2 2NEWSHeadline Gitnang Luzon OCTOBER 09-11, 2015 Despite objections, lawyer says Morales qualifies for 2016 polls By Charlene A. Cayabyab MABALACAT CITY Veteran election lawyer Romulo Macalintal said incumbent Mayor Marino Boking Morales can still run for a second term in the 2016 elections. Macanlintal, during the Elderly Filipino Week Celebration held at Barangay Mamatitang covered court here, said Morales can seek reelection after Mabalacat was converted into a component city in 2013 since the city s population, income, and status have substantially changed. In the case of Mabalacat, naging city ito noong 2012 and during the 2013 elections, Mayor Boking ran as the city mayor and nobody questioned his qualification for that particular position. Technically speaking, 2013 is his first term as City Mayor of Mabalacat, Macalintal said. I will be able to continue the legacy of the family in public service as well, said Dizon, who decided not to seek a board member seat in 2013 to focus more on her family. 4 4OPINIONHeadline Gitnang Luzon OCTOBER 09-11, 2015 EDITORIAL What happens now? ACCORDING to the United Nations Working Group on Arbitrary Detention (WGAD), the detention of former President and now 2nd District Rep. Gloria Macapagal Arroyo violates international law and is arbitrary on a number of grounds. It further recommended that Arroyo be accorded with an enforceable right to compensation for having been deprived of her liberty. The Working Group, Clooney said, recognized that the charges against Mrs Arroyo are politically motivated, since she is detained as a result of the exercise of her right to take part in government and the conduct of public affairs and because of her political opinion. The body also recommended reconsideration of Mrs Arroyo s application for bail, and requests the government to ensure fair trials which respect all the guarantees enshrined in international human rights law. Earlier, Arroyo s case was brought to the attention of international human rights lawyer Amal Clooney back in December In February 2015, a complaint was filed by Clooney on behalf of Arroyo. Clooney welcomed the opinion of the UN WGAD, and urged the government to comply with it the soonest possible time. While one of Arroyo s lawyers said that the UN body s opinion is strong enough by itself, Malacañang said in a statement that it takes note of the opinion of the WDAG. It added that only Philippine courts can rule with finality on judicial proceedings in the country. With this opinion by UN s experts, what happens now? Will the government turn a blind eye and a deaf ear, or will it comply? What does it think of the timing of the opinion, just a few days before the filing of certificates of candidacy, and six months before the elections? Because they spend most of their waking hours in these learning institutions, the school s environment can have a big impact on students health. Schools can promote health to their students by introducing them to healthy behaviors which include not drinking alcohol, smoking or taking drugs, and of course, bullying. That s still reading, but are they really enjoying the experience when all they hold in their hands is a cold, hard, tablet rather than a real book, with pages? Yes, we want students to read more, and enjoy what they are reading. Reading, as we all know, builds vocabulary, fluency, and background knowledge. So how do we promote reading Timing out of sync for Tolentino ASPIRING candidates for the 2016 elections should get as more media exposure as possible for the public to notice them but not in the way newly resigned MMDA chairman Francis Tolentino did. The controversial and viral Playgirls video reached more than 1.4 million views (as of this writing) on YouTube alone. The ill-famed amateur clip which lasted for just about a minute or so has made different sectors cry foul that 12 labor groups even filed a joint criminal complaint against him before the Office of the Ombudsman. The damage has been made as Gabriela representative Emmi de Jesus belittled Tolentino s recent public apology for the incident, and called it too little, too late as both Tolentino and Laguna representative Benjamin Agarao, Jr. have initially tried to justify the libidinous show. The salacious video went viral days after Tolentino expressed his intention to run for the Senate in the coming national elections a minus in pogi points for Tolentino. It was not long ago when the former MMDA chairman had also been a headline of public outrage when he got criticized for joining President Aquino s events and activities outside Metro Manila while temporarily setting his eyes off his role in the metro. Insult-to-injury when veteran broadcaster Ted Failon made this issue against Tolentino at a regular breakfast in his morning program, as the former lambasted the chairman for his diversion of focus particularly his role on traffic management. A petition for the resignation of Tolentino has since been initialized and this move started to adversely affect the relatively good image of Francis Tolentino. The seemingly hardworking chairman of the Metro Manila Development Authority hardly regained his composure as netizens started to feast on the issue, making memes against Tolentino on social media. The chairman tried desperately to rebound as he personally went to major thoroughfares in the metro and started to direct traffic flow, acting as a traffic