1 Educatinal Resurces and Facilities Plicy Name Educatinal Resurces and Facilities Plicy Related Standards ESOS Act (2000) / Natinal Cde f Practice: Standard 14 Standards fr RTOs (2015): Standard 1 1. PURPOSE Set the standard fr prvisin f adequate facilities t prvide quality training and assessment fr all students. 2. RESPONSIBILITY The CEO / General Manager is respnsible fr the implementatin f this plicy and t ensure that the staff is aware f its applicatin and implement its requirements. 3. DEFINITIONS Facilities are any premises/ requirements that are necessary fr the delivery f a curse. They include: Classrms and assciated equipment including whitebards and data prjectrs etc. Specialist facilities kitchens including all f the assciated equipment Educatinal Resurces cver all learning materials and supprt materials text bks, sftware, wrkbks, assessment tls etc. 4. REQUIREMENTS/PROCESSES FACILITIES Premises SILK Educatin and Training will have the fllwing in place: Ownership r tenancy arrangements that allw fr educatinal use and t be leased fr a sufficient perid t allw students t cmplete their studies Prcedure fr regularly inspecting all facilities t ensure cmpliance with Wrkplace Health and Safety requirements in general and any ther safety standards as laid dwn by the individual training package r regulatr fr specialised facilities Occupancy permit accrding t rati f useable flr space, exits and tilets as determined by the relevant Australian Building Cde (as amended) OH&S assessment by a qualified cnsultant wh measures, amngst ther things, air filtratin, emergency preparedness, hygiene and evacuatin capability Suitable rest areas A timetable fr all training curses ffered by SILK including identificatin f the classrms, wrkshps, r ther specialised facilities identified in accrdance with the requirements f the training package. 2 Equipment and Learning Resurces In line with the requirements f the training package, the equipment and resurces must be sufficient t supprt quality learning and assessment fr the number f students in any class r grup at the time f instructin r assessment. This shuld include but is nt limited t: Delivery and assessment plan fr each qualificatin Sessin plans Delivery technlgy and equipment including: Classrm basics desks, chairs, whitebard, data prjects and r ther audi visual equipment Learning materials - text bks, wrkbks, training resurces and quality up t date supprt material Practical facilities First Aid equipment - Immediate access t and knwledge n hw t access emergency supprt if required. Custmisatin, Mderatin and Validatin f resurces All vendr resurces will be evaluated and analysed thrugh a validatin prcedure. SILK s Learning and Resurces Manager will unpack the training and assessment materials in rder t custmise them. Training and Assessment Strategies (TAS) will be prepared fr each unit t prvide a snap sht t students f hw a unit will be delivered and assessed. Internet access Students will have access t internet and Wi-Fi t lg n t e learning. Cpyright requirements The Cpyright Act 1968 (Cth) grants exclusive rights t creatrs and wners f cpyright material. These exclusive rights include the right t reprduce r cpy, publish, perfrm, cmmunicate (by r making available nline), translate r adapt the material. Creatrs f sme types f wrks are als granted Mral Rights. Cpyrighted material must nt be used in a manner that infringes the cpyright wner's exclusive rights r Mral Rights, unless with the cnsent f the cpyright wner r therwise as prvided in the Act. Cpyright infringements may result in civil r criminal actin against SILK and / r the individual respnsible fr the infringement. SILK is a large prducer and user f material in which cpyright subsists. It is therefre essential that SILK cmplies with cpyright legislatin when dealing with Third Party Material. This Plicy sets ut the SILK s psitin and requirements in relatin t the use f Third Party Material. SILK s psitin n the wnership f cpyrighted material created by members f SILK is set ut in the Intellectual Prperty Plicy. 3 Review f resurces All resurces shuld be peridically reviewed t ensure: Currency in line with the training requirements Cmpleteness in terms f number f sets and cmplete sets as apprpriate Safety any items becme dangerus meets WHS requirements Due fr replacement based n Asset Register (this applies t capital gds) The items shuld be actively reviewed during validatin and mderatin and any curse review prcess. Ntice f change When new premises are t be designated as campuses and r a new head ffice whether it is a replacement r in additin t current facilities, SILK will: Ntify ASQA r its successr f any change using the apprpriate frms t update bth the Natinal Register and CRICOS registratins by giving at least 20 wrking days ntice. All affected students will als be ntified giving 20 wrking days ntice by ne r mre the fllwing: Ntices psted prminently n all ntice bards in cmmn areas and r classrm as apprpriate ing affected students t their registered address Letter t affected student t their registered hme address Training staff SILK delivers a brad range f vcatinal educatin and training prgrams. The delivery f these prgrams is cnducted by a cmbinatin f full-time, part-time and sessinal training staff. Frm time t time SILK will actively seek the services f training staff r alternatively persns will make direct appraches t SILK seeking full-time, part time r sessinal training pprtunities. The essential levels f qualificatins and cmpetence required at SILK are detailed in Standards fr NVR registered Training Organisatins. Standards 15 state that the RTO prvides quality training and assessment acrss all f its peratins. Standards 15.4 utlines that training and assessment is t be cnducted by trainers and assessrs wh: Have the training and assessment cmpetencies determined by the Natinal Quality Cuncil r its successrs; Have relevant vcatinal cmpetencies at least t the level being delivered r assessed; and Can demnstrate current industry skills directly relevant t the training/ assessment being undertaken; and Cntinue t develp their vcatinal educatin and training knwledge and skills as well as their industry currency and trainer/ assessr cmpetence. 