC post in CAR, the DSRSG/RC/HC/RR: Coordinates the activities of the UNCT with a view to ensuring maximum coherence in the spirit of the One UN concept; Leads UN dialogue with the Central African Republic Government on the building of national capacity and institutions and post-crisis recovery/reconstruction programmes; Leads and directs the strategic planning process within and among the member organizations of the UNCT to ensure consistency of UNCT programmes with the activities, objectives and goals of the United Nations presence in the Central African Republic; Builds partnerships with national/international partners and the UNCT through relevant needs assessments processes (vulnerability assessment, cause of conflict analysis, post conflict needs assessment) and resource mobilization efforts, including at donor conferences; Leads the UNCT s participation in the local donor process, ensuring that UN plans, technical advice, and resource mobilization activities are prepared in a coherent manner to complement and support national plans/appeals; and facilitates the participation of non-resident organizations of the 2
3 PA G E 3 UN system in the process, where appropriate; Supports the establishment of a viable donor coordination mechanism to ensure that funds pledged are received and used appropriately. Encourages and supports national efforts in disaster risk reduction, specifically: Encourages the Government to implement preparedness measures, including national disaster risk management plans and pre-disaster recovery plans, based on a national disaster risk assessment as well as ongoing documentation of disaster issues, in close collaboration with the UNCT; Leads and coordinates the response preparedness efforts of UNCT members and relevant humanitarian actors in support of national efforts including contingency planning involving all relevant stakeholders. As Humanitarian Coordinator: The DSRSG/RC/HC/RR, whenever possible in support of and in coordination with national and local authorities: Establishes and leads an inclusive Humanitarian Country Team comprising UNCT members and relevant humanitarian actors; Leads and coordinates the development of a common strategic response plan for humanitarian action in-country, based on documented needs and ensuring that cross-cutting issues (gender, age, human rights, HIV/AIDS, the environment) and activities in support of early recovery are integrated; Ensures that there is an efficient and effective division of labour among relevant organiations for implementing the strategic plan by facilitating an agreement among humanitarian actors on the establishment of sectors/clusters and the designation of sector/cluster leads, and ensuring that sectors/clusters function efficiently; Coordinates a principled, timely and effective implementation of the humanitarian response plan by holding cluster leads accountable for the performance of the functions outlined in the IASC Guidance Note and by establishing mechanisms for inter-sector/cluster coordination, including for needs assessments, monitoring and evaluation; Expends all necessary efforts to obtain free, timely, safe and unimpeded access by humanitarian organizations to populations in needs, by leading and/or promoting negotiations with relevant parties, where appropriate, including non-state actors. Promotes compliance with international humanitarian and human rights law with all relevant parties, including non-state actors, by coordinating the advocacy efforts of relevant organizations and using private and/or public advocacy as appropriate; 3
4 PA G E 4 Expends all necessary efforts to ensure that the strategic plan is funded sufficiently and in a timely manner, by promoting and locally leading inclusive resource mobilization efforts that reflect documented priority needs, overseeing CERF grant applications, and managing in-country humanitarian pooled funds if they exist; Oversees monitoring of and reporting on projects funded by CERF; Expends all necessary efforts to ensure that Member States and regional organisations (and their military forces), UN entities (including the UN Mission), civil society, the private sector and the media and other relevant actors take humanitarian concerns into due account, by coordinating the advocacy efforts of relevant organizations and using private and/or public advocacy as appropriate; Ensures that appropriate linkages are made between relief, recovery, transition and development activities, and promotes prevention strategies in national development plans; Expends all necessary efforts to ensure that relief activities lead and contribute to the early as well as long-term recovery of affected populations, by cooperating closely with actors responsible for planning and implementing rehabilitation and development activities. As Deputy Designated Official (DDO): As delegated by SRSG (the Designated Official), provides security leadership through a Risk Management approach (rather than a Risk Avoidance approach) to enable the effective implementation of operational programmes; Effectively mainstreams security by: integrating security considerations into the planning of all operations at the earliest stages; convening and leading inter-agency Security Management Team (SMT) for joint action on security; ensuring that an updated security plan is in place, and all UN staff are aware of their responsibilities under the plan; Supports the DO in maintaining close coordination at the strategic level with the host Government department responsible for security; Engages effectively with operational actors on specific security issues, where necessary reconciling conflicts of priority between security and operational imperatives, seeking innovative solutions to maximize operational achievement while minimizing risk. As UNDP Resident Representative: The RR is responsible and accountable for UNDP and takes full accountability for overall strategic guidance, overall leadership, management and oversight of its programme and operations; 4
5 PA G E 5 Supervises the UNDP Country Director to ensure a clean line of command and the smooth provision of operational support to the mission in the areas concerned; In consultation with UNDP HQ the RR delegates authority to the Country Director to undertake specific responsibilities in the management of UNDP, to be the day-to-day manager of UNDP. Additional Duties: Performs other related duties, as required by the SRSG, as DSRSG/RC/HC/RR. 5
