1 POSITION DESCRIPTION: Residential Services Nurse Unit Manager INTRODUCTION TO TWEDDLE SERVICES: Tweddle is located in Footscray and offers a range of specialist early parenting programs to families who are experiencing difficulties with parenting their children up to school age. Programs include residential, day stay and sessional groups delivered at Tweddle or in local communities, collaboratively with local government, community organisations or health services. Reports to: Reports: Director Clinical Services/Director of Nursing Team Leaders, Early Childhood Professionals and the residential unit administration. Position Summary: The Residential Services Nurse Unit Manager is a senior operational/clinical position at Tweddle Child & Family Health Service. The Residential Services Nurse Unit Manager will work closely with and reports to the Director of Clinical Services/Director of Nursing to lead operations and to support the clinical team of the residential unit and day stay programs. As part of the multidisciplinary management team, the Residential Services Nurse Unit Manager works across all residential programs This role is responsible for continually improving the performance of staff and service delivery, and for the program(s) financial budgets, program(s) performance targets, and staff management. The purpose of the role is to maintain and establish systems to provide the infrastructure to deliver quality family centered outcomes. Key Relationships Internal Reports to Director of Clinical Services/ Director of Nursing Care Co-coordinator/Practice Lead Manager of Community Programs Staff of Tweddle Child & Family Health Services Coordinators of Allied Health Services External Department of Human Services Child First Alliances Funding and other key stakeholders including community sector/network partners Early Parenting Service providers Page 1 of 5

2 Key Responsibilities are: Staff Management Promote and maintain open communication with client families and colleagues including the multidisciplinary team and other members of the Tweddle team. Liaise with all clinical staff (Residential and PASDS) in relation to their ongoing annual professional development plans. Conduct annual performance appraisals on the residential unit staff to identify strengths and pursue individual goals and achievements that improve clinical practice. Maintain and up-date the on call roster. Chair the Professional Development Subcommittee as a way of maintaining and formulating ongoing organisational Professional Development Plan In consultation with the Practice Leader, PASDS Care Coordinator, identify clinical staff education, training and professional development needs. Participate in on-call roster Provide leadership, coaching and mentoring to staff Support and encourage staff to continually learn and improve their practice with families Foster the engagement of staff in portfolios including but not limited to: young mothers, CALD, Supporting clients participating in Methadone programs, Provide secondary consultations for the PASDS Care Coordinator when referrals into the program are complex. Financial Physical infrastructure Formulate and manage rosters in accordance with the Nurses and Midwives (Victorian Public Health Sector) Enterprise Agreement Development, management and monitoring of annual budgets for the services provided Ensure there is limited leave liability within the residential unit and related programs. Setting up and maintaining systems to support the Registered Nurse and Early Childhood Professional BANK/relieving pool Conduct regular recruiting drives for Registered Nurse and Early Childhood Professional BANK/relieving pool. Ensure that all programs have the relevant resources required to deliver client services in an efficient manner. Compliance Conduct regular audits and reviews of relevant policies and procedures related to the operations of the Residential Unit and related programs. Monitor and manage any situations that have the potential to lead to a critical incident With the Director of Clinical Services, Practice Leader and Care Coordinator PASDS identify issues that require policy or clinical practice review and support the development of policies and clinical practice guidelines. Lead the programs participation in the EQuIP accreditation process and ensure continuous improvement of the services by review and analysis of areas of practice. Maintain the reputation of Tweddle as a provider of high quality effective services by: Managing partnerships and alliances with other service providers to strengthen integration of services for families. Application of the principles of quality improvement to development and review With the Executive management team develop and implement a clinical risk management plan and undertake project and service risk assessments as a matter of routine Monitor and manage the programs environment to meet organisational occupational health and safety obligations Page 2 of 5

3 KEY SELECTION CRITERIA Mandatory: Registered Nurse (Division 1). Post Graduate qualifications in maternal and child health nursing, psychiatric nursing or paediatric nursing. Demonstrated high level competencies in Family Partnerships and Best Interests Case Practice model. Experience in contributing to the development of the operational service, program quality assurance, and the strategic and business palling processes and direction of Tweddle. An understanding of OH&S requirements and a commitment to a safe work environment A strong team player with an open and inclusive approach to leadership. Desirable: Postgraduate qualifications in health management and leadership Personal Qualities Required 1. OTHER FACTORS RELATING TO THE ROLE This position is full time and may require after hours work from time to time The clinical services close down for the period of Christmas/New Year and Easter and it is a requirement that all relevant staff take annual leave at this time. The Residential Services Nurse Unit Manager may work through some of the closure time for the purpose of operational and strategic planning as requested by the Director of Clinical Services/Director of Nursing. Capacity to participate in an on-call roster to provide after hours support to the residential program A Working with Children security check is required for all employees of Tweddle Child and Family Service The Victorian Public Sector Code of Conduct applies to all staff.
