1 Request for Proposal RFP Number: 012 For procurement of EMPOWER Private Sector Video Production Services Issuance Date: Due Date and Time for Submission of Proposals: EMPOWER PRIVATE SECTOR with funding from the U.S. Agency for International Development (USAID), Contract Number AID-167-C , hereby requests quotes for EMPOWER Private filming, video editing and post-production service in accordance with the specifications listed herein. A prospective bidder having any questions relating to this RFP should contact Empower program on Monday June 1st from 10:00 until 16:30 through shown below or direct contact at Empower office. 2 Background of the USAID/Empower Private Sector Project USAID has awarded Cardno the Kosovo Empower Private Sector contract to increase competitiveness in growth-ready sectors, facilitate private sector job creation, and build the capacity of a local consortium to deliver market responsive services to the private sector. Cardno will help small and medium-sized enterprises become more competitive and market-oriented, and focus on job creation through workforce development. Additionally, Cardno will reinforce economic development policies and collaborate with the Government of Kosovo, donors, and the private sector to sustain an integrated development strategy to build the capacity of local partner companies. Instructions to Bidders Number of Proposals Per Bidder: Only one proposal per firm will be accepted. Proposal of Statement of Compliance: Bidders are to offer a standard production of model cost closely matching the specifications mentioned in the RFP and must provide technical details of the products offered. Technical Specifications: Services offered must comply with the technical specifications provided in the RFP. Prices: Prices should include full PDI (Pre Delivery Inspection) before delivery to the end user. Bidder s price proposal shall provide transportation costs. Currencies: Prices shall be stated in EURO. VAT: Please note that Empower Private Sector program is exempt for VAT tax. An official letter that confirms this tax exempt status will be provided to the winning bidder. Language: The proposal, as well as all correspondence and documents relating to the offer, shall be in English. Validity: Proposal shall remain valid for 60 calendar days from the due date for receipt of proposal. In exceptional circumstances, prior to expiry of the original offer validity period, EMPOWER PRIVATE SECTOR may request that the Bidder extend the period of validity for a specified additional period. A Bidder agreeing to the request will not be required to modify their proposal.

3 Warranty and after sales service: The Bidder should provide the details of their local distributor in country who will perform the full PDI (Pre Delivery Inspection). Preparation and Submission of Proposal: Proposals shall be submitted by to: Due Date and Time for Submission of Proposals: Proposals must be received by EMPOWER PRIVATE SECTOR no later than the due date and time as shown above. EMPOWER PRIVATE SECTOR may, at its discretion, extend the due date and time for the submission of proposals by amending this RFP. Any proposal received by EMPOWER PRIVATE SECTOR after the due date and time for submission of proposal will be rejected. Evaluation of Proposals: Proposals will be evaluated based on the following criteria: 30% of the background of the company on similar type of the activities 40 % Conformation to service specifications 15% Total price 15% Timeliness of delivery Information for Bidders Clarification of Proposals: During evaluation of the proposals, EMPOWER PRIVATE SECTOR may, at its discretion, ask the bidder for a clarification of their proposals. Clarifications are limited exchanges with a Bidder to resolve minor or clerical errors; they do not offer an opportunity for a Bidder to modify or change an offer. Award Criteria: EMPOWER PRIVATE SECTOR is not obligated to make an award by virtue of having issued this solicitation. Any award is predicated on EMPOWER PRIVATE SECTOR receiving funding for this express purpose from USAID. EMPOWER PRIVATE SECTOR can only make an award if the product fully complies with the technical specifications mentioned in the contract terms. Any award(s) will be made to the responsible bidder whose offer(s) has/have been determined to be most advantageous to EMPOWER PRIVATE SECTOR. EMPOWER PRIVATE SECTOR has the right to withdraw or change this RFP at any time. Bidders proposals are done so at the sole cost and expense of the bidder with no obligation on the part of EMPOWER PRIVATE SECTOR. Confidentiality: Information submitted in response to this RFP will be held in confidence.

4 Attachment A VIDEO PRODUCTION SERVICES I. BACKGROUND The USAID Kosovo EMPOWER Private Sector activity is designed to stimulate large-scale job creation by elevating the competitiveness of Kosovo firms. This means helping them identify and connect to market opportunities, improve product design and quality, increase productivity, upgrade management and workforce skills, and expand access to finance. EMPOWER Private Sector is seeking proposals for Video Production Services from a qualified service provider with the capacity to perform the Specific Tasks in this Scope of Work. The objective of this assignment is to provide filming, video editing and post-production services for the presentation and promotion of the USAID EMPOWER Private Sector s activities and events throughout the life of the project. The ultimate goal of the Video Production Services assignment is to present through visually and through narrative the activities and success stories of USAID s EMPOWER Private Sector and its beneficiaries, and give the target audiences a better understanding of the activities of the program. This will help present better the impact of USAID s assistance for the growth of private sector and job creation. II. OBJECTIVES The main objective of this scope of work is to promote the activities and success stories of USAID s EMPOWER Private Sector through high quality videos that will enhance information dissemination and promote the work and impact of USAID assistance in Kosovo. A. Specific Tasks Working closely with EMPOWER professional staff, the tasks of the Video Production Company are: 1. Camera Work: Video footage of an excellent quality of events, training sessions, workshops, activities, interviews with individuals organized by USAID s EMPOWER Private Sector in Kosovo, as well as landscape views. These events may take place either indoors or outdoors so the Video Production Company will take all necessary steps that appropriate lighting and sound system are available and used. 2. Editing: The company will edit the footage following closely the script/storyboard provided by EMPOWER Private Sector to produce a first draft of the video. The duration of each video depends on the type of event and the target audience. 3. Subtitling: Subtitle the videos using the text provided by EMPOWER Private Sector.

5 4. Narration: Whenever required by EMPOWER Private Sector needs, videos should have portions in voice over in Albanian or Serbian, following the script/storyboard provided by EMPOWER Private Sector. Voices should alternate between male and female. 5. Animation/Infographic: Technical ability to include animation/infographic and/or 3D graphics in the video as required by the needs of EMPOWER Private Sector. 6. Video Finalization: Perform the necessary post production to finalize the videos, including opening and closing sequences. 7. Music: Provide background music for the videos, whenever this is required by EMPOWER Private Sector. 8. USAID Branding and Marking Rules: The service provider shall observe all applicable rules for the branding of the videos. The rules will be communicated by EMPOWER Private Sector. B. Deliverables, Outputs, and Outcomes Outputs and deliverables for this assignment are: 1. Provide high quality promotional and information videos in compatible format for uploading on the project s website and Facebook page, and to be distributed to TV stations for broadcasting. 2. Provide 2 DVDs for each final video in MP4 format. C. Capacities Required for Position The following are the key minimum capabilities required for the proper execution of the above scope of work: 1. Registered business operating legally under the lows of Republic of Kosovo years relevant business experience working in video production services. 3. Experience with USAID information and promotional campaigns desirable. 4. Has the necessary qualified human and technical resources capable of completing the assignment within the given time limit with high professionalism. 5. Capacities to develop high quality video material. 6. The successful company will be required to provide 4 different male voice and 4 different female voices. EMPOWER Private Sector will select two of each to be used for the video voice over.
