The application is Called FINDER Florida Integrated Network for Data Exchange and Retrieval FINDER is designed, implemented, and sustained by the Consortium s members in collaboration with the University of Central Florida through the Center for Law Enforcement Technology, Training, & Research.

8 FINDER User Reports of Success Experiences Have you: Yes% 1. Made an arrest? 45.7% 2. Solved a case? 51.8% 3. Recovered property? 43.9% 4. Identified a suspect? 63.6% 5. Located a person? 60.2% 20.6% reported 6. Discovered success across a crime? all six indicators 29.1% 68.4% reported at least one success Based on survey responses
9 Performance, Efficiency, & System Use Gains in efficiency were reported by 82.6% of the users. 71.6% reported that FINDER had helped improve their job performance. 48.2% of successes were based on FINDER s extraction of information from within the reporting user s own agency. 76.8% (secondary survey) reported that they usually search all agency data sources rather than selectively or incrementally search. 23% of system queries were repetitive searches Users computer expertise was not significant to success A metric comprised solely of arrests and case clearance rates is traditional and easy, but FINDER s users report that things are not quite that simple.
10 On-Going Evaluation Researh Quantify user efficacy and efficiency by examining successes. Develop predictive-co relational model to measure investigator efficiency levels related to: 1. New arrests 2. New leads 3. Soled cases 4. Recovered property 5. Overall time savings The primary purpose is to have a predictive model that is a reliable cost-benefit predictor related to investigative support dimensions. Currently, this is unknown other than qualitative measures.
11 On-Going Evaluation Researh A second area of research interest concerns pawned property. FINDER was originally developed to share pawn data. While there is overwhelming qualitative data to show property detectives that use FINDER increase their efficacy, what is not known is quantitatively how much and how does the increase translate directly to: Person hour savings Case clearances Recovered property New leads Successes from Out of primary jurisdiction data access Other specific factors related to property investigation efficacies The development of quantitative models can help establish cost-benefit ratios to guide policy makers, baselines for future system enhancements, the need and use of automated analytical tools.