enforcer an attempt that resulted unfavourably against him. It does really pour when it rains as demonstrated by Tolentino who made a blunder after making a previous embarrassing boo-boo. But these recent pratfalls do not fully describe the leadership of Francis Tolentino. In fact, he was a remarkable public servant who initialized the character first program when he was still a mayor of Tagaytay. He also led the growth of Tagaytay City that made it known as an alternative summer capital to Baguio City. Tolentino, as a mayor, also established the Tagaytay Public Safety Office which is one of the many reasons why President Noynoy Aquino appointed him as chairman of MMDA. This is not easy with the K-12 curriculum at play, but it is essential that students spend at least 10 to 15 minutes to select a material, and read. What can lead to poor performance in class? Among known factors are health-related factors such as hunger, physical and emotional abuse, and chronic illness. Healthrisk behaviors such as violence and physical inactivity are also linked to poor grades. Academic success, meanwhile, is a determinant of adult health outcomes, and an excellent indicator for the overall well-being of youth. There should be a close relationship between health and education, and there is a need to foster health and well-being within the educational environment for all students. Indeed, schools are the right place for a healthy start. Health programs have positive effects on educational outcomes. Moreover, programs that are designed to improve academic performance are recognized as important public health interventions. Ang sabi nga ng kaibigan kong madre, The storm is always unpredictable in the way it touches us. Sometimes it simply crashes into and batters the boat of our Towards the Light teacher s corner lives, shoving us back and forth for a while, drenching our emotions and blowing away a few of the things we thought were certain and meant to be. And then it passes as quickly as it came, leaving us a little wet, shaken and dazed. Pabiro ngang naipayo sa akin nitong kaibigan kong madre: Ride the crashing and rolling waves like a daredevil surfer. Allow the drenching of the rain to cleanse and refresh your skin, washing away any illusions or misconceptions you allowed to creep into your life. Open your eyes to the strike of the lighting, as it illuminates and lights up your world so you can truly see things clearly. Wika niya: The music of the storm is a challenging ode, a raging rock song, a questioning hip hop track. It is purposefully erratic in its rhythm, constantly changing the tempo to test your ability to adapt, grow and learn, never making it easy for you but always trying to towards the light... Page 7 Physical activity linked to academic performance by Divina Gracia P. Reyes THERE is indeed a link between physical activity and academic performance of students in school, according to studies. Students who took physical education or PE class are found to do better academically, since it helps them stay focused. Students activity levels in and outside of PE class were studied, and their level of activity to their grades in the subjects of math, science, world studies and English were compared. Being enrolled in PE, it turns out, has benefits, as the more active students did better in academics. They are better able to concentrate and stay focused after every physical activity. It would do well for parents as well as teachers to encourage students to participate in sports activities that they enjoy. After all, sports is more than about fitness, as they are found to improve motor skills, increase self-esteem, and foster cooperation and teamwork. Students who are not up to very physical sports can participate in non-competitive activities like biking, swimming and jogging and by dancing or just playing games. Social relationships also blossom for students who are active in sports, as they forge close friendships with others on the team. This helps in the mental, emotional and physical health of students, as they bond together over a common goal. They also learn leadership skills through sports, as they are able to encourage younger team members to do better. Senior athletes more often than not provide guidance to their younger counterparts both on and off the field. These skills, which are necessary, go beyond their students years of stay in school. They reap the benefits for the rest of their lives as adults. The author is SST-1 at Madapdap Resettlement High School, Madapdap Resettlement, Mabalacat City. Parnasong Kapampangan Neng Capa M. Besides, this would encourage students to read at home more and bond with their parents, who like teachers, play a key role in their education. Jomarie Nielsen of Starstruck 6, paborito ni Regine Velasquez ENJOY NA ENJOY si Regine Velasquez sa pagiging jury ng Starstruck 6. Nakakatuwa kasi this is a very good batch, she says. I m surprised kasi ang daming good singers na puwede talagang i- develop. At lahat sila, may dating, kaya enjoy talaga ako. Who are her favorites? Among the guys, Migo Adecer and sa girls, Klea Pineda. But all the rest, may karapatang masali sa Final 14, including my other bet, Jomarie. She s now in the thick of preparations for her concert series this November, Regine at the Theatre, at the Solaire Resort and Casino, in cooperation with PLDT Home and their Regine Series of landline phones that