2 Introduction: Stockport is one of the safest places in the UK in which to live and work. The Safer Stockport Partnership (SSP) consists of statutory and voluntary organisations that work together to reduce crime and anti-social behaviour. Having such a partnership has been a legal requirement since 1998 when the Crime and Disorder Act was introduced by the then government and each borough or district council across the country was required to form one and since its inception the SSP has reduced all crime in Stockport by half. This document has been produced to let people know what the partnership is here to do, what its priorities will be for the next three years and how they will be achieved. This plan will also show people how they can help to further reduce crime and anti-social behaviour by being responsible citizens by taking appropriate measures to avoid becoming victims of crime and anti-social behaviour. Police & Crime Commissioner Tony Lloyd Since taking up office as Greater Manchester s first Police and Crime Commissioner, I have been very impressed with the depth and range of partnership working which exists across the county. The achievements of the Safer Stockport Partnership in reducing crime over the past few years have been particularly notable. The steps taken to develop properly integrated teams and the resulting benefits are a testament to these efforts. The focus of the Partnership Plan recognises the challenges that lie ahead and together tackling emerging crime issues effectively with limited resources, along with a clear acknowledgement of key areas of risk, harm and threat. More than ever, working successfully together is crucial and I have every confidence that the Safer Stockport Partnership is committed to making sure Stockport remains a safe place to live, work and visit. 2

3 Foreward The last 2 years for the Safer Stockport Partnership has been both interesting and challenging. As a partnership we have seen an impressive 9 th year of crime reduction with a decrease in this period of 51% on all crime. However at the time of writing we face a very serious threat on all our stealing crimes (Burglary, Vehicle Crime, Shoplifting, etc) which puts us in a challenging position. There is no doubt that enormous challenges lay ahead for the partnership around effective use of resources and better integration of our public services. That said, we have made some real in roads in integration of our services in the last few years. An example of this the new Integrated Neighbourhood Policing Team (North) moving into the council s Fred Perry House with the Community Safety Unit. We are seeing some real benefits to this approach on information sharing, timely action and collaboration on cases. Other positive work includes collaboration on two projects, one with Children s Safeguarding Board on child sexual exploitation and one with the Adult Safeguarding Board on adults at risk. Both of these projects highlight the need for effective partnership working to safeguard some of the most vulnerable people in Stockport. The Supporting Families work shows how we are developing new shared approaches to deliver a much more effective service with stronger outcomes. We want to learn from all these projects as we go forward to develop a Multi-Agency Safeguarding Hub (MASH), which will see all agencies working together to deliver a more effective response. This approach will allow us to intervene earlier to prevent crisis situations and reduce demand on all public services. Unfortunately, in 2012 we had two domestic homicides which triggered statutory powers for the partnership to review these cases and learn the lessons for all agencies involved with the families. The learning from the cases has helped us shape how we would want to deliver domestic abuse services in the future. The SSP embarked on an ambious project in 2013 to review domestic abuse provision across Stockport and develop a new delivery model for the borough, this is a key priority for us in We know that sustaining crime reduction is a challenge in itself. Key to its continual improvement is working with those that commit crimes. The Probation Service is currently going through a lot of change which will result in significant business going out to the market, this change comes with threats as well as opportunities. In Greater Manchester there are two programmes assisting with the change, these are Transforming Justice and Transforming Rehabilitation. Stockport is in a strong position to support these programmes and our commitment is to ensure a smooth transition. We have invested resources through these programmes on work with year olds through an Intensive Community Order (ICOs) approach and with female offenders via our Problem Solving Court work. We will continue to develop our restorative justice work with SoRT-IT (Solve, Resolve, Talk It Through) panels that aim to deal with community problems and evidence suggests high rates of victim satisfaction with this approach. Crime prevention is a complex business, there is no magic bullet, our view is that we need to transform our public services so that they tackle both social exclusion and offending. We see the only way to do this, with our diminishing resources, is by integration of services to deliver on our shared outcomes. We need to be more effective in engaging with the public on these issues and the way forward for this partnership is the use of internet and social media to get these important messages across. In November 2012 Greater Manchester elected a new post of Police and Crime Commissioner. Community Safety is his priority and this offers real opportunities for Stockport to work with him to collaborate across Greater Manchester on shared issues and cross border work. We have a joint aim with the PCC on ensuring services address crime and anti-social behaviour problems in our communities. It is only in partnership with other organisations that we can do that, this allows us to maximise our resources to prevent and solve key problems. Finally, we hope this new plan builds on our past successes of working in partnership to develop a more effective response to community safety issues and engagement with the public. 4 1. Protecting Vulnerable People The Safer Stockport Partnership wants to intervene earlier to assist the most vulnerable people in Stockport; the partnership has identified three key areas to focus on over next 3-year period. These are: Child Sexual Exploitation The Child Sexual Exploitation Forum is made up of representatives from a number of different agencies and develops and delivers a consistent action plan linked into national best practice for Stockport. The Multi Agency Sexual Exploitation (MASE) Meeting identifies young people at risk of exploitation and perpetrators and develops action plans for intervention/ disruption to reduce vulnerability to being exploited. WORKING WITH LOCAL PEOPLE AND PARTNER AGENCIES WE WILL: Extend of the Multi Agency Safeguarding Hub (MASH) to include adults and develop robust links with Mental Health Services. Introduce and Implement a new 3-year Domestic Abuse Strategy and Plan for Stockport. Develop work on e-crime linking to safeguarding work with adults and young people. Adults at Risk The Multi-agency Adults At Risk System (MAARS) has been piloted in Stockport over the last 6 months of 2013, the aim of the work was to identify those adults that do not meet the statutory responsibility for Adult Social Care, but still have complex needs and have fallen through the gaps in services. The project sets out to mainstream work in this area by effectively co-ordinating work with all partner agencies and identifies blockers to delivery, the process then helps create a better solution for these adults. This work needs to be evaluated to look at effectiveness and link into any developments around a Multi-Agency Safeguarding Hub (MASH), which at present focuses on families and young people. Domestic Abuse Domestic abuse has a devastating impact on all involved, 1 and 4 women and 1 in 6 men will be affected in their lifetimes. It is estimated that domestic abuse costs the Stockport economy 37 million per year, this includes costs to public services including criminal justice and health, legal, plus human and emotional costs. In 2013, the SSP embarked on an ambitious review of domestic abuse in Stockport with the aim of delivering a model of work in this area. A new 3 year strategy and plan will be written setting out the recommendations of the review. 4

