4 TITLE I PRORECTORS Article 1 Senior Prorector The Senior Prorector (prorettore vicario) is appointed by the Board of Directors on the proposal of the Rector, selecting that individual from among the University s full professors in accordance with subparagraph e) of article 7 of the current Statutes. The Senior Prorector s term of office coincides with that of the Rector. The Senior Prorector deputises for the Rector, in the latter s absence or impediment, in the exercise of rectoral functions. Article 2 Prorector for Teaching The Prorector for Teaching (prorettore alla didattica) is appointed by the Board of Directors on the proposal of the Rector, selecting that individual from among the University s full professors in accordance with subparagraph f) of article 7 of the current Statutes. The Prorector for Teaching s term of office coincides with that of the Rector. The Prorector for Teaching s functions are as follows: a) coordination of teaching activities and oversight of their performance; b) ensuring that academic programmes are consistent with labour market developments; c) checking that the syllabi of the various courses are consistent with one another on the basis of the analysis conducted by the degree programme coordinators; d) supervision of the academic offerings of the departments and schools and checking of their consistency; e) supervision and coordination of proposals to hire tenured academic staff, taking into account the necessary requisites prescribed by the law in force; f) submission of proposal to department executives of possible changes regarding who teaches which courses in order to maximise the use of internal resources; g) any other functions assigned by the Rector. Article 3 Prorector for Research The Prorector for Research (prorettore alla ricerca) is appointed by the Board of Directors on the proposal of the Rector, selecting that individual from among the University s full professors in accordance with subparagraph f) of article 7 of the current Statutes. The Prorector for Research s term of office coincides with that of the Rector. The Prorector for Teaching s functions are as follows: a) coordination of the research activities of the departments, research communities, schools and research centres; b) supervision of the work of research doctorate students and research grantees; c) analysis of the results of the evaluation of the research and proposal for ensuing action; d) action plans to attract funds for research from Italian and foreign public bodies and the private sector; e) enhancement of internationalisation; f) any other functions assigned by the Rector. 2

5 TITLE II DEPARTMENTS Article 4 Establishment The establishment and abolition of departments is resolved by the Board of Directors in accordance with subparagraph j) of article 7 of the Statutes. At the time that these Regulations enter into force the following departments are already operational: - the department of business and managment; - the department of economics and finance; - the department of law; - the department of political science. The basis mission of a department is: Article 5 Purpose a) the drawing up of academic offerings as well as the organisation and coordination of the teaching activities associated with the department s degree programmes and other courses; b) the promotion and coordination of research, identifying and managing the lines of development; c) the development of research doctoral programmes and research grants; d) the fostering of both individual and collective research programmes. The following are department bodies: the Board (consiglio); the Executive (giunta); the Head (direttore). Article 6 Bodies Article 7 Department Board The Department Board consists of the tenured full professors, fixed-term first-level professors, associated professors and fixed-term researchers affiliated with the department s degree programmes. The Department Board meets at least three times a year upon being convened by the Department Head or a quarter of its members. The members of the Department Board participate in board deliberations for all issues falling within their own sphere of competence and subject to the limitations associated with their role, in accordance with the applicable rules and regulations. The Department Board may, pursuant to article 13 of the Statutes, delegate some of its members to handle preparatory matters relating to specific matters. Meetings of the Department Board may be attended by contract professors and the student representatives elected in accordance with the procedures set out in the unified regulations concerning the election of representatives to various bodies referred to in article 4 of the Statutes. Those attendees shall have an advisory vote only and in any event may not attend meetings concerning the filling of tenured positions, the 3

6 hiring of tenured professors, matters pertaining to tenured professors and researchers and decisions on who is to teach what official courses. In particular, within the scope of the budget assigned to it and in accordance with the strategic plan, the Department Board: a) determines the department s general policy; b) furnishes the Academic Senate with its opinion concerning the establishment of new degree programmes and courses; c) submits proposals, through the Rector, to the Academic Senate concerning the vacant tenured professorships and research positions to be filled in accordance with the strategic plan; d) as regards the professorships and research positions to be filled mentioned in the preceding subparagraph, adopts a reasoned resolution establishing a ranking order and proposes it to the Rector for subsequent forwarding to the Executive Committee; e) on the basis of the results of the evaluation of the commission appointed by the Department Executive, adopts resolutions on the statutory applications to extend the contracts of researchers for the purposes of the subsequent opinion from the Executive Committee; f) submits proposals to the Academic Senate concerning the organisation of advanced courses and post graduate schools; g) submits proposals to the Academic Senate concerning the organisation of research doctorate programmes with reference to the academic areas pertaining to the department and the appointment of the associated coordinators, in accordance with the Research Doctorate Regulations; h) submits proposals to the Executive Committee regarding the setting of possible admission and attendance fees for doctoral programmes in accordance with the Research Doctorate Regulations; i) makes proposals regarding research projects and the associated academic staff in charge thereof, for submission to the Academic Senate in relation to research grants, in accordance with the Research Grant Regulations; j) adopts resolutions on obtaining further funds from bodies and businesses for research doctorate scholarships and/or research grants; k) organises teaching and coordinates research, checking that teaching and research commitments are honoured and adopting the ensuing resolutions, taking into account the indications given by the prorectors; l) approves the annual report on teaching and research activities submitted by the Department Head; m) submits proposals to the Academic Senate concerning establishment and abolition of research centres; n) submits proposals to the Academic Senate regarding membership of academic boards and the appointment of research centre directors; o) exercises any other function that is vested in it by law, regulations or the Statutes. Article 8 Department Head The Department Head is appointed by the Board of Directors on the proposal of the Rector, selecting that individual from among the University s full professors belonging to the department concerned in accordance with subparagraph f) of article 7 of the current Statutes. The Department Head s term of office is three years. The Department Head s functions are: a) the submission of proposals to the Rector and General Manager relating to the drawing up of the strategic plan and associated annual updates; b) representation of the department vis-à-vis the University s other governance bodies; 4

