4 1 Introduction 1.1 Background JBS Environmental Pty Ltd (JBS) was engaged by Orica Australia Pty Ltd (Orica) to prepare an Asbestos Management Plan (AMP) for the information of site workers and contractors at the Southlands Development located at McPherson Street, Banksmeadow, NSW (the site). A preliminary investigation was completed in 2005 (HLA ) on stockpiled sand and soil material across the site. The resulting report from this investigation was reviewed by Charlie Furr of JBS (JBS ) and it was determined that both bonded and friable asbestos were present in stockpiled material at the site. It was recommended that any asbestos removal/remediation works should be completed by a Class A licensed asbestos removal contractor. This plan was prepared in accordance with the requirements of National Occupational Health & Safety Commission (NOHSC) "Asbestos: Code of Practice and Guidance Notes", the NSW Occupational Health and Safety Act and Regulations, NSW WorkCover Guidelines. All contractors working on the site referred to as Southlands must be provided with a copy of this plan. 1.2 Objectives This AMP has been prepared to educate site workers and contractors about the presence of bonded and friable asbestos contamination at the site and assist them with management of any future site works that may disturb the asbestos contaminated material and result in a risk to human health. 1.3 Definitions Asbestos Asbestos is the generic term for a number of naturally occurring fibrous silicate minerals (SafeWork ). There are two major groups of asbestos: The Serpentine group which contains chrysotile (white asbestos); and; The Amphibole group which contains amosite (brown asbestos) and crocidolite (blue asbestos) as well as other less common types, such as tremolite, actinolite and anthophyllite. The condition of asbestos materials can be identified as either Bonded or Friable as described in Section and Section 1.3.3, respectively. 5 1.3.2 Bonded Asbestos Bonded asbestos material is any material that contains asbestos in a bonded matrix. It may consist of Portland cement or various resins/binders, and it cannot be crushed by hand when dry (Safe Work 2011). Examples of bonded asbestos are shown in Plates 1.1 and 1.2. Plate 1.1: Bonded Asbestos as fibre cement sheeting Plate 1.2: Bonded Asbestos as fibre cement tiles(left) and corrugated sheeting (right) Friable Asbestos Friable asbestos material is any material that contains asbestos and is in the form of a powder, or can be crumbled, pulverized or reduced to powder by hand pressure when dry. Any products that have been subjected to weathering, or damaged by hail, fire or water blasting are considered to be friable (Safe Work 2011). An example of friable asbestos is shown in Plate 1.3. 6 2 Management of Soil Contamination 2.1 Above Ground Works Site workers and contractors are not required to prepare a Contamination Management Procedure if completing any of the following non intrusive works on site: Site inspections without sampling; Site walkovers; and Any other above ground works. No specific safety or procedural requirements, other than those required by Orica upon entry to this site, are necessary for above ground works. Those site workers and contractors completing above ground works shall make themselves familiar with the Unexpected Finds Protocol outlined in Section 2.4 of this AMP. 2.2 Non Intrusive Below Ground Works Site workers and contractors are not required to prepare a Contamination Management Procedure if completing any of the following below ground non intrusive works on site: Groundwater monitoring events from existing groundwater monitoring wells. No specific safety or procedural requirements, other than those required by Orica upon entry to this site, are necessary for non intrusive below ground works. Those site workers and contractors completing non intrusive below ground works shall make themselves familiar with the Unexpected Finds Protocol outlined in Section 2.4 of this AMP. 2.3 Intrusive Below Ground Works Site workers and contractors shall be required to develop specific Contamination Management Procedures (CMPs) relating to their proposed activities if completing any of the following intrusive works on site: Relocation or removal of any material; Excavation and removal of material; Sub ground level drilling; Trenching; Grading; or Any other intrusive works. The Contamination Management Procedures shall detail the requirements of site workers and contractors when completing intrusive below grounds works for the following: Personal Protective Equipment; Contaminated material storage and handling requirements; Waste transport and disposal and any requirements for licensed asbestos removal contractors; Asbestos Management Plan Page 4 Southlands Development, McPherson Street, Banksmeadow, NSW JBS (Revision 1)
7 Human health and environmental monitoring requirements; Any validation and clearance requirements; and An unexpected finds protocol similar to that outlined in Section 2.4. The Contamination Management Procedures shall be developed in accordance with the following National Guidelines and Regulations: Work Health and Safety Regulations 2011; Model Code of Practice How to Safely Remove Asbestos (Safe Work 2011); Code of Practice for the Safe Removal of Asbestos [NOHSC:2002(2005)]; and Waste Classification Guidelines (DECC 2008). The Contamination Management Procedure may be incorporated into a Safe Work Method Statement or JSERA. 2.4 Unexpected Finds Protocol Unexpected finds include: More than 10 m 2 of bonded asbestos observed on or below the ground surface (e.g. asbestos piping or conduit) 4 ; and Suspected friable asbestos on the ground surface. Any bonded asbestos encountered that totals less than 10m 2 will still require removal, but will not require the use of licensed bonded asbestos removal contactor. The removal less than 10m 2 of bonded asbestos will still need to be completed in accordance with guidance documents listed in Section 2.3. Requirements for disposal will need to be addressed in the Contractors CMPs. As a precautionary measure to ensure the protection of site workers and contractors and the site workers and occupants of nearby land, should an unexpected find be encountered (or any other unexpected potentially hazardous substance), the procedure summarised in Figure 2.1 is to be followed. An enlarged version of the unexpected finds protocol, suitable for use on site (Appendix A), should be posted in the site office and referred to during the site induction. 4 as defined in SafeWork (2011) Asbestos Management Plan Page 5 Southlands Development, McPherson Street, Banksmeadow, NSW JBS (Revision 1)

9 3 Limitations This report has been prepared for use by the client who has commissioned the works in accordance with the project brief only, and has been based in part on information obtained from the client and other parties. The advice herein relates only to this project and all management protocols stated should be reviewed by a competent person with experience in environmental investigations, before being implemented. Notwithstanding the recommendations in this report, property owners and contractors or other parties working on the site are responsible for ensuring that all work practices employed at the site meet or exceed any and all relevant regulatory requirements. The stated management protocols are designed as an outline, and specific circumstances may arise where the protocol may need to be altered. Should this be required, then the protocol should stand as the minimum requirement, and changes should only increase or improve upon the requirements of this plan.