all became best sellers with Regine as endorser. Medyo kabado ako sa concert na ito kasi it s a totally different venue and I also have a very different repertoire kasi kakaiba ang concept, she says. The venue is more intimate and I m hoping sana magustuhan ito ng audience and enjoy it. In the past concert series I did, I paid tribute to movie theme songs in Regine at the Movies and to Barbra in Regine Sings Streisand. This time, I will be paying tribute to theatre musicals and sing songs from various hit musicals, not only Broadway musicals like Phantom, Les Miz, Miss Saigon, The Last 5 Years, but also local musicals like Rak of Aegis, Noli Me Tangere, El Filibusterismo and Mr. Ryan Cayabyab s Katy, so very exciting, kasi ngayon ko lang ito gagawin, with totally new arrangements na babagay sa concept ng show. She says Noli Me Tangere has a special connection with her. When I did it in 1995 playing Maria Clara, doon ako napansin ni Boss Vic del Rosario and he said, puwede ka na umarte sa pelikula. Then he got me in Wanted Perfect Mother, na nag-hit, kaya after that sunud-sunod na ang movies ko. My special guest in all weekends sa Regine at the Theatre is Audie Gemora, who played Crisostomo Ibarra when I did Noli Me Tangere. Sa first weekend on November 6 and 7, guest ko si Aicelle Santos and sa second weekend naman on November 20 and 21, si Jonalyn Viray. What will be the role of her husband, Ogie Alcasid? Wala, taong bahay siya. Aalagaan muna niya si Nate habang nagko-concert si Mommy. Hindi, of course, he ll be there. What can she say about her co-host in Bet ng Bayan, Alden Richards, who has since become very popular because of the Al- Dub phenomenon? Sobrang natutuwa ako for him. I think he truly deserves all the success he s getting kasi he s such a nice and genuine person, bukod pa nga sa pagiging a good actor and also a good host. It s a thorn off my chest. At the end of the day, tao naman tayo lahat. Open siya to work with KC dahil wala raw siyang iniiwasan na makatrabaho. Tweets ni Mr. Locsin: Si Dennis Trillo is an Oscarlevel star. What acting, soft, subtle, eloquent w/ difficult lines at Beautiful movie, lovely scenes and elegiac stone, wonderful acting. Dennis Trillo deserves an Oscar. Sorry if I also became emotional pero talagang hindi ko mapigilang makiiyak ako sa kanila, she says. But it s not necessarily the end of their journey for them. Sana mabigyan sila uli ng ibang chance at huwag sila basta agad susuko. As for her, a new soap is waiting for her right after her hosting chores in Starstruck 6. This is Little Mommy, the story of a mentally-challenged young woman who s biologically in her mid-20s but has the intellectual capacity of a 7-year-old. It was Carla Abellana who was first considered for the role but GMA management changed minds and gave it to Kris instead. Very challenging ang role kasi mabubuntis ako at a very young age, then magkaka-baby ako na gusto namang kunin sa akin dahil hindi raw ako fit maging ina because of my intellectual disability. I promise to do my best para magampanan ko nang tama ang role na ito at hindi ako mapahiya sa pagtitiwalang ibinigay sa akin ng GMA. Ninenerbiyos nga ako kasi makakasama ko sa show ang dalawang acting legends ng local showbiz, si Tito Eddie Garcia and Ms. Nora Aunor. I m looking forward to working with them kasi alam kong malaki ang maitutulong nila sa akin para mag-improve ako in my craft.

Sabi nga ng isang kasabihan: A calm sea does not make a skilled sailor.
8 special feature VOLUME IV NO. 82 OCTOBER FRIDAY - SUNDAY Joben and Jojit s native stalls selling native bibingka and puto bumbong. Puto bumbong, topped with grated coconut and muscovado sugar for that perfect taste. Bibingka, Puto Bumbong The old-fashioned way TEXT & PHOTOS BY DENCIO PACHECO TRADITIONAL Pampango kakanins considered favorites during the ber months are the bibingka and the puto bumbong. As the Yuletide is fast approaching, stalls selling these native delicacies are mushrooming in the province. Cooking bibingka the old-fashioned way. Not so many though, cook the original bibingka and puto bumbong the old-fashioned way, using galapong or the native glutinous rice that when ground and soaked in water, forms either a batter or a dough. Usually, there is trapped wild yeast that causes the mixture to ferment and cause the rising of the bibingka or native rice cakes. When young entrepreneur-cousins Joben Vicencio Lalu and Jojit Vicencio Manalansan of Lubao town decided to come up with a small business that figuratively sells like hotcake during this time of the year, they never thought twice to prepare, cook (bake) and sell bibingka and puto bumbong the original, old-fashioned way. With their original galapong recipe and other secret ingredients, they came up with the two native products that truly delight anyone s taste buds. They even cook their bibingka not in steel ovens, but in clay vessels, with organic charcoal. Their puto bumbong, meanwhile, are steamed in bamboo cylinders, which give it their original native taste everyone enjoys. Both kakanins are topped with grated coconut and muscovado sugar for that perfect taste. Joben and Jojit sell their bibingka and puto bumbong under native-themed stalls along Jose Abad Santos Avenue and the MacArthur Highway, both in the City of San Fernando. For orders, you may call Joben at Cooking (steaming) the puto bumbong. Cousins Joben and Jojit show their native products.