7 c) the promotion of any action aimed at creating and improving the organisational tools necessary for the department to perform its functions; d) enhancing the implementation of the academic offerings and research programmes approved by the Department Board; e) the preparation of an annual report on the teaching and research undertaken by the department, for submission to the Rector and the Academic Senate so that the results attained can be checked; f) the monitoring of funding obtained; g) the convening of the Department Board, specifying the agenda for each meeting, who is to chair the meeting and who is to be the secretary for the purposes of drawing up the minutes, which will be signed by the latter and the Department Head; h) ensuring compliance with all of the rules concerning university studies and the functioning of the department; i) the supervision of the preparation of the overall timetable for the single courses and exam sessions for the entire year; j) the forwarding of department resolutions to the other academic bodies; k) the procurement of the reference and/or teaching materials necessary for the purposes of undertaking teaching and research. The Department Head may delegate some of his or her functions to members of the Department Executive. Article 9 Funds Allocated to Teaching and Research Without prejudice to how the Executive Committee may assign funds to specific research projects, the funds for teaching and research that the Executive Committee allocates to each department annually are divided up between: a) individual research; b) collective research; c) a percentage share, borne by the University, to finance research projects of important national and international interest; d) scholarships; e) research doctorate scholarships; f) research grants and research contracts; g) general expenses and miscellaneous items. Further research in cooperation with other departments or private and public bodies may also be financed. Article 10 Department Executive The Department Executive consists of the Department Head, who convenes and chairs it, the degree course coordinators, the coordinators of the research communities belonging to the department and the directors of the schools belonging to the department, if any. Meetings of the Department Executive are attended by the Prorector for Teaching and the Prorector for Research, who have an advisory vote. In particular the Department Executive: a) submits proposals to the Department Board regarding the guidelines to be adopted in relation to teaching and research activities; b) submits proposals to the Academic Senate concerning the awarding of teaching contracts; c) approves study plans and adopts resolutions on student matters; 5

8 d) appoints an examining commission for the procedures associated with hiring tenured professors and fixed-term researchers; e) appoints the commission to evaluate the work done by researchers for the purposes of extending their contracts as required by law; f) submits proposals to the Rector regarding the examining commissions for the comparative evaluation to be conducted in the context of awarding research grants; g) promotes the establishment of scholarships and research contracts; h) submits proposals to academic boards regarding the teaching activities expected of doctoral students in accordance with the Research Doctorate Regulations and assesses the quality thereof; i) resolves, on the proposal of the Department Head, how the funds annually allocated for teaching and research referred to in the preceding article are to be divided up. Article 11 Degree Programme Coordinators The degree course coordinators (one for the single-cycle degree programme in law and two for each of the other departments, respectively for 3-year bachelor s and master s degree programmes) are appointed by the Department Head and their term of office is three years. The degree programme coordinators function are as follows: a) analysis of the syllabi of the courses, also in light of career prospects and labour market developments in accordance with the guidelines given by the Prorector for Teaching; b) coordination, in agreement with the Department Head, of the teaching and study activities aimed at obtaining the relevant degree; c) checking that changes to the academic offerings are consistent with the relevant ministerial rules; d) the examination of study plans and student matters to be submitted to obtain the approval of the Department Executive; e) evaluation of teaching results through assessment questionnaires and communication of that evaluation to the Department Head. Article 12 Research Communities The Academic Senate establishes research communities on a proposal from the academic staff who wish to be members thereof subject to a necessary minimum number to be set from time to time by the Executive Committee. A research community comprises professors and researchers working in academic disciplines that are homogeneous or united by the same topic of research. Each research community elects one of its number as a coordinator, who represents it on the Department executive. Article 13 Research Community Coordinators Research community coordinators are elected by their respective research communities and hold office for three years. The research community coordinators functions are as follows: a) submission of proposals to the Department Head regarding the research development plan concerning their area for the purposes of enabling the strategic plan to be drawn up; b) fostering and developing research projects; 6

