1 Institutional and Capacity Needs Assessment
2 OBJECTIVE Objective To improve human resource and institutional capacity in the GMS countries to strengthen planning and decisionmaking on environmental management, biodiversity conservation and climate change. This will be done specifically through the implementation of the CEP-BCI. Vision To build country capacity in specialized area of expertise.
3 Implementation WGE Focal Agency: capacity will be improved by participating in the regional program and being involved in the corresponding annual work plans and activities. National Support Units (NSUs): propose that in each country, a core group anchored in the WGE focal agency, will gain experience by implementing, coordinating, monitoring and evaluating CEP-BCI activities.
4 Capacity Development Strategy Capacity Development Strategy prepared for each country and implemented through the CEP-BCI program of activities (i.e., capacity development activities will be embedded in each activity under the program) Capacity Needs Assessment (CNA) undertake a capacity needs assessment (CNA) focusing on the CEP-BCI work plan in each country. The CNA will be done in accordance with good practices adopted by others such as UNDP and WB Capacity Development Methodology will include SWOT Analysis, Stakeholder Analysis, Desk Review of Regulatory Frameworks for each country

6 Methodology for Capacity Needs Assessment INDIVIDUALS ORGANIZATIONS NETWORKS of STAKEHOLDERS The ENABLING ENVIRONMENT Change Agents, al Champions. Identify who, where are they? What are their contributions? What skills do they need? SWOT ANALYSIS Analysis of Organizational Strengths and Weaknesses to identify Best Fit Strategy STAKEHOLDER ANALYSIS Who/which units are important for program support? What are their interests/motivations? GAP ANALYSIS REGULATORY FRAMEWORK Which of these are present/absent in your country? What is needed in order to enact/strengthen laws, rules, policies, procedures? In what specific area (e.g., Forest Law?) Need specific skills sets, e.g., SEA Planning, Economic valuation Concerned ministry has weak monitoring capacity No civil society linkages; university needs strengthen curriculum in climate change Existing environmental law has no implementing rules and guidelines

Request inputs from various stakeholders on the capacity development strategy, incorporate stakeholder inputs. Present final report for Capacity Development Strategy with country buy-in and multi-stakeholder endorsement
