3 ESSA Stakeholder Engagement If Minnesota Then Resulting In Creates opportunities for diverse stakeholders to help shape the ESSA plan Uses stakeholder input to inform the ESSA plan, and tells them how input was used Creates systems and opportunities to keep them engaged through implementation Stakeholders will feel a sense of ownership in the ESSA plan and are more likely to support it Previously underengaged groups will feel more connected to the state s education system The ESSA plan will reflect the best thinking of diverse groups Minnesota producing an ESSA plan that strengthens our efforts to build a world-class education system where all children succeed

6 Equity Expectations Under ESSA 1. Eliminating disparities and creating opportunities for better student outcomes. 2. Academic standards that align with entrance requirements for postsecondary. 3. Annual statewide assessments. 4. Public data reporting on outcomes and opportunities for all groups of students.
7 Equity Expectations Under ESSA 5. School accountability systems that include assessment results, graduation rates and measure(s) of school quality or student success. 6. State strategies to intervene and support lowperforming schools. 7. Attention to addressing inequities in access to effective, in-field and experienced teachers.
8 Emerging Themes It is critical to ensure the voices of diverse stakeholders are represented and listened to. Equity needs to be the foundation of the state plan. School climate or student health measures should be considered for inclusion in the accountability system. It is important that test scores and other data be used meaningfully and appropriately.
9 More Emerging Themes Information needs to be accessible and easy to understand. Minnesota has built an improved system of support in recent years. Defining a vision around well-rounded education is important.

12 ESSA Accountability Systems ESSA requires that states identify schools for improvement based on five components: Academic achievement on state tests. Academic growth over time. Graduation rates. Progress toward English language proficiency. At least one indicator of school quality or student success. Examples in the law include student engagement, college and career readiness, school climate and safety, access to and completion of advanced coursework.
13 ESSA Accountability Systems The first four academic indicators must be assigned much greater weight than the indicators of school quality or student success. All of the indicators need to include the performance of each student group, including students from major racial and ethnic groups, children with disabilities, English learners and low-income students.
14 ESSA Accountability Systems Using the measures of the accountability system, ESSA requires that states identify schools for improvement if they are: In the lowest 5% of Title I schools. High schools with graduation rates below 67%. Particularly low-performing in any student group.