9 c) promotion, in conjunction with the Prorector for Research, of planned projects to national and international funding agencies; d) coordination and promotion of seminars. Article 14 Research Centres On a proposal from the Academic Senate, the establishment and abolition of research centres is resolved by the Executive Committee. The research centres operate within the framework of the department or schools and enjoy academic and organisational independence. Research centres sole aims can be basic and/or applied research to be undertaken on the mandate of the department or schools or on the basis of a third party commission. Reference is to be made to the relevant regulations on research centres for matters not specifically addressed herein. Article 15 Interdepartmental and Intervarsity Centres If a Department Board maintains that a research project or area calls for its own, other departments or another university s interdisciplinary skills, it submits the relevant proposal to the Academic Senate regarding the establishment of an interdepartmental or intervarsity research centre. The initiative of establishing an interdepartmental or intervarsity research centre is a matter primarily for the Academic Senate to decide whenever a research project or area is of important interest for the University and the outside world and requires input from the members of various departments and other Italian or foreign universities as well as Italian and foreign centres of excellence. Article 16 Sources of Funding for the Centres Funds assigned by the department for specific research to be conducted by a centre itself belong to that centre. Also belonging to the centre are funds deriving from third parties who have commissioned research so that the income in question serves to assure the economic self-sufficiency of the centre without any burden on the university budget. In order to achieve its aims and attain self-sufficiency, a research centre may also obtain: private and public funding for specific research; other funds dedicated to research facilities. In accordance with the provisions of the preceding paragraph each centre, though preserving its autonomy in planning its work and promoting its activities to the outside world, must preliminary submit research projects commissioned by third parties for an assessment by the Department Head as to whether they are consistent with the department s objectives. Contracts for the research commissioned by third parties are signed by the University s legal representative on the proposal of the Department Head. The fee for the research commissioned by third parties is paid to the department, which in turn pays the amount to the research centre after deducting a percentage determined by the Academic Senate and which serves as department funds for supporting research. The use of the funding is a matter exclusively for the research centre director. The department also deducts a percentage, whose amount is decided by Executive Committee resolution, to cover the University s general operating costs. 7

10 TITLE III SCHOOLS Article 17 General Rules Schools, established pursuant to article 15 of the current Statutes, organise postgraduate teaching mainly having regard to the needs of the labour market and the professions and organise externally-funded research programmes on matters pertaining to their own activities. The Board of Directors appoints the school presidents (presidenti delle scuole) on the proposal of the President and appoints the school directors (direttori delle scuole) on the proposal of the Rector after consulting with the General Manager and the school presidents. School directors hold office for three years. School directors submit proposals to the Rector and the General Manager relating to the drawing up of the strategic plan. Within the limits of their respective budgets schools may submit proposals to the relevant Department Head concerning the hiring of tenured professors and researchers, to be achieved possibly through co-financing. The organisation and operation of the schools are governed by their respective regulations. 8

11 TITLE IV UNIVERSITY LANGUAGE CENTRE Article 18 University Language Centre The University Language Centre, headed by a tenured LUISS Guido Carli professor appointed by the Academic Senate on the proposal of the Rector, consists of the Department Heads (or their representatives) and tenured foreign language academic staff. The University Language Centre is attributed the following functions: a) the preparation of a plan, having regard to the indications given by the Department Heads, to develop knowledge of languages and intercultural skills in each department, to be submitted for approval by the Academic Senate after consulting with the relevant Department Board; b) the implementation of specific learning programmes for Italian and foreign languages using multiple methods and a variety of useful cognitive tools; c) the implementation of integrated language learning courses, including in conjunction with external institutions, facilitating the issuing of internationally recognised language certifications for the languages taught; d) the organisation and coordination of applied language research and participation in national, European and international research projects; e) the preparation of an annual report addressed to the Rector setting out the results achieved and proposing changes, if any, designed to improve those results. The Director of the University Language Centre holds office for three years. 9

12 TITLE V RESEARCH GRANTS AND RESEARCH DOCTORATES Article 19 General Rules LUISS Guido Carli establishes research doctorate programmes and research grants having regard to the University s education plans, as per article 1 of its Independent Statutes with reference to the academic areas of particular importance. The rules governing the establishment and awarding of research grants and the establishment and starting of each research doctorate programme are set out in specific regulations for that purpose. 10