5 2. Tackling Crime & Anti-Social Behaviour To reduce incidents of crime and anti-social behaviour by focussing efforts on all parts of the community but prioritising the vulnerable. The effects of crime and Anti-social behaviour has a devastating effect on the community and services; it can affect people s quality of life, health and wellbeing as has been demonstrated over the years by a number of high profile cases. We are committed to working with communities to reduce crime and incidents of antisocial behaviour, through identifying and reducing vulnerability, building confidence in communities to report issues and effectively utilising current and new legislation to target those committing causing harm to their communities. WORKING WITH LOCAL PEOPLE AND PARTNER AGENCIES WE WILL: Encourage the parties in disputes to speak to one another and agree a way forward through Neighbourhood Resolution methods. Use new and existing legislation to prevent crime and anti-social behaviour. Identify factors leading to vulnerability and put measures in place to reduce this. Work with Adults and Children s safeguarding to reduce opportunity for vulnerability within families. Work with prolific offenders and perpetrators to identify how their behaviour affects the community and what has led to the behaviour. Reduce the threat of serious organised crime in Stockport by supporting the work of Operation Challenger, a multi-agency approach to pursue and destroy organised crime gangs and give communities back to law-abiding residents 5

6 3. Transforming Justice Transforming Justice is a Ministry of Justice (MoJ) programme which aims to reduce crime, re-offending, and the number of victims through diverting offenders and potential offenders away from the criminal justice system where appropriate and by more effectively rehabilitating those already sentenced. The programme encourages specialist public, private, 3 rd sector and voluntary organisations to work together to reduce offending by diverting people away from the criminal justice system. The Safer Stockport Partnership is working closely with the Greater Manchester Combined Authority (GMCA) to effectively transform services in order to support people through the points of arrest, sentence and release, with a particular focus on women offenders, young people and prolific offenders which will enable significant inroads to be made into reducing levels of crime and victimisation. The ambition is to re-invest any efficiency savings in early intervention within communities, preventing individuals falling into offending behaviour. WORKING WITH LOCAL PEOPLE AND PARTNER AGENCIES WE WILL: Actively promote the benefits of rehabilitative community sentences for year olds and female offenders to the Courts. Ensure effective and appropriate support services are in place for female offenders within the local community. Consult closely with the Prime Contractor(s) delivering on the Transforming Rehabilitation contract within Stockport in order to establish effective links to existing successful offender management projects and services. LINK: Work closely with the 5 local Rehabilitation & Training prisons to ensure seamless transition arrangements are in place to support the rehabilitation of offenders in the community. Support the successful implementation of Intensive Community Orders (ICO) for a specific cohort of Stockport offenders aged years. LINK: 6

