1 Your skills partner Title Food and Beverages Manufacturing Sector Education and Skills Planning, Development and Research Manager Salary CTC per annum R Ref SPM/01/15 Employment Employment Contract is limited to the licence duration of the SETA. Department Skills Planning Report Chief Executive Officer Purpose To provide strategic leadership to the Research and Skills Planning areas of the food and beverages sector as defined in the FOODBEV Strategic Plan To lead the development and strategic management of the FOODBEV Research and Skills Planning agenda through credible stakeholder processes. This is done to ensure that a high quality strategic research and development framework is developed and used to direct Skills Development interventions in optimal support of FOODBEV stakeholders within the wider national frameworks for training needs of the chemical sector and the socioeconomic benefit of the country. This is also done to ensure a compliance and performance driven focus. Roles and Responsibilities: Management of Strategic Research Framework Manage the Strategic Research Framework and internal and external researchers Develop a research framework and a research agenda Management of Research Agenda Manage internal and external researchers Implement agreed research projects (including occupational profiling, employer survey, skills survey etc) as per DGs FOODBEV Sector Skills Plan and Departmental Matters Lead and drive the development of a strategic and high quality FOODBEV Sector Skills Plan with FOODBEV stakeholders in support of the Food and Beverages Sector and NSDS III Compile the Sector Skills Plan and related areas of development as per

2 DHET and Governing Board mandates and deliverables Submit scarce skills list and pivotal list to DHET by deadline and provide analysis in SSP Analyse WSP and ATR data for inclusion in SSP Manage occupational profiling Hold stakeholder workshops Facilitate employer survey Manage skills survey (audit) by reviewing forms, making inputs and facilitating Project Steering meetings Establish employer and supplier database Manage contracts between FOODBEV and employers Hold meeting with TVETs and HETs to get their input and support Manage sub-deliverables as required from DHET or any other official body Administer budget support and facilitate stakeholder engagement through Chamber and research and Skills Planning meetings Update and submit quality SSP by deadline Manage the learning programs discretionary grants and mandatory grants evaluation committee and make recommendation for the approval of learning programs discretionary grants and mandatory grants as per Delegation of Authority Manage special projects and manage non-paying levy entities, nongovernment organisations, community based organisations, cooperatives and labour unions in terms of training and skills development Manage the process of inter-seta transfers Develop policies and procedures of the department in line with laws and regulations Manage the five FOODBEV Chambers ensuring value adding delivery and output as per the FOODBEV constitution Manage RSPC Manage the grant evaluation committee Manage the grant evaluation committee Submission to DHET Manage Sector Skills Planning (SSP) submissions Manage Scarce and Critical Skills submission Page 2 of 5

3 Food and Beverages Manufacturing Sector Education and Your skills partner Manage OFO submissions to DHET Delivery of Business Unit Plan Ensure delivery of Business Unit Plan and targets in accordance with overarching FOODBEV Strategic Plan Ensure delivery of Annual Performance plan that is aligned to the Strategic plan of FOODBEV Building Partnerships Establish collaborative relationships and where applicable, partnerships with relevant public and private institutions in relation to skills research in the chemical sector Government relationships: Foster close working relationship and formal partnerships with relevant government departments in relation to skills development Engagement with other SETAs: Build relations with other SETAs Risk Management Identify, assess, prioritise and monitor all risks within area of responsibility and identify, implement and monitor controls to mitigate risk as per risk register Follow up and resolve audit findings within allocated target dates Financial Management Compile divisional budget Manage and monitor divisional expenditure Review and authorise payments of grants and ensure all payments are done within payment terms Staff Management Oversee management of staff in the unit Ensure that staff are properly trained as per personal development plans Ensure that staff are kept informed of relevant information through at least monthly divisional meetings Oversee staff development Oversee effective performance of staff Ensure that the department is adequately Reporting Compile and provide all required reports to CEO in terms of reporting to

4 Governance structures and Government structures Miscellaneous Attend to any other relevant and reasonable tasks as requested Develop and support a career development strategy for the FOODBEV Experience and Qualifications 5 to 10 years experience in Management and relevant to: Continuous Professional Development Risk management Skills Development and Research Grade 12 An appropriate Honours Degree or equivalent An appropriate Master s Degree or equivalent will be and added advantage Knowledge and Skills required Knowledge and understanding of government policies and branches Knowledge and experience of implementing the Skills Development Act and associated legislation and policies / strategies, such as the National Skills Development strategy Knowledge, understanding and experience of PFMA, National Treasury Regulations governing Public Entities Proven track record and experience in a similar research position within a research environment as well as in the education / skills development / HRD in the Food and Beverages Sector or related industry or public entity High level proven management experience Experience in and knowledge of strategic research methodologies and statistical packages Experience in conducting strategic research and consultative structures / processes Experience in skills planning and development Senior management experience Proven financial acumen, including the management and analysis of budgets Page 4 of 5
