1 SENIOR AID COORDINATION ADVISER Location : Port-au-Prince, HAITI Application Deadline :14-May-10 Additional CategoryCrisis Prevention and Recovery Type of Contract :FTA International Languages Required : English French Starting Date : (date when the selected canditate is expected to start)01-jun-2010 Duration of Initial Contract :One Year Expected Duration of Assignment :One year Refer a Friend Apply Now Background The Ministry of Planning (MPCE) and UNDP began discussions in 2008 on UNDP support for aid management, to include providing a customised aid information management system and bolstering national capacities for planning, aid coordination and monitoring. In 2009, the Haitian Government selected Development Gateway (DG) and its Aid Management Platform (MGAE) as its preferred provider. In DG undertook three assessment missions. Government and DG co-signed a project document in October 2009, and UNDP provided US$260,000 to DG to enable implementation to begin. Currently, UNDP is in the process of developing together with the Government of Haiti a project on Strengthening National Capacities for Aid Coordination and Management. The project, Strengthening National Capacities for Aid Coordination and Management, seeks to support MPCE, the Office of the Prime Minister, other government bodies and all partners including the private sector, in the following ways: Accountability: To promote the transparent and accountable use of aid in support of the national recovery, reconstruction and development priorities of Haiti. Nationally-led coordination: To assist the government in designing, with its partners, a streamlined, effective and nationally owned process for aid coordination, including sector coordination. Strengthen the existing capacities within government by providing advisory support to decision-makers on aid management, planning, forecasting, development of policies and procedures for aid management and monitoring processes and a functional office space for a team of government officials and project staff to work. To supplement existing national capacities by recruiting national and international staff (including an Aid Management Adviser, Database Manager, statistical analysts and report writers and Aid Coordination Officers), operating under the direction of MPCE (or other relevant Government entity). Publicly-accessible Aid Management System: To customize and place on a public website the Module/Platform de Gestion de l Aide Exterieur to meet the immediate aid coordination needs and support the longer term national planning and monitoring requirements. Data collection and analysis: To gather data on aid to Haiti (humanitarian, early recovery, reconstruction and development) provided by donors, private sector, NGOs, the United Nations and through the Multi-Donor Trust Fund and enter it into the MGAE. To analyse, synthesise and report on data collected and to ensure effective quality control process.
2 Implementation of national strategy: In the longer term to monitor and support the implementation of the forthcoming national reconstruction and development strategy, and promote the alignment of aid with its priorities. The incumbent will be responsible for the management of the project and will be the chief technical advisor to Government on aid management and coordination and capacity development. Under the supervision of the DRR, the Adviser is accountable to and operates under the overall guidance of the UNDP-Country Director, the Resident Coordinator and the Government of Haiti Director General for External Aid. Duties and Responsibilities Advice to the RC/DSRSG and UN/DP senior management on aid coordination: Advise the RC and UN/DP senior management on aid coordination and management challenges and recommended next steps; Support the UNDP-Country Director and RC in his/her donor coordination functions; Provide systematic advice and support to the RC and UNCT on aid coordination issues including by identifying challenges and recommending solutions; Provide support and advice to the Country Director and RC on donor coordination issues. High-level specialized expertise to customize the MGAE to meet the needs of senior Government officials, bilateral and multilateral donors, private sector and NGOs: Lead the further development of and support government in the process of obtaining financial data from major donors for the Module de Gestion de l Aide Externe (MGAE). Lead the process of quality control and train other team members in this process to ensure data is reliable and credible. As lead technical adviser on aid management, design the analytical and reporting processes that will be applied to the data to ensure the team provides senior decisionmakers with information and analysis and not simply data. Make authoritative recommendations on what aid data, reports and analysis is required by which stakeholders. Make detailed recommendations on how to obtain feedback on the quality of MGAE data and incorporate it. Make a significant contribution to designing and implementing a Dashboard highlighting key information for top-level decision-makers. Contribute to strengthening macro- and sector- level aid coordination structures and processes: Understand and contribute to the design of Government-led coordination arrangements (at the macro and sectoral levels). Provide authoritative recommendation on how the MGAE and its products can support these coordination arrangements, working with GoH, DGF, UN System, donors, NGOs and other actors as required. Take account of the strengths and weaknesses of pre-existing mechanisms.
3 Identify linkages with the coordination structures, and ensure that the team is able to provide the products that the coordination structures require in the format they need. Ensure there is a feedback loop whereby corrections to information are collected, discussed with the appropriate donor or implementing agency that originally provided the allegedly incorrect data, and process accordingly. Mentor national team staff to develop these analytical and reporting skills and internalize this verification process. Identify simple mechanisms for a feedback loop (from agencies and from those operating at the local level) to improve data reliability. Engage at a very senior and technical level with those responsible for preparing needs assessments to ensure that the products of these assessments quantify needs in a way that facilitates a gap analysis of supply against need eg by including sufficient disaggregation of need by location. Make practical recommendations on aid coordination mechanisms (overall and sectoral) and how MGAE can support them. Provide statistical analysis and reports to stakeholders on regular basis as specified by management. Make authoritative recommendations on how needs assessments and aid tracking can be brought together to enable gap analysis. Lead capacity development to ensure development of national team s capacities, and national policy tools: Define the short and medium term capacity development requirements needed for effective aid coordination, including the effective operation of the MGAE. Assist the GoH in defining its aid coordination objectives, policy and strategy needs, including through conducting dialogue at a senior level. Identify the short and medium term capacity development requirements and development and implementation of capacity development support. Identify aid management policy development requirements and support in policy development and implementation, including the development of a Code of Conduct which will define concisely the responsibilities of government, of donors, NGOs, UN and private sector, with respect to providing comprehensive information on aid financing, results, and implementation. Advocate and promote UN/DP s mandate and mission: Policy advocacy for the Millennium Development Goals, Human Development and pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings. Recommendations on how UNDP Haiti can respect its obligations under the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action. Support to monitoring progress and formulation of strategies towards the achievement of the Millennium Development Goals. Establish MGAE accountability, audit and reporting mechanisms: Working with IMF and/or other international organizations establish monitoring, evaluating and audit mechanisms. Establish capacity development programmes for the GoH institutions, including Cour des Comptes
4 Working with the Public Administration Reform team design, develop and implement a public accountability programme. Manage implementation with international partners Report on accountability and audit issues to senior management. 5 Builds strong relationships with clients and external actors Required Skills and Experience Education: Masters Degree in Economics, Public Administration, Business Administration (MBA) or Political Science. Experience: 10 years minimum of relevant work experience. Previous experience of working with UNDP or UN agencies, or international organisation. Experience of working in a developing country is an advantage. Excellent analytical capacities, and demonstrated expertise in system optimisation and process improvement Solid knowledge of aid management challenges including working with a range of development partners. Strong interpersonal skills and the ability to communicate and work well with diverse people: race, nationality, age and gender sensitivity. Language Requirements: Fluency in both English and French language. Knowledge of the local language would be an advantage.