7 4. Substances Substance misuse is one of the key health and social problems encountered by offenders and is an issue which can often intensify other problems such as mental health, domestic violence, and unemployment and housing difficulties. Tackling drug and alcohol problems is an important part of addressing offending behaviour and providing a pathway out of offending. It is also a key factor in breaking inter-generational cycles of offending and substance misuse. WORKING WITH LOCAL PEOPLE AND PARTNER AGENCIES WE WILL: Ensure people with any type of drug and/or alcohol problems can access and receive effective and integrated services which will address their wider needs and help them to move towards recovery. Review procedures in the local police custody suite so that people arrested with any kind of substance misuse issue are identified, referred and supported into treatment. Address substance misuse as part of a wider family approach, with a view to longer term prevention of substance misuse issues. Ensure issues concerning public health are appropriately considered when licensing recommendations and decisions are made. National analysis shows that the number of crimes committed by users almost halves following the start of drug treatment and that clients who are receiving treatment are 40% less likely to commit crime than those not in treatment. In Stockport implemented a new model of commissioning which included paying service providers based on the treatment outcomes that service users achieve. This has had a positive overall effect on moving people through treatment and into recovery, with more people achieving abstinence and completing treatment successfully. The challenge for the next 3 years is to further improve treatment outcomes, whilst focusing on early intervention to prevent substance misuse problems escalating and longer term prevention. 7

Confidence & Communication The Safer Stockport Partnership (SSP) will create an environment where people live and work in the knowledge that they are safe and if necessary how and where to get the help they need. Our number one priority is to understand what matters to communities in Stockport and focus on these concerns. We seek to genuinely understand these and act upon them. We want to ensure that the public receives accurate information about crime and disorder in Stockport, arming them with the knowledge they need to make their communities safe and free of crime. At the end of this document we have included a list of helpful tips and ideas that the community can do to help us continue to make Stockport a safer place for everyone to live and work. WORKING WITH LOCAL PEOPLE AND PARTNER AGENCIES WE WILL: Encourage people to take ownership of local problems and help them to challenge unacceptable behaviour and report it where necessary. Improve the public understanding of the sometimes complex work partner agencies do to keep Stockport safe by providing information in clear and concise terms on a regular basis. Continually promote and improve access to the wide range of help and services available to people in Stockport. Promoting confidence in the partnership s ability to keep Stockport a safe place to live and work and not fear crime but fight it. Continue to use various media tools tailored to specific audiences in order to improve the quality of crime reporting. Further develop modern communication methods and improve and expand the use of social network sites alongside our Ringmaster community messaging system. 9 6. TOP TIPS: The Safer Stockport Partnership works hard to make Stockport a safer and better place to live. We can all help towards achieving that goal: Report it! Report incidents of bullying, anti-social behaviour, suspicious circumstances, crime, environmental crime (fly tipping, graffiti etc.), illegal sales (under-age sales of alcohol). Get Involved! Get involved in local community groups, get to know your neighbours (particularly any vulnerable or elderly neighbours), set up a Neighbourhood Watch Scheme, mentor a young person, join the Special Constabulary or volunteer with one the Safer Stockport Partnership agencies. Protect Yourself! Don t leave items on display in vehicles, don t by goods from illegal street traders, take preventative actions such as home and vehicle security, don t allow entry to bogus callers, prepare for emergencies (power failure, fire, extreme weather), arrange for a free fire risk assessment and maintain a working smoke alarm. Respect your Neighbours & Community! Respect parking restrictions, take steps to reduce hazards in the home, make sure dogs are kept secure in your property and under control in public, remember noise travels so try and be considerate to your neighbours, dispose of your rubbish correctly and always use a registered waste carrier.
