5 Finland and the Bologna Process page 5 Finland reformed the degree structure. The new degree system (3+2+4) adopted by all Finnish universities in August Polytechnics will keep the previous system. The extent of studies required for a lower university degree (bachelor) is 180 credits and it can be completed in three years. The higher university degree (master) has a scope of 120 credits in most fields of study and can be completed in two years. Universities and polytechnics have adopted the Diploma Supplement Finnish HE institutions use the ECTS system HE system in Finland is becoming more international: more English taught teaching, more international students
6 Evaluation and Quality Assurance of Finnish Higher Education page 6 Development of evaluation practices - discipline-based evaluations at the end of the 1970s -> - starting of institutionalized evaluations the first evaluations of study programmes experimentation of total evaluations of universities (Universities of Jyväskylä and Oulu) - In 1995 the Finnish Higher Education Evaluation Council (FINHEEC) was founded as a public agency - In 2004 the Ministry of Education: need for more systematic quality assessment procedures (Välimaa & Mollis 2004)
7 Finnish Higher Education Evaluation Council (FINHEEC) page 7 - Assisting institutions of higher education and the Ministry of Education in evaluation. - Conducting evaluation for the accreditation of the polytechnics. - Organising evaluations of the activities of higher education institutions and evaluations related to higher education policy. - Initiating evaluations of higher education and promote its development. - Engaging in international cooperation in evaluation. - Promoting research on evaluation of higher education, - Evaluation and recognition of professional courses offered by higher education insitutions, and keeping a registry of them. (
8 Audits of quality assurance systems of higher education institutions page 8 After consultations with the Ministry of Education and the universities and polytechnics, FINHEEC has started to audit the quality assurance systems of higher education institutions (HEIs) in HEI quality assurance systems will be evaluated from the institutional and the faculty and programme point of view. 10 audit targets the objectives, structure and documentation of the QA system, involvement of staff, students and external stakeholders, links between the QA system and HEI leadership and management and effectiveness of the QA system to produce relevant information and promote operational development and change.
