1 DPS Transformation Our Mission In partnership with parents and our community, Detroit Public Schools exists to provide a comprehensive educational experience that is high quality, challenging, and inspires all students to make a positive contribution to society. 1

2 DPS Transformation Over the last month, we have made significant progress towards achieving our mission April 30: Launch of the Transformation Team at the end of the Ross School of Business retreat April 31 May 31: Transformation Team devotes 75+ hours to dialogue, research and brainstorming to develop recommendations about how to improve Detroit public schools Transformation Team Survey Responses Comments: Keep getting the feedback of all stakeholders because it helps us believe that our input is valuable. This is a pivotal moment for the District, and I take seriously my role to be an honest and thoughtful contributor. It is great that everyone's voice is appreciated and no matter what our position, we all must have a shared vision to increase the academic, career, social and emotional development of all our students. 2

3 DPS Transformation The transformation of DPS will be based on a set of principles focused on supporting schools to improve student achievement Empower Local Leaders Shift Resources to Schools Leaders in the schools should be empowered to make decisions based on the needs of their students and held accountable for results Central offices should be organized to support more autonomy at the school level Principals should understand the available resources for their schools Decisions around spending should be made at the school level based on need and available resources Organized Around the Needs of Schools Operationally Efficient and Effective The school is the lever of change and central office will be structured to support the differing needs of schools, educators and students School support is organized through a network structure where schools have one point of contact for both operational and instructional needs Automate processes, eliminate inefficiencies and duplicate offices Strategically source or consolidate units in the central office to reduce resources spent on activities that do not directly support increased student achievement and learning 3

4 DPS Transformation A decentralized structure requires a set of core functions across the district Strategy Talent Management Academics and School Support Finance & Operations Emergency Manager/ Superintendent Liaise with education entities in Detroit to coordinate enrollment and school planning Develop systems for performance management and accountability Build talent pipelines based on the needs of schools Perform human resources functions driven by the needs of schools Create central point of communication and support for schools Empower principals to make decisions around all aspects of schools Professional development is responsive to needs of leaders and teachers at school level Develop support systems that improve outcomes for all learners- PK, Adult, special needs Manage contracts for facilities, transportation, food service and IT Execute annual budget process Develop city wide safe routes and school safety strategy Provide strategic direction, transparency and oversight across the district in order to drive student success Community and family engagement function that has deep expertise in local community issues Communications team that leads and manages both internal and external communication The central office will be organized around these functions 4

7 Aligned and Operating via Defined Autonomy DPS Transformation We are proposing to create a structure that supports school level autonomy by dedicating resources to operational and instructional support Mission: In partnership with parents and our community, Detroit Public Schools exists to provide a comprehensive educational experience that is high quality, challenging, and inspires all students to make a positive contribution to society. High Performance Schools (97) Networks (6-7) Teams of people dedicated to a group of schools to support laser-like focus on educational excellence Central Office Operations Oriented around the needs of schools Work through networks to support schools High Performance Decentralized Organizational Structure Schools provide high quality teaching and learning responsive to community needs across the city of Detroit Networks are integrated resource centers coordinated for the sole purpose of academic excellence supported by operational efficiencies. The networks are community based and can be organized in flexible and adaptive ways in order to best serve the schools involved. Oriented around the needs of schools and employing best practices, central office provides the district s framework for academic excellence, performance management, accountability, compliance, communications and engagement to ensure positive and safe environments conducive to learning district-wide. Central office receives and allocates resources. Central office provides the vision, mission, and goals for the district, works through network to support schools and provide direct support as necessary. 7

9 DPS Transformation The proposed network structure would provide schools with support in the following areas, and would work with the central office on behalf of schools Staffing and Scheduling Climate and Culture Facilities and Operations Parents and Community Performance Evaluation Network teams of 8-9 people would support a group of schools, providing the following functions Professional Development/ Coaching Achievement Schools (Network of schools) Special Student Populations Curriculum Support Student Attendance Budget/ Procurement Data and School Improvement Network teams of 5-8 people would support a group of schools with the following functions Central Office Talent Legal Communications and Engagement Curriculum Operations and Facilities Special Services Finance 9

10 Division of Academics and School Support Mission: To ensure high quality teaching and learning takes place through alignment of standards, curriculum, instruction, and assessment. Functions: Provide Academic leadership district Districtwide Ensure fidelity of curriculum implementation through development of standards and identification of high quality resources Provide operational and instructional support to schools through networks Build principal capacity to operate as high quality autonomous leaders Provide comprehensive and relevant preparation for college and careers through career and technical education Provide high quality and researched based early learning experiences for special needs and general education students Provide special education services 10

11 Division of Emergency Manager / Superintendent Mission: To set the vision, leadership and strategic direction for the district Functions: Develop and manage a comprehensive partnership strategy Ensure that DPS has necessary fiscal controls and is in compliance with audit findings Perform General Counsel duties; review contracts, manage labor relations and the legal affairs of the district Provide communication (districtwide; internal and external) and parent engagement services Oversee the safety operations for the district 11

12 Division of Strategy Mission: To lead the development, implementation and monitoring of the District s Strategic Plan through comprehensive planning, management, coordination, accountability, and support. Functions: Identify and advocate for necessary policy changes at the district, city and state level Coordinate with other education entities across Detroit Lead and facilitate a data driven innovation and school action process (school/program openings, closings and siting) to ensure DPS has a portfolio of schools that meets the needs of all students Manage student information systems and all district related data Create an accountability system for the district and provide necessary data to schools and departments Conduct enrollment planning and marketing Oversee charter authorization and accountability 12

13 Division of Talent Mission: To ensure that DPS has the most effective teachers, school leaders, and central office staff so that every student can achieve success Functions Develop a robust, high quality talent pipeline Develop a strategy to retain high quality talent Provide human resource services including benefits and onboarding of employees Address employee relations issues Manage central office performance management system Work closely with Academics and School support to complete teacher and leader evaluations 13

14 Division of Finance and Operations Mission: To ensure the all schools have the financial, technical and operational support necessary to run effective schools Functions: Development of an annual budget that reflects DPS priorities Provide a timely and efficient purchasing process Ensure the district is insured appropriately Perform all accounting and reporting functions Provide payroll services to employees Ensure all schools have the technology and infrastructure necessary to support instruction Provide transportation, food service and clean and functioning facilities for all students Administer all state and federal grants 14