13 TITLE VI UNIVERSITY UNION Article 20 Student Welfare Within the context of its own independence and sphere of competence LUISS Guido Carli recognises the right of the capable and the deserving, even if lacking the financial means, to attain the highest level of study and to that end the University takes the necessary step to afford all students equal opportunity. In relation to the laws and regulations in force LUISS Guido Carli directly manages the regional student welfare funds (diritto allo studio) dedicated to its own university students on the basis of a specific agreement to that end. In this regard the University Union is tasked with autonomously managing the student welfare funds earmarked by the State, the Lazio Region, the University itself and any other body. Separate accounts are maintained to ensure that student welfare funds are managed apart. Article 21 Constituent Bodies The following are the University Union s constituent bodies: a) the Rector, or the latter s representative, as the President; b) the Commission. Article 22 The President and Allowance The President: a) chairs and coordinates the Commission; b) supervises the overall activities of the University Union and is responsible therefor vis-à-vis the University s Board of Directors; c) submits proposal regarding the University s entering into of the agreement referred to in article 8 of Regional Law No. 7 of 18 June 2008 as amended d) may adopt measures in cases of necessity and urgency subject to briefing the Commission at its next meeting for ratification purposes; e) manages the University Union s facilities in order to achieve the planned objectives decided by the Commission; f) is responsible for the management of personnel, facilities and financial resources; g) makes decisions of an administrative-operational nature The University sets the amount of the allowance payable to the President of the University Union. Article 23 Commission Members and Allowance The Commission, appointed by rectoral decree, consists of the following individuals: a) the President; b) student representatives, one individual for each department, chosen by and from among the students elected to other collegial bodies at the University; in the event of a tie the eldest student shall prevail; c) academic staff, one individual for each department, designated by the Rector. Having regard to the previous paragraph hereof the Rector, by decree, appoints the student component to the collegial bodies upon the expiry of the relevant mandates. 11

14 A student who ceases to hold the status of representative prior to the natural expiry of his or her mandate is declared by rectoral decree to have ceased to hold office and is replaced using the same criterion referred to in the first paragraph of this article. The University sets the amount of the attendance allowance payable to the members of the Commission. Article 24 Commission Functions The Commission s function is to plan, organise and manage student welfare measures for LUISS Guido Carli students in implementation of the principles laid down by Law No. 390 of 2 December 1991 and in conformity with the provisions of Regional Law No. 25 of 25 August 2003 as amended. In particular, the Commission: a) decides on the activities to be undertaken in accordance with the policy set by the Region and the University; b) decides on concluding the agreement with Laziodisu, the student welfare body for Lazio, pursuant to article 8 of Regional Law No. 7 of 18 June 2008 as amended; c) resolves on the University Union s budget and final accounts to be submitted for the approval of the University s Board of Directors and resolves on the real estate investments financed with regional and public funds; d) approves all measures regarding student welfare including the announcements of the competitive procedures for awarding benefits and the regulations governing the use of student services; e) adopts any other measures relating to the implementation of student welfare; f) has powers to check the quality and quantity of the services and how efficiency their management is, also through relying on the input of experts from outside the University. Article 25 Convening of the Commission and Quorum The Commission is by convened by the President through a notice of call setting out the day, time and place of the meeting as well as the agenda therefor, sent at least three days in advance. Notice may be reduced to 24 hours in cases of urgency. The presence of a simple majority of the commission members is required to establish a quorum. In calculating the quorum those who have justified their absence are taken into account. Article 26 Commission Resolutions Commission resolutions are adopted by simple majority of those present. In the event of a tie the President has a casting vote. The proceedings of commission meetings shall be recorded in minutes signed by the President and the secretary. Article 27 Human Resources For managing student welfare issues the number of University Union personnel and their requisites are governed by the provisions of the agreement referred to in article 22 above. The personnel, selected in accordance with the preceding paragraph, constitute an operating unit devoted exclusively to managing student welfare measures, that operates under the Rector or the latter s representative and that reports to the General Manager. 12

15 TITLE VII UNIVERSITY LIBRARY COMMISSION Article 28 University Library Commission The University Library Commission consists of the Rector s library representative, the Department Heads or their representatives and the Head Librarian (responsabile della biblioteca). The Commission has sole responsibility for library management policy as regards the fundamental academic direction to be pursued. The University Library Commission meets on the specific request of its members. The Head Librarian is in charge of drawing up and keeping minutes of the Commission s meetings, and suitably communicates them to the University s collegial bodies. Article 29 Regulations The University Library Commission adopts detailed rules on the following matters through drawing up and issuing regulations for that specific purpose: a) inventory of library holdings; b) purchase of books; c) procurement procedures and auditing of use of funds; d) library access; e) bibliographical research; f) reading services; g) lending procures and penalties; h) document delivery and interlibrary loans; i) copying; j) publication; k) SBA University Library System. 13