4 A - TRAINERS MUST: i. hld the TAE40110 Certificate IV in Training and Assessment frm the TAE10 Training and Educatin Training Package as a minimum qualificatin r be able t demnstrate equivalence f cmpetencies; and ii. be able t demnstrate vcatinal cmpetencies at least t the level being delivered and assessed; and iii. be able t demnstrate hw they are cntinuing t develp their VET knwledge and skills as well as maintaining their industry currency and trainer/ assessr cmpetence. B - PERSONS DELIVERING TRAINING UNDER THE SUPERVISION OF A TRAINER MUST: Ntes: i. wrk under the supervisin f a trainer with the TAE40110 Certificate IV in Training and Assessment r f a persn wh has demnstrated equivalence f cmpetencies; and ii. hlds either the TAESS00007 Enterprise Trainer Presenting Skill Set r be able t demnstrate equivalence f cmpetencies, r the TAESS00008 Enterprise Trainer Mentring Skill Set r be able t demnstrate equivalence f cmpetencies within tw years f cmmencing t deliver training while under supervisin; and iii. be able t demnstrate vcatinal cmpetencies at least t the level being delivered and assessed as well as maintaining their industry currency. 1. Evidence used t demnstrate equivalence f cmpetencies may include cnsideratin f relevant past training, including cnsideratin f superseded and pre-existing teaching qualificatins, experience, and prfessinal develpment. 2. Supervisin is the prvisin f regular and nging guidance, directin and leadership frm a persn hlding the TAE40110 Certificate IV in Training and Assessment r frm a persn wh has demnstrated equivalence f cmpetencies. The supervising persn mnitrs and is accuntable fr the training delivery. C - ASSESSORS MUST: Nte: i. hld the TAESS00001 Assessr Skill Set r be able t demnstrate equivalence f cmpetencies; and ii. be able t demnstrate vcatinal cmpetencies at least t the level being assessed; and iii. be able t demnstrate hw they are cntinuing t develp their VET knwledge and skills as well as maintaining their industry currency and assessr cmpetence. If a persn des nt have all the assessment cmpetencies as defined in (i),(ii) and (iii) then ne r mre persns with the cmbined expertise in (i), (ii) and (iii) may wrk tgether t cnduct the assessment. 5 Delivery t internatinal students Prir t marketing r implementing any curses registered n CRICOS, SILK will ensure that all staff assciated with the CRICOS registered prgram t be marketed and implemented have apprpriate skills, qualificatins and experience t implement the prgram. Prir t marketing r implementing any curses registered n CRICOS, SILK will ensure that it has sufficient resurces and flr space as is required by the relevant assessment guidelines, units f cmpetency, packaging rules, accredited curse r mdules. Prir t marketing r implementing any curses registered n CRICOS, SILK will ensure that all staff wh interact with internatinal students n a student visa have cmpleted an inductin and prfessinal develpment prgram that includes training n the Natinal Cde and the ESOS Framewrk and that they understand their respnsibilities. The General Manager will mnitr and review staffing and educatinal resurce usage fr the relevant CRICOS registered prgrams thrughut the duratin f the prgram and practively ntify the CEO in writing as sn as there is a cncern identified. Each departmental manager will ensure that all staff engage in nging prfessinal develpment in relatin t ESOS and the Natinal Cde in relatin t their respnsibilities, at least annually. The CEO/ General Manager will mnitr student capacity at all lcatins t ensure that it des nt exceed the registered capacity n PRISMS at any time. The CEO will ntify ASQA, students and all external accrediting authrities in writing f any intentin t relcate premises at least 20 wrking days prir t the relcatin. This ntificatin will als include all students wh have accepted enrlment in a curse but may nt have yet cmmenced study. SILK will nt run curses fr internatinal students n a student visa n a campus that has nt been previusly apprved by ASQA r any external accrediting authrity where this apprval is required first. All internatinal students n a student visa are required t study full time at SILK. In mst cases, this will invlve 20 hurs per week minimum study, hwever where the curse duratin requires additinal hurs f study per week, the timetable hurs fr full time study t allw cmpletin within the registered CRICOS duratin will be clearly articulated n all marketing and prmtinal materials, and all students advised pre-enrlment. Where there is a change t the CRICOS registered curse and this change is less than 20%, students will be advised in writing f the changes befre they ccur where pssible. Hwever, where the curse change is mre than 20%, students will be required t be issued with a new ecoe. Where the quality assurance framewrk des nt specify a minimum full time lad, SILK will ensure that students enrlled in such prgrams will have a timetable f at least 20 hurs per week. All staff at SILK are subject t perfrmance mnitring and review as per the psitin descriptin with each rle.
