Cayabyab MABALACAT CITY Veteran election lawyer Romulo Macalintal said incumbent Mayor Marino Boking Morales can still run for a second term in the 2016 elections. Macanlintal, during the Elderly Filipino Week Celebration held at Barangay Mamatitang covered court here, said Morales can seek reelection after Mabalacat was converted into a component city in 2013 since the city s population, income, and status have substantially changed. Magtoto CAMP OLIVAS The Philippine National Police has netted 48 suspects and neutralized five others in an intensified campaign against criminality in Central Luzon. In a report released yesterday, Chief Supt. Rudy Lacadin, PNP regional director of Region 3 (PRO-3), said this is a result of the regional office s One Time,Big Time Operation. The operations were conducted September 24 to 30 by different provincial and city police offices in Central Luzon. It is an extensive weeklong operation, targets of which are drug dealers, arms dealers, gun-for-hire groups, robbery/hold-up gangs and other criminal elements, Lacadin explained. ACCORDING to the United Nations Working Group on Arbitrary Detention (WGAD), the detention of former President and now 2nd District Rep. Gloria Macapagal Arroyo violates international law and is arbitrary on a number of grounds. It further recommended that Arroyo be accorded with an enforceable right to compensation for having been deprived of her liberty. The Working Group, Clooney said, recognized that the charges against Mrs Arroyo are politically motivated, since she is detained as a result of the exercise of her right to take part in government and the conduct of public affairs and because of her political opinion. The body also recommended reconsideration of Mrs Arroyo s application for bail, and requests the government to ensure fair trials which respect all the guarantees enshrined in international human rights law. Earlier, Arroyo s case was brought to the attention of international human rights lawyer Amal Clooney back in December In February 2015, a complaint was filed by Clooney on behalf of Arroyo. Clooney welcomed the opinion of the UN WGAD, and urged the government to comply with it the soonest possible time. While one of Arroyo s lawyers said that the UN body s opinion is strong enough by itself, Malacañang said in a statement that it takes note of the opinion of the WDAG. It added that only Philippine courts can rule with finality on judicial proceedings in the country. With this opinion by UN s experts, what happens now? Will the government turn a blind eye and a deaf ear, or will it comply? What does it think of the timing of the opinion, just a few days before the filing of certificates of candidacy, and six months before the elections? Because they spend most of their waking hours in these learning institutions, the school s environment can have a big impact on students health. Schools can promote health to their students by introducing them to healthy behaviors which include not drinking alcohol, smoking or taking drugs, and of course, bullying. Schools also have physical education or PE, which encourage healthy habits like exercise and healthy eating. We must remember that healthy students are better learners, so the school building and its environment NOWADAYS, students would choose to read digitally than physically hold a book. That s still reading, but are they really enjoying the experience when all they hold in their hands is a cold, hard, tablet rather than a real book, with pages? The controversial and viral Playgirls video reached more than 1.4 million views (as of this writing) on YouTube alone. The ill-famed amateur clip which lasted for just about a minute or so has made different sectors cry foul that 12 labor groups even filed a joint criminal complaint against him before the Office of the Ombudsman. The damage has been made as Gabriela representative Emmi de Jesus belittled Tolentino s recent public apology for the incident, and called it too little, too late as both Tolentino and Laguna representative Benjamin Agarao, Jr. have initially tried to justify the libidinous show. The salacious video went viral days after Tolentino expressed his intention to run for the Senate in the coming national elections a minus in pogi points for Tolentino. It was not long ago when the former MMDA chairman had also been a headline of public outrage when he got criticized for joining President Aquino s events and activities outside Metro Manila while temporarily setting his eyes off his role in the metro. Insult-to-injury when veteran broadcaster Ted Failon made this issue against Tolentino at a regular breakfast in his morning program, as the former lambasted the chairman for his diversion of focus particularly his role on traffic management. A petition for the resignation of Tolentino has since been initialized and this move started to adversely affect the relatively good image of Francis Tolentino. The seemingly hardworking chairman of the Metro Manila Development Authority hardly regained his composure as netizens started to feast on the issue, making memes against Tolentino on social media. The chairman tried desperately to rebound as he personally went to major thoroughfares in the metro and started to direct traffic flow, acting as a traffic enforcer an attempt that resulted unfavourably against him. It does really pour when it rains as demonstrated by Tolentino who made a blunder after making a previous embarrassing boo-boo. But these recent pratfalls do not fully describe the leadership of Francis Tolentino. In fact, he was a remarkable public servant who initialized the character first program when he was still a mayor of Tagaytay. He also led the growth of Tagaytay City that made it known as an alternative summer capital to Baguio City. Tolentino, as a mayor, also established the Tagaytay Public Safety Office which is one of the many reasons why President Noynoy Aquino appointed him as chairman of MMDA. Makapaglalayag ka nga ngayon nang may labis na kompiyansa sa sarili, sapagkat alam mong parati ka nang handa para sa sayaw na kaakibat nitong mga unos. Sabi nga ng isang kasabihan: A calm sea does not make a skilled sailor. Hindi naman natin parating alam kung gaano katagal o kasidhi ang isang unos, subalit alam natin na ang mga unos ay bahagi na ng ating mga buhay. Walang araw kung wala ring ulan. Ang pagyakap sa unos ay ang pagyakap sa buhay. Minsan ay kailangan natin ang unos upang mapagtanto natin kung gaano kaganda ang makita nating lumitaw muli ang araw. Para sa lahat ng mga mananayaw ng unos, ipagpatuloy lamang ninyo ang pagsasayaw. At para sa mga sinusubukan pa ring marinig ang musika sa unos, nariyan lamang yan. Makinig lamang kayong mabuti maririnig niyo rin ito at matututong rin kayong magsayaw sa unos.

Bibingka, Puto Bumbong The old-fashioned way TEXT & PHOTOS BY DENCIO PACHECO TRADITIONAL Pampango kakanins considered favorites during the ber months are the bibingka and the puto bumbong. As the Yuletide is fast approaching, stalls selling these native delicacies are mushrooming in the province. Cooking bibingka the old-fashioned way. Not so many though, cook the original bibingka and puto bumbong the old-fashioned way, using galapong or the native glutinous rice that when ground and soaked in water, forms either a batter or a dough. Usually, there is trapped wild yeast that causes the mixture to ferment and cause the rising of the bibingka or native rice cakes. When young entrepreneur-cousins Joben Vicencio Lalu and Jojit Vicencio Manalansan of Lubao town decided to come up with a small business that figuratively sells like hotcake during this time of the year, they never thought twice to prepare, cook (bake) and sell bibingka and puto bumbong the original, old-fashioned way. With their original galapong recipe and other secret ingredients, they came up with the two native products that truly delight anyone s taste buds. They even cook their bibingka not in steel ovens, but in clay vessels, with organic charcoal. Their puto bumbong, meanwhile, are steamed in bamboo cylinders, which give it their original native taste everyone enjoys. Both kakanins are topped with grated coconut and muscovado sugar for that perfect taste. Joben and Jojit sell their bibingka and puto bumbong under native-themed stalls along Jose Abad Santos Avenue and the MacArthur Highway, both in the City of San Fernando.
