Residents: about 1 million Budget: about EUR 4 billion Politics: 90 members in the municipal council Municipalities: 9 (between 82,000 and 145,000 residents) Regional representatations: 9 with 19 members each Municipal administration :16,000 employees Germany North-Rhine-Westfalia Sheet 3

4 Background The city council decided to have a participatory budget and to introduce an e-participation-platform The administration was authorized by the City Council to realize the project stakeholders in the adminstration: Department of egovernment and Online-Services Finance Department with the help of Fraunhofer Institute of Intelligent Analysis and Information Systems IAIS Zebralog GmbH & Co KG Binary Objects GmbH Sheet 4

5 What is the participatory budget? The asks their citizens to make suggestions what to spend money on or what to save money for in predetermined topics. The citizens discuss and vote for the suggestions, through this a Top 100 list of suggestions for each topic is generated. At the end the politics (the city council) decides whether to realize a suggestion or not. The whole process is transparently published. Sheet 5

8 The 2008 participatory budget should inform about the budget comprehensively and understandably raise the citizens awareness of the complex topic produce good ideas and suggestions deliver more knowledge on budget issues for the citizens than ever before through editorial and moderating work during the active phase enrich budget consultancies by additional input from the citizens (suggestions, opinions, expectations) create transparency in the municipal council by responding after the decision-making process Sheet 8

10 The 2008 participatory budget served as SCENE an introduction to the topic of e-participation and hence a learning process for other procedures of participation in Cologne a kick-off procedure for the following budgets of Cologne a first step to further development of future budgets and other e-participation processes - first concentration on three topics - later addition of other aim 2012: themes and a workflow in the back Established platform and central medium for city-wide procedures of the civil participation Sheet 10

29 Achievements of participatory budgeting from the viewpoint of the citizens The involvement of the citizens in the budgeting creates more acceptance for municipal acting: better understanding of the complex subject matter of the budget under consideration of the voluntary and compulsory duties Decrease of the sullenness of politics because one can take part Better communication between the administration and the citizens, dismantling of barriers The number of participants speaks for itself one wants to participate Consistent positive resonance from the population and press confirms this Requirement is a conscientious dealing with suggestions and accountability for decisions Sheet 29

30 Achievements of participatory budgeting from the viewpoint of the administration and politics Administration and politics gain a better point of view on the present problems the citizens are evaluated as bearer of knowledge As users of streets, parks, libraries, museums, schools, day care centres and others, the citizens know where it hurts the most Targeted handling is possible through knowledge of the problems, wishes and suggestions of the citizens The participatory budget supplies decision-making aids for politics Some focal points have clearly emerged (cleanliness, refuse, bicycle paths, swimming pools, care of green space ) It mostly involves specific problems on site Sheet 30

38 Conclusion The cologne participatory budget proofed, that it is possible to run a participatory budget in a big city with about 1 million inhabitants The main factors of success: Simple and barrier-free access (the Cologne-way ) Public political self-commitment to accountability Transparent process of participation and transparent process of political decision making Consistent, comprehensible and public presentation of the entire process chain: citizens participation political acceptance decision and accountability monitoring the resolutions True integration of citizens participation in the legal, political process of budget consultancy Sustainable and transferable process Sheet 38
